Job Summary:
The Associate Director for Systems and Compliance has direct responsibility for developing policies, interpreting regulations, and implementing institutional financial aid programs within the Office of Student Financial Aid. While the size and complexity of the USF Student Financial Aid administration requires that several associate and assistant directors exist to administer a myriad of diverse Federal, State, and other financial aid programs, each associate director has substantial independent administrative authority and discretion within the specific area of responsibilities assigned to the position.


This position is responsible for performing maintenance of detailed records and student files for audit purposes. The Associate Director also provides research and analysis of existing federal and state laws and regulations and align practices with compliance. The ideal candidate is both customer service oriented and yet also detail oriented and analytical. This position will support the Financial Aid Office and serve as a liaison with technological counterparts in other departments on campus such as Admissions, SEM Operations, Information Technology Services (ITS), and the Business Office. This position will require strategic planning and a high level of competence in overall technological practices such as programming language, data flow, report writing, organization, and customer service.

Essential Responsibilities:
  • Assist the Director of Financial Aid in providing training, coaching, and processing guidance to Financial Aid Advisors in their roles and responsibilities.
  • Lead administrator working with the Director of Financial Aid on all internal and external audits.
  • Oversee 2 assistant directors and one administrative staff who are responsible for data loads, compliance (SAP, R2T4), private and institutional loans, private scholarships, athletic aid compliance, customer service.
  • Lead data security officer for Banner and all financial aid data projects.
  • Lead collaborator with ITS and SEM Operations on all financial aid related business operations.
  • Lead the federal loan program reconciliation and processing - DL, Pell, TEACH.
  • Collaborate with ITS on testing and installation timing of all Ellucian Banner Financial Aid releases.
  • Maintenance of all Banner financial id setup, rules and population selections used in processing FAFSA, communication with students, budget, packaging/awarding and disbursement for multiple campuses, terms, and programs.
  • Review and maintain financial aid policies and procedures on a recurrently scheduled basis to ensure compliance with regulation and update according to new policy releases. Maintain office policy and procedures manual by working with all team members to keep all sections up to date.
  • Overseeing and recommending efficiency changes to all system related operations of the financial aid department including but not limited to: file exchanges between financial aid and both Federal and State programs, Banner batch processing, interaction of functional and technical issues.
  • Work with colleagues to ensure the successful implementation of new technologies and related systems.
  • Perform complex financial aid processes, such as creating award letters, clearing system exceptions, performing verification, repackaging aid for new award years, managing student changes in status and determining student funding eligibility.
  • Assist students/families in all aspects of the financial aid process by delivering accurate information in a polite and professional manner, including financial aid interviews, on-campus appointments, and inquiries from prospective and continuing students and their families.
  • Administer and conduct ongoing reviews and reconciliation of all federal financial aid programs and assist with any other sources of student assistance as requested by program leads.
  • Communicate directly with students and parents and campus partners in need of technical or financial assistance.
  • Work together with the Student Accounts team to ensure Financial Aid participation in student support initiatives and to assist with retention efforts.
  • Attend training sessions in person, by phone, or via webinar as necessary to remain compliant with Department of Education, state, and USF policies and procedures.
  • Creation, monitoring and maintenance of all Financial Aid automatic scheduler jobs and processes.
  • Ensure compliance with applicable federal, state, and other financial aid program regulations and institutional policies.
  • Liaison with awarding agencies.
  • Other duties as assigned.

Additional Responsibilities:
Develop capabilities in the following areas: writing and running SQL queries, documentation skills, functional analysis, business process improvement, requirements documentation and process flow charting.

Skills:
  • Experience working with Banner financial aid module or similar application.
  • Experience with database testing, updates, and patches.
  • Familiar with the transfer of prospective applicant data using Admissions software such as Slate or similar application.
  • Experience with the College Board Profile and IDOC services.
  • Experience with student employment software and administration such as Workday or similar application.
  • Experience with developing and managing communications for incomplete applications and federal verification and mass communications.
  • Experience with MS Word, MS Excel, Google mail, Google Calendar, Google Drive, loan processing, and file servers.

Required Qualifications:
Bachelor's degree
5-7 years experience working in a college or university setting
3-5 years experience working with financial aid technology

Preferred Qualifications:
Ellucian Banner expert
Advanced degree or applicable certifications
Strong skill in articulating the value of higher education
