Position Summary

The Emergency Medical and Fire Services Specialist is responsible for providing emergency medical services (EMS) and fire training and technical assistance for district stakeholders. The position will also coordinate American Heart Association (AHA) training and technical assistance for the College community.

This is a full-time salaried exempt position reporting to the Associate Dean of Public Safety.

Essential Duties and Responsibilities

The following duties are normal for this position and relate to all assigned areas of responsibility. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. This position requires flexible scheduling including morning, evening, and weekend assignments.

  • Build and maintain effective, long-term relationships with business and industry; educational institutions; local, state, federal, and tribal governmental units; non-profit and community-based organizations; and others served by the College.
  • Serve on various internal and external committees, community organizations, boards, professional and trade associations, etc., as assigned.
  • Conduct frequent environmental scanning activities, monitor regulatory changes, and identify new market, product, and career pathway opportunities.
  • Coordinate sales and marketing efforts related to customized training, technical assistance, and open-enrollment offerings.
  • Serve as a subject matter expert within assigned areas of responsibility and expertise.
  • Make data-informed decisions within assigned areas of responsibility.
  • Assist in the recruitment and development of adjunct faculty, adjunct technicians, and part-time staff.
  • Conduct formal and informal training needs assessments using a variety of data-gathering techniques including surveys, questionnaires, interviews, observations, focus groups, etc.
  • Coordinate the development, delivery, and assessment of customized training and technical assistance services under Wisconsin Statute 38.14(3) contracts for services.
  • Coordinate the development and revision of curriculum incorporating a variety of delivery methods (i.e., face-to-face, online, teleconference, and hybrid).
  • Coordinate the development and/or review of instructional support materials to ensure that they are of high quality and appropriate to the audience and delivery method.
  • Coordinate customized training, technical assistance, credit, and continuing education classes within areas of certification and/or expertise, utilizing a variety of learning-centered approaches, including alternative delivery methods, to meet the diverse needs of students.
  • Assess learning outcomes and customer/employer satisfaction, and incorporate continuous quality improvement practices into the teaching and learning process.
  • Assist in developing policies, procedures, and work processes.
  • Seek alternative funding sources for programs, services, and equipment; assist with grant applications, administration of grant activities, and reporting.
  • Oversee and maintain equipment and supply inventories.
  • Assist in operational and capital budget preparation process; monitor expenditures and provide budget variance reports.
  • Adhere to all College and external regulatory requirements related to recordkeeping and reporting.
Qualifications

Required Qualifications:

  • Associate Degree in EMS, Fire or related field.
  • Possess and maintain National Registry of Emergency Medical Technicians Paramedic certification, and EMS Instructor Level II license.
  • Minimum of three years of teaching and training experience in higher education.
  • Ability to pass Wisconsin Caregivers Background Check at all times of employment.

  • Knowledge of Technical College System EMS and Fire programs and their associated Policies and Procedures.
  • Knowledge of Wisconsin Department of Health Services (WI DHS 110) specifically as related to EMS.
  • Knowledge of Wisconsin Department of Safety and Professional Services (WI DSPS) as related to public employees.
  • Knowledge of American Heart Association Training Center requirements and program administration.
  • Ability to utilize other regulatory standards such as Committee on Accreditation of Educational Programs for Emergency Medical Services Professions (CoAEMSP), Commission on Accreditation of Allied Health Education Programs (CAAHEP), National Fire Protection Association (NFPA), National Registry of Emergency Medical Technicians (NREMT) and Occupational Safety and Health Administration (OSHA).
Preferred Qualifications:
  • Bachelor's Degree in EMS, Fire, or related field.
  • Knowledge of Wisconsin Technical College System (WTCS) EMS and Fire programs and their associated Policies and Procedures.
  • American Heart Basic Life Support Instructor.
  • Minimum of 3 years of previous occupational experience as an Emergency Medical Technician – Paramedic.
  • Excellent verbal and written communication skills, including active listening skills.
  • Ability to communicate effectively with people from diverse backgrounds and maintain positive working relationships with internal and external customers.
  • Ability to maintain positive and collaborative working relationships within the College and district.
  • Knowledge of continuous quality improvement.
  • Knowledge of curriculum development and design.

  • While performing the duties of this job, the employee will be exposed to normal office conditions as well as a variety of classroom and lab equipment.
  • The employee must have gross motor skills: ability to maintain balance, reach, push, pull, or stabilize and move and/or lift 50 pounds.
  • The employee must have fine motor skills: pick up and grasp small objects, pinch/squeeze or work with fingers, twist/turn objects using hands.
  • The employee must maintain physical endurance.
  • The employee must maintain mobility: ability to squat, stand, walk and climb stairs.
  • Specific hearing abilities required by this job include hear normal speaking-level sounds.
  • Specific vision abilities required by this job include see objects up to 20 inches away, see objects up to 20 feet away, use depth perception, and use peripheral vision.
  • The employee must adapt to changing environment/stress, focus attention on task, cope with strong emotions, and respond to the unexpected.
  • The employee must demonstrate strong attention to detail, and must be able to problem solve and perform complex tasks without error.
  • The employee must be able to read and understand documents/displays and type/write.
  • This position requires regular and punctual employee presence.
Other

Compensation:
The full salary range is $59,940 to $82,528 per year. The typical starting range is $59,940 to $65,587 per year, commensurate with qualifications and experience. Includes a comprehensive benefits package.
