Job Description:


The State University of New York at Fredonia invites applications from eligible transfer candidates for University Police Officer 1 . This is a probationary/permanent, competitive class, SG14, classified position represented by New York State Troopers Police Benevolent Association (PBA). The successful applicant will have the option of one of the following shifts: Weekends with either Tues/Weds or Weds/Thurs as pass days,11:00 pm to 7:00 am or 3:00 pm to 11:00 pm.


JOB RESPONSIBILITIES


University Police Officers enforce all New York State and local laws and the Student Code of Conduct. University Police Officers are charged with full police officer powers under Criminal Procedure Law, Section 1.20(34)(s) and are responsible for the performance of the full range of professional police duties. University Police Officers assist other Local, State and Federal police officers with investigations and may collect evidence, question witnesses or testify in court in connection with alleged criminal actions.

University Police Officers are actively involved in campus communities and activities including educating community members on such topics as personal safety, risk awareness, crime prevention, alcohol awareness, sexual assault prevention and other community safety issues.


University Police Officers work under the general supervision of a University Police Officer 2 (Lieutenant). Individuals must be able to work alone and exercise independent judgment in performing duties. Officers have substantial contact with the public and other law enforcement personnel. They patrol an assigned area on foot, bicycle or, in a car or by other means to deter criminal activity by means of presence and witness and to detect fires and other dangerous situations.

Incumbents respond to calls for assistance from fellow officers or from any member of the campus community to insure that persons and property are adequately protected and may respond to situations involving but not restricted to: burglaries, robberies, thefts, criminal trespass, assaults, criminal mischief, medical emergencies, accidents, vehicle and traffic violations, fires and unusual situations.


The successful candidate will:


  • Report to the scene of the crime, accident or other disturbance in order to halt crimes in progress, arrest violators, maintain order and arrange for the appropriate care of injured person(s).
  • May apply resuscitators, administer first aid and summon ambulance(s).
  • Conduct initial investigations of incidents; gathers evidence; interviews witnesses, complainants and suspects and confers with fellow officers; reports results of investigations to supervisor as directed and may testify in court.
  • Regulate and direct pedestrian and vehicular traffic at intersections, crosswalks and other critical points; stops persons violating the vehicle and traffic law; issues warnings, tickets and summonses; patrols parking lots and campus roadways; tickets cars parked in violation of campus rules.
  • Control the movement and activity of crowds at concerts, sports events and other gatherings; breaks up fights and other altercations, may operate screening device to inspect individuals.
  • Participate in committees and provide service to the department, college, university, and profession
  • Be aware of, understand, and follow all university policies.

University Police Officers provide police services to the Fredonia campus community and are classified as essential staff. They meet and verbally communicate with a wide variety of persons including: students, parents, alumni, faculty, staff, and visitors, sometimes in stressful situations. They strive to establish and maintain positive relationships with members of the campus community. They may question victims and complainants to obtain information on crimes and disorders. During violent demonstrations, fires or other emergency situations, University Police Officers may be required to give clear, definitive and authoritative orders and instructions to any and all persons involved.


University Police Officers have frequent verbal communications with dispatch and patrol officers for the primary purpose of providing factual information affecting campus law enforcement, security and safety. These communications are clear, comprehensive and concise; Officers may use standard police codes.



Requirements:


MINIMUM QUALIFICATIONS


Candidates must be eligible for a 70.1 lateral transfer from another NYS agency.Candidates must meet established physical, psychological, and medical requirements for appointment to the position, must possess and maintain a valid unrestricted New York State motor vehicle operator's license.


The requirement to prove qualification shall rest with the applicant.


Appointments and promotions in the New York State Civil Service are made according to principles of "merit and fitness" as mandated by the New York State Constitution. Candidates can compete for competitive class, Civil Service positions by participating in competitive civil service examinations that assess candidates' knowledge, skills and abilities necessary for performing the job. To be eligible to apply for this current position, you must have previously taken the examination and have been canvassed for this position. Applicants not canvassed must be eligible for appointment via transfer from a current Civil Service appointment.


Reliable attendance is required. This position is an Essential Services Position as defined by the university's Essential Services Policy.


Must know, understand, and follow all Fredonia policies.


The NYS Civil Service Eligible's list will be canvassed as well as the NYS Civil Service Preferred & Transfer List. Interested candidates on the Preferred List must be given preference.
