Job Description
SUMMARY:
  • Under the direction of an assigned manager, plans and organizes the duties related to the Evaluations Office; analyzes and interprets state regulations and district policies and procedures for college divisions/departments and students; within the evaluation, graduation and transfer processes, advise students in achieving their educational goals.


ESSENTIAL FUNCTIONS:
  • Review and evaluate complex academic records and transcripts to determine graduation and transfer eligibility requirements and completion of general education requirements.
  • Development, maintenance and training of degree audit software and degree printing software programs.
  • Research, analyze, and evaluate student academic history in compliance with CSU Breadth and IGETC General Education Certification; Preparation of Major requirements; admission criteria and transfer eligibility to all California Public 4 year colleges and universities (CSU & UC).
  • Analyze the academic history of the college curriculum rules and regulations, and determine the appropriateness to student educational goals.
  • Coordinate evaluations process; plan and maintain a schedule for college evaluations services.
  • Monitor veterans academic performance in compliance with Veteran's Administration regulations as required; oversee academic programs and evaluate the accomplishment of career objectives and educational goals.
  • Create, update and maintain graduation reports; analyze and compile graduation statistics.
  • Utilize web-based application (Diplomas on Demand) to create templates, produce, replace and distribute college diplomas and certificates. Maintain current and historical signatures for diplomas and certificates.
  • Research, articulate and certify California, out-of-state and private/independent college coursework in compliance with the California State University and the University of California baccalaureate general education requirements.
  • Develop and maintain a variety of technical and diverse records and files related to evaluations activities and functions including archival records for all awarded degrees and certificates; customize data for various departments/divisions.
  • Advise students on fulfillment of academic requirements specific to graduation and transfer objectives, including students completing educational goals at another educational institution.
  • Coordinate with other student services and academic departments in solving complex student academic issues.
  • Train, provide work direction and coordinate the activities of temporarily assigned part-time personnel; review work and provide input for performance evaluations for part-time staff.
  • Interpret test results to award academic credit.
  • Provide input and direction as members of various district and college standing committees that have direct impact on college curriculum development and student outcomes.
  • Review documented evidence of professional military education, training and occupational experience and determine credit toward graduation and transfer admission.
  • Correspond and coordinate with various programs, departments, and agencies on all matters of transfer, verification, and eligibility.
  • Maintain databases and files, and utilize a variety of applicable programs for on-line evaluation/advising systems, degree audit systems, to include college curriculum, articulation of coursework, and educational objective requirements.
  • Provide training and user support for all applicable web-based and computerized system in areas of specialty to faculty and staff users.
  • Serve as a resource person to the college, district and community and administer evaluation outreach services and advise target populations/majors regarding their progress toward educational goals.
  • Serve as liaison for on-line users to Information Systems regarding computerized systems.
  • Administer evaluation outreach services and advise target populations/majors, (e.g. business sponsored programs, health science, Environmental, Paralegal Program, Transfer Center, international, athlete students, etc.) regarding their progress toward educational goals.
  • Maintain departmental area(s) in a safe, clean and orderly condition; assure compliance with established safety procedures and regulations.
  • Maintain currency of qualifications for area of assignment.

SECONDARY FUNCTIONS:
  • May assist international students with interpreting law, policies, regulations and application processes that affect the student with regard to registration, transfer, employment, and travel. May monitor eligibility and progress of international students attending on permission letters from other colleges.
  • Perform related duties as assigned.

KNOWLEDGE AND ABILITIES:

KNOWLEDGE OF:
  • College policies, procedures, graduation requirements, general education certification, course contents and college curriculum development process.
  • CSU and UC admissions and transfer criteria.
  • College catalogs, course descriptions, course outlines and course numbering systems.
  • Procedures and methods involved in the evaluation of student records and transcripts.
  • Complex records management techniques.
  • Applicable sections of State and Federal laws and regulations.
  • Advanced computerized database management and software packages.
  • Modern office practices, procedures and equipment including telephone techniques and etiquette.
  • Military service schools equivalency credits.
  • International transcript articulation.
  • Veteran's Administration laws and policies as appropriate for assignment.
  • Transfer Model Curriculum

ABILITY TO:
  • Perform a variety of complex and responsible duties related to the evaluation of student records.
  • Certify general education requirements.
  • Perform complex and technical analysis with speed and accuracy.
  • Analyze, interpret and explain rules, regulations and policies related to the evaluation of student records.
  • Plan and organize work; work independently to meet schedules and timelines.
  • Establish and maintain cooperative and effective working relationships with others.
  • Work with a diverse student population.
  • Work confidentially with discretion.
  • Communicate effectively both orally and in writing with students, staff and external institutions and agencies.
  • Operate a personal computer entering and retrieving data in an efficient and effective manner including the use of various types of software packages, consistent with requirements of the position.
  • Coordinate and provide staff training sessions; train and provide work direction to others.

MINIMUM QUALIFICATION:

EDUCATION:
  • An Associate Degree or equivalent.

EXPERIENCE:
  • Increasingly responsible college student services or related experience. Experience operating computer databases and complex software programs.

WORKING CONDITIONS:
  • Admission & Records Office environment; some light bending and stooping to retrieve file and other documents; some light lifting at times; subject to constant interruptions and frequent interactions with student, staff, and the public.
