About the UnitThe Department of Safety & Security (DSS) encompasses Emergency Management, Environmental Health & Safety, Professional Accountability, Campus Safety, Transportation & Parking Services, and the University of Chicago Police Department (UCPD). The department is a unit within the Office of Legal Affairs, reporting to the Vice President for Legal Affairs. The department is tasked with the development and implementation of comprehensive safety strategies that serve the university community, strengthen collaborations between the DSS and students, faculty, staff and neighbors, and are appropriately aligned with institutional values and priorities. The University of Chicago campus is part of Chicago's Hyde Park neighborhood, which contains a significant amount of off-campus university property. In addition to the students housed on campus and in the areas adjacent, more than a third of the University's staff resides in areas surrounding the campus, and more than 50% of the University's faculty resides in the Hyde Park area. By long tradition, the University works with the city of Chicago providing safety and security options in Hyde Park and the surrounding neighborhoods. The School Safety Officer, under the general supervision of the Director of Security, performs a variety of duties in providing a safe learning and work environment for students, staff, and visitors and protecting property. The School Safety Officer serves as a link between law enforcement and the school, school administration, teachers, parents, and students.

Plans, develops and oversees a variety of campus security programs, including crime prevention, police personnel training, and criminal investigations. Manages campus police and patrol units, directs campus vehicle traffic and parking, and organizes security programs and training as needed. Monitors CCTV system, alarm panels, and visual controlled access entrances in the communications command center and responds to calls for assistance and/or service from patients, visitors, and staff.

Role ImpactIndividual Contributor

ResponsibilitiesThe job leads operational support work in maintaining a safe and secure environment for the assigned University area or facility. Works autonomously within established procedures to inspect public areas of the medical environment for fire and safety hazards. Performs checks of incoming personnel and visitors after hours. Enforces photo ID policy and parcel inspection policy along with all other University policies.

1) Acts as a lead for Public Safety Coordinators and employees performing similar duties., 2) Leads operational support in the maintenance of a safe and secure environment for the Medical Center Community, which includes duties such as patrolling and inspecting hallways and stairways for fire and safety hazards., 3) Provides assistance to patients, visitors, staff and employees, including escort services, upon request., 4) Checks incoming personnel and visitors after hours. Enforces photo ID policy and parcel inspection policy along with other hospital policies., 5) Performs other related work as needed.

Additional Responsibilities

1) Reports violations of Federal, State, and Local criminal laws and ordinances, and assists school officials with the administering of education and administrative regulations regarding student conduct;

2) Prevents juvenile delinquency through close contact with students and school personnel;

3) Patrols campus area on foot, checking for fires, vandalism, suspicious activity or persons, safety/fire hazards and reports circumstances to appropriate unit for correction or follow-up actions;

4) Provides direct supervision to a team of Community Service Officers who is responsible for the safety and security function at the Charter School campus.

I5) nvestigates and reports hazards, unusual or suspicious circumstances to University of Chicago Charter School leadership at each campus, as well as to campus police unit for correction or follow-up actions; maintains contact with campus police;

6) Assists students, faculty, staff, and visitors whenever needed and works to maintain a safe and secure environment for the entire School Community.

7) Patrols campuses on foot and inspects hallways, stairways, and all other public areas for fire/safety hazards.  Reports any unusual condition or malfunctioning equipment.

8) Routinely provides escort service upon request. Attends court or other legal proceedings to provide details of specific incidents as required.

9) In conjunction with the University Police Department, assists with investigations of all criminal and suspicious occurrences on school campuses and act/reports same.

10) Oversees the visitor management function.

11) Enforces photo ID policy and parcel inspection policy along with all other University of Chicago policies.

12) In the event of emergencies, requests emergency services assistance and obtains necessary information, and notifies appropriate personnel giving nature and location of the incident.  Evacuate persons from dangerous areas, secure buildings or areas, and assist in disaster situations.

13) Assists in conducting fire and other security-related drills.

14) Observes activity and traffic in the assigned area to enforce university rules/regulations; alerts visitors of infractions; removes unwanted or disruptive visitors from university property;

15) Develops safety plans for school events; ensure proper staffing;

16) Establishes and maintains a close partnership with school administrators and other security personnel;

17) Works with guidance counselors and other student support staff to assist and provide services to students involved in situations where referrals to service agencies are necessary.

18) Employees in these positions are designated as “essential staff.” Essential staff members are required to report to work to ensure that University operations continue uninterrupted during emergencies, inclement weather, or conditions that require the University of Chicago to close or restrict operations.  Essential staff may be required to report for an unscheduled shift and work more than his/her regularly scheduled hours.

19) Acts as a liaison between school personnel and students;

20) Investigates criminal activity committed on or adjacent to school property;

21) Receives training in Crisis Intervention and De-Escalation and utilizes these skills as appropriate.

22) Assists school administration and faculty in formulating safety and violence prevention programs, including participation in the formulation of Annual Emergency Management Plans, Lockdown Plans, and other similar procedures; and including participation in any Campus Committees concerning safety and security issues, including identifying training needs for security and other personnel on an ongoing basis;

23) Participates in Parent Association (PA) meetings as requested;

24) Participates in and provides security for campus activities, student organizations, and athletic events when invited and feasible;

25) Assists any persons in building or grounds needing direction or campus information;

26) Escorts people/property to the desired destination when money, documents or safety of property or persons is a concern;

27) Responds to alarms and dispatched calls; decides what actions to take based on the situation, facts known and position limitations;

28) Decides when an incident requires a written report, decides which report form to use and submits to supervisor; may prepare other written reports as directed by supervisor

29) Performs a variety of specialized and technical non-sworn law enforcement duties in support of the University of Chicago Police Department in the areas of patrol, community services, training, and other areas as assigned.

30) Respond to non-hazardous, non-emergency and other calls for service instead of a police officer, such as lost property, requests for safety escorts, building close procedures, and motorist assistance. Write reports documenting calls for service and prepare other written correspondence as required.

31) Provide traffic control as necessary including school dismissal periods, special events, and unusual occurrences.

32) Provide information and assistance to the general public; answer citizen inquiries and respond to complaints and requests for services. Provide information to students, faculty, staff, and visitors.

33) Provides support with administrative functions in support of the Department and assist with projects as needed.

34) Maintain various logs and records; gather information and prepare routine reports an assigned;

35) Enter input, and retrieve a variety of information using a computer.

36) Provides safety presentations to the Charter School community.

37) Openly supports the mission and vision of the Department of Safety and Security

38) Conducts other duties as assigned.

Unit-preferred Competencies

1) Ability to develop and maintain a comprehensive knowledge of Charter School layouts, operations, departmental relationships, building access routes, and administrative and departmental policy and procedure.

2) Ability to learn the practices and procedures involved in public safety communications, technology, and operate radio/telephone receiving and transmitting equipment.

3) Ability to learn the geography of the university, the jurisdictional boundaries of the area served, and the location of streets and important buildings.

Education, Experience, and CertificationsMinimum requirements include vocational training, apprenticeships or the equivalent experience in related field (not typically required to have a four-year degree).

Minimum requirements include knowledge and skills developed through 7+ years of work experience in a related job discipline.

1) National Certification with the National Association of School Resource Officers Training (NASRO).
