The Division of Administration and Finance is responsible for all financial and administrative activities of East Carolina University and its related foundations. The Division consists of Financial Services, Campus Operations, Human Resources, Enterprise Risk Management, Business Services, Information Technology and Computing Services, and Parking and Transportation. The Division is led by the Vice Chancellor of Administration and Finance. The Vice Chancellor is responsible for the oversight of the policies, personnel, budgets, and administrative activities of all operations at East Carolina University and its related foundations. The Division is responsible for more than $675 million of activities within the University and its related foundations. Within the Division, Financial Services is responsible for all budget and financial activities of East Carolina University and it related foundations. Financial Services’ mission is to provide for the financial needs of the University and its related foundations in a customer-oriented, friendly environment while assuring the proper stewardship of all fiscal resources.

Job Duties

The Accounts Payable Supplier Database Supervisor is responsible for evaluating the setup of all University Suppliers, including a complete understanding of IRS tax requirements. This position must understand and comply with Non-Resident Alien regulations as issued by the IRS and INS and execute the proper forms that pertain to this area. This position is multi-faceted providing advisory and technical expertise for Accounts Payable, Materials Management and all ECU departments. This position ensures compliance with the University Policies, UNC General Administration, Office of the State Auditor requirements, Office of State Controller and IRS guidelines regarding Supplier setup and Accounts Payable. This position must be aware of changes in technology, laws, rules and regulations, policies and procedures and ensure proper training of staff on these changes and verifies the technological needs are met wherever possible. This position is involved with committees and task forces to review current procedures and suggest/implement new procedures and systems for supplier management and accounts payable to streamline these efforts. This position may perform various ad hoc analysis and other duties as assigned by the Disbursements Manager and may perform other tasks as needed for the Accounts Payable or other ECU departments. The Accounts Payable Supplier Database Supervisor must work across the organization to achieve goals and ensure accuracy in payment processes.

Minimum Education/Experience

Bachelor’s degree; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

License or Certification required by statute or regulation

None

Preferred Experience, Skills, Training/Education

Minimum of two years’ experience working with Supplier Set-up in a management, compliance, audit or user support capacity.

Thorough knowledge of IRS forms (W9-W8).

Microsoft Office proficiency (particularly Outlook, Excel and Word).

Strong customer service, communication, analytical and technical skills.

Knowledge of IRS regulations and best practices related to Supplier Set-up.

Prior audit experience preferred.

Prior 1099 & 1042 reporting experience in a University or diverse work force preferred.

The ability to take initiative and resolve problems, work under pressure while managing numerous deadlines, be a creative thinker, work in an environment of fluctuating priorities and frequent interruptions, work independently and in a team environment.

The ability to ensure confidentiality of sensitive data and provide prompt and professional service to all university constituents.
