Job Summary

Responsible for the administration of the Human Resources function for faculty and staff, establishment and maintenance of policies, compensation and benefits programs, Human Resources records, administrative and support staff recruiting and hiring, staff development program, EEO and diversity programs. Provide specific support to the Vice President for Academic Affairs in supporting faculty hiring and compensation development.

Salary Grade A17 Essential Functions

Compensation and Benefit Administration:
1.Administers salary adjustment process within prescribed budgetary guidelines.
2.Coordinates and maintains position classification and pay rate system.
3.Develops the compensation portion of the annual budget, including distribution of departmental budgeted compensation summaries.
4.Develops and administers Human Resources and benefit policies and programs.
5.Develops salary and benefit cost analysis and projections for each ensuing budget year.
6.Completes salary and benefit surveys, such as IPEDS, CUPA, AAUP, DOL and other studies and reports.
7.Initiates salary, policy and benefit surveys pertinent to current concerns.

Employment:
1.Maintains responsibility for the recruiting, interviewing and, when appropriate, testing of applicants for support staff and selected administrative positions.
2.Works with hiring manager to develop and deliver employment offers for staff and administrative positions.
3.Develops and executes an effective onboarding process for new employees.
4.Participates in the meetings of the Human Resources committee of the Board of Trustees, when requested by the President.

EEO and Diversity Administration:
1.Maintains responsibility for developing programs to ensure hiring and retention of faculty, staff and administrators from underrepresented groups.
2.Trains current employees and search committees on diversity-related matters associated with workforce development, under the provisions of the Strategic Plan.
3.Conducts or assists in investigations under the College’s non-harassment, non-discrimination policy and other policies emerging from federal and state laws.

Recordkeeping and HRIS:
1.Develops and organizes record keeping systems, using appropriate technology platforms such as Colleague.
2.Works to improve and enhance our current human resources policies and procedures.
3.Models a commitment to continuous improvement in HR support campus-wide.
4.Maintains Up-To-Date Position Description and Staffing Data Bases.

Staff Development:
1.Develops a college-wide plan for professional development, as specified in the strategic plan and promotes professional development for staff and administrators.
2.Serves as a standing member of the Staff Council.
3.Serves on the Wellness committee.
4.Participates on Administrative Council.

Employee Relations:
1.Acts as employee relations officer, manages dispute resolution, appeal and grievance procedures.
2.Counsels employees regarding workplace issues and conflicts. Counsels and assists managers with progressive discipline and employee terminations.

Compliance:
1.Maintains knowledge of federal and state regulatory requirements, advises senior management, and ensures College compliance in implementation and reporting.
2.Recommends, develops, maintains and publishes Human Resources policies and procedures.
3.Develops, maintains and publishes employee handbooks, and other communication.
4.Functions as liaison between the College and legal representation or outside agency relative to employment related suits, claims and questions.

Title IX Coordination:
1.Serves as the Title IX Deputy Coordinator for Staff.

Minimum Qualifications

1.Seven years of experience in Human Resources, with a record of increasing responsibilities and strong employee relations and professional development/training experience.
2.Four years in supervisory role.
3.Bachelor’s degree.
4.Results oriented with high attention to detail, ability to multi-task, and meet deadlines.
5.HR Certification (SHRM or HRCI).
6.Experience in a higher education setting.
7.Experience with Title IX.
8.Excellent written and verbal communication skills.
9.Strong organizational and time management skills.
10.Ability to maintain a flexible schedule, including nights and weekends.
11.Demonstrated cross-cultural communication skills and experience working with individuals from diverse cultural backgrounds.
12.Ability to work independently and as a key team member across all areas of the College.
13.Familiarity with relevant laws and current HR best practices.
14.High level of proficiency with Microsoft Office Suite; familiarity with data management systems (preferably Ellucian’s Colleague); commitment to data integrity.

Preferred Qualifications

1.Ten years of experience in Human Resources management.
2.Master’s Degree in Human Resources Administration or a closely related field.
3.Generalist experience.
4.Membership in professional organizations.
5.Experience with Ellucian’s Colleague system.

Working Conditions/Physical Requirements

Employee is subject to indoor work, protected from weather conditions. Work is sedentary in nature and involves exerting up to 10 lbs. of force occasionally and/or a negligible amount of force frequently/constantly in order to lift, carry, push, pull or otherwise move object.

Full-time tuition for 2015-2016 is $34,200; basic room & board is $9,666. We provide need-based financial aid and merit-based scholarships to about 85 percent of entering students.
