Dean, Business and Applied Technology and Economic Development
Position DescriptionThe Dean of Business and Applied Technology serves as an educational unit administrator at the college. The Dean shall provide opportunity for involvement by staff as appropriate in consideration and discussion of the development of policy, procedures, and programs. The leadership, supervision, planning, implementation, and coordination of responsibilities entail working with managers, faculty, staff, students, and appropriate college committees and councils to assure that the educational goals and delivery systems are meeting student needs and are in consonance with district goals and objectives. In addition, the Dean shall function effectively as a member of an administrative team; shall work well with and evidence sensitivity toward persons at all levels of the college. Responsibilities Duties may include, but are not limited to:
- Provide leadership for program development and work collaboratively with assigned departments to plan for and recommend curriculum additions, modifications, and deletions; set priorities for resource needs; provide program analysis and multi-year instructional plans and participate in strategic and long-range instructional planning for the district.
- Participate in the hiring of academic and classified staff; supervise staff as appropriate.
- Evaluate faculty and classified staff in accordance with proper management practices; implement articles of collective bargaining agreements.
- Assist in providing for faculty/staff development, orientation, and in-service training for personnel as appropriate.
- Provide for the development and coordination of the schedule of classes and faculty assignments for instructional programs.
- Develop, monitor, and administer the unit budgets; manage financial resources consistent with district policy and sound financial management principles.
- Work with the faculty of the assigned programs to provide required reports for program and college accreditation as needed.
- Oversee maintenance of faculty and student records that demonstrate compliance with board and regulatory agencies and meet compliance with agency contracts, health regulations, theory, and clinical performance.
- Work cooperatively with other administrators and supervisors to integrate and coordinate programs and services across the curriculum and at all locations to meet student needs; resolve conflicts and issues within and between units.
- Encourage excellence in teaching and in providing support services and program development.
- Maintain current knowledge of new developments and innovations in community colleges and higher education in general and specifically for those within the responsibility areas; recommend changes to maintain relevance of unit programs and to meet student and community needs.
- Organize and chair meetings, lead workshops, facilitate group discussions, and involve faculty and staff in idea generation, goal setting, and decision-making.
- Make presentations as necessary to various groups within the district, community, and state.
- Develop and maintain effective working relationships with feeder high schools and four-year transfer institutions to assure maximum course articulation for students.
- Facilitate the development of programs and services designed for the recruitment, retention, and transfer of a culturally and socioeconomic diverse student population.
- Responsible for the attainment of FTES and FTE goals, in keeping with established district fiscal and educational policies and within allocated resources.
- Provide leadership for, and coordination of, academic follow-up functions including such areas as probation, excessive units, drops and withdrawals, and compliance with remediation limits.
- Plan, coordinate, and supervise the delivery of assessment and orientation services for all incoming students in compliance with state guidelines and college policies and procedures.
- Lead, support, and guide Strong Workforce efforts with the administrators responsible for this effort.
- Collaborate with industry and community partners to evaluate and develop college plans to serve emerging needs.
- Collaborate and plan the use of facilities and alternative sites to provide workforce training for emerging areas.
- Support Advisory Committee efforts that assist the currency of career education.
- Coordinate with university, industry, and community partners to support apprenticeships and internships for students.
- Perform related duties as assigned.
- Possession of a master's degree; and
- One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; and
- Clear evidence of sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.
- Higher education in community colleges, including the mission of the California Community Colleges; community college instructional and student service programs, principles, practices, practices and procedures; budget preparation and control; State reporting systems and procedures;
- Curriculum development and course articulation;
- Principles and practices of administration, supervision and training;
- Policies and objectives of assigned programs;
- Applicable laws, codes, regulations, policies and procedures;
- Information technology systems and solutions utilized in the delivery of student services.
- Develop and evaluate comprehensive plans to meet current and future needs of assigned areas;
- Develop and effectively manage a budget; identify resources and develop grant or special projects applications;
- Plan, organize, develop, and evaluate student services and support programs;
- Apply current and emerging technology to support the development and delivery of student services;
- Train, supervise, and evaluate personnel;
- Apply and use effective interpersonal skills; communicate effectively both orally and in writing;
- Interpret, apply, and explain rules, regulations, policies, and procedures;
- Maintain current knowledge of program rules, regulations, requirements, and restrictions;
- Analyze situations accurately and adopt an effective course of action;
- Evaluate and support faculty and staff recommendations for program improvements and/or new service efforts.
- Earned doctorate from an accredited institution;
- Evidence of appropriate academic preparation or significant administrative experience in the area of leadership, organization, planning, development, staffing, budget management, evaluation, and supervision reasonably related to the administrative assignment;
- Commitment to the philosophy and value of institutional collaborative governance based upon a genuine sharing of responsibility;
- Knowledge of state and federal guidelines related to student services concerns, especially in the areas of matriculation, counseling and guidance, EOPS and CARE;
- Knowledge of practices and principles of student services and student development, counseling, student equity, educational planning and outreach;
- Experience leading workforce development efforts at the college level;
- Experience and understanding of statewide efforts to increase career education through Strong Workforce and other such initiatives in California.
CONDITIONS OF EMPLOYMENT
This is a 12-month, full-time management position, Level II, Range 32 of the Management Salary Schedule. Effective date of employment will be as soon as a successful candidate is selected and a mutually agreed upon date is determined.
