NC State University is an urban institution, located 3.5 miles from downtown Raleigh, NC. Situated between 2 major city thoroughfares, local traffic and business are only steps from campus. Boasting an enrollment of more than 35,000 students and nearly 9,000 faculty and staff, NC State is the largest university in North Carolina. The NCSU campus is comprised of Main Campus, a hub of academic, administrative and student residence buildings, some dating back to the late 18oo’s ; Centennial Campus, a continually evolving research campus that epitomizes the quip “Live. Work. Play. Learn,” combining university, corporate and government research efforts, and the Centennial Biomedical Campus, home to the highly ranked College of Veterinary Medicine. Parking and transit services, provided by the Department of Transportation (DOT), on and between these campuses is mission critical, advancing the NCSU community forward to Think and Do the extraordinary.

The Department of Transportation is responsible for permitting for students, employees, and visitors; campus bus transit; event parking; alternative transportation programs such as Limebike and car-share (Zipcar), carpooling, park and ride; and parking compliance. The department manages over 20,000 shared parking spaces and the operation and maintenance of parking facilities, including 10 parking decks. Annually, over 18,000 parking permits are distributed and 45 buses carry 3.6 million riders. Operationally, the department is a receipt-supported auxiliary enterprise within the Office of Finance and Administration. It is comprised of 45 staff members and encompasses the specialties of finance, information technology, facilities planning and maintenance, parking enforcement, parking services, transportation planning and communication.

The DOT is devoted to incorporating technology, providing innovative solutions to complex, dynamic transportation issues, embracing and perpetuating the Think and Do attitude and providing outstanding customer service. These four pillars are the cornerstone for how the department approaches challenges, big and small. In 2017, the department transitioned to License Plate Recognition (LPR) and established an agreement with Limebike – two different avenues of dealing with the parking challenge pervasive across college campuses. The challenge persists. On the horizon, the University Master Plan includes increasing its building (residential) footprint, creating a need for bold & progressive parking/transit solutions to prevent choking campus roadways with student drivers. Forward thinking and a proactive approach to planning and collaboration are key to the DOT mission of providing seamless and sustainable transportation systems.

Essential Job Duties

NC State seeks an innovative, motivated leader, driven by challenge, to serve as the Director of Transportation. The Director has the primary responsibility for developing and executing a strategic and visionary approach to the persistent campus transportation challenge of providing better transportation without additional infrastructure. The Director explores opportunities and seeks new ideas, and works to implement them in a way that brings value to the campus community as a whole; provides visionary, yet practical leadership, engages in data-driven decision making and planning, and openly communicates to the campus community.
The Director is part of the Office of Finance & Administration’s Leadership team and reports directly to the Associate Vice Chancellor for Environmental Health & Public Safety. The Director manages an annual budget of approximately $15 million. The Director supervises 6 direct reports: an assistant director for planning and operations, an assistant director for parking services, an assistant director for finance, a manager of information technology, a manager of communications and an administrative assistant.

More specifically, the Director is responsible for:

Overseeing the operation of the Wolfline Transit System, parking operations and alternative transportation programs for the university

Establishing policies and programs that ensure efficient use of parking resources, minimal congestion, and a variety of consumer options

Structuring rates to ensure optimal utilization of available parking

Aligning campus needs with city/regional needs and planning efforts

Planning transportation in conjunction with local, regional, and state transportation planning agencies

Providing leadership in planning, construction, and maintenance of transportation infrastructure and facilities

Preparing RFPs and negotiating contracts

Facilitating strong communication and collaboration with the campus and neighboring communities; partnering with university organizations such as Housing, Athletics, Real Estate and Campus Police

Advancing effective use of technology

Respecting and adhering to principles of fiduciary responsibility and stewardship of the department’s resources; supporting transparency and accountability in the management of resources

Developing means and methods to collect revenues; forecasting needs and expenses for the continuation of services and addition of new ones

Communicating regularly with students, parents, employees, community members, as well as, university administration and the Board of Trustees

Presenting plans to the Board of Trustees for approval

Engaging in university strategic planning efforts

Other Work/Responsibilities Minimum Education/Experience

Bachelor’s degree in business, finance, public administration, urban or transportation planning or a related field, Master’s degree preferred

Minimum of eight years of progressively responsible leadership, management and administrative experience

Departmental Required Skills

Substantial experience with planning, implementing and managing complex programs; strategic planning and aligning financial resources and operations with the organization’s business requirements

Sound fiscal management and supervisory experience

Excellent leadership background, with the proven ability to build and sustain collaborative working relationships

Aptitude to conceptualize long term change and to move an organization forward

Outstanding interpersonal, written and oral communication skills

Demonstrated ability to think creatively and strategically in order to solve complex problems

Demonstrated commitment to value-added customer service and excellent performance

Willingness to embrace and implement industry best practices

Preferred Experience, Skills, Training/Education

Relevant Master’s degree preferred.
