Programs Analyst - Energy & Utilities

Requirements

The Department of Energy and Utilities manages the procurement and distribution of electricity, natural gas, and domestic water and the production and distribution of chilled water and steam for Georgetown University. At any time, this department is engaged in identifying and addressing system deficiencies, increasing system efficiency and adaptability, and expanding infrastructure and production to deal with growing campus demand.
The Program Analyst familiarizes themselves with department procedures and systems, identifying weaknesses or areas of need and implementing programs to fix those deficiencies or fill those gaps. S/he plans for future projects, proposes solutions to existing problems, and works with staff inside and outside the department to coordinate a move toward that goal. Reporting directly to the Director of Utilities and Energy Programs, the Program Analyst coordinates with the Central Plant on operations and has additional duties that include but are not limited to:

Commodities
  • Reviews and complies the commodity billings from the utilities and other energy providers for Georgetown University, including domestic water, electricity, natural gas, and fuel oil.
  • Coordinates the billing for main campus and the off campus houses, maintaining the excel sheets that track that information; Reviews these billings for errors to make sure that the prices are in line and there are no violations of contract.
  • Breaks down the received billings to determine the amount Georgetown should pay per month for each bill and works with our contacts at the utilities and commodity distributors to fix any problems that come up with the meter reads or billings.
  • Organizes the tracking files within the departmental drive using various tools to track the current commodity prices.
  • Manages the database files on this information and keeps them up-to-date and correct, being able to identify, acknowledge, and fix, if necessary, errors in past and current billing.
  • Produces data models, periodic and special reports, and performs analyses for preparation of the budget and for use by external departments and organizations.
  • Assists in the development of the ~$27M commodity budget, managing any outgoing commodity data and working with the Director of Sustainability to produce reports like Georgetown's annual Carbon Footprint.

Vendors

  • Receives, reviews, and organizes invoices, service quotes, work tickets, and packing slips for all work performed for the Utilities Department.
  • Reviews invoices submitted to Accounts Payable in the Georgetown Management System (GMS) to ensure the work invoiced matches the work done, including careful review of timesheets, bills of lading, purchase orders, and contracts.
  • Coordinates with Accounts Payable, cost center managers, and the vendor to resolve any issues that arise.
  • Receives, tracks, and submits any invoices that come through the Utilities Department, developing and adapting to changing organizational systems and processes.
  • Uses GMS, tracking databases, local excel files, and Google Drive to track, file, and determine the status of vendor invoices, compiling and submitting requests for purchase orders to ensure we have reserved the money we need to pay vendors for the work they have performed.
  • Meets with cost center managers once a month to review cost versus projections information and try to identify potential cost saving opportunities.

Office
  • Orders and distributes office supplies, handles the implementation of new office spaces, and manages the storage room.
  • Maintains the vendor contact list, the departmental contact list, the department's organizational chart, the summary of our commodities contracts, and the commodities contract binder.
  • Handles the phone accounts by reviewing bills, ordering new services, and submitting needed work requests for the office to UIS, facilities management, and the lock shop.
  • Maintains the departmental summary, mission statement, and website content to ensure that the distributed information on our department and its history is accurate and up-to-date, including coordinating with members of the department and researching into articles and archives that have information on our department.
  • Compiles information for departmental records and outgoing reports, providing support with the compilation, review, and editing of reports.
  • Assists with semiannual and annual submissions to the DDOE and EPA for various permits, providing critiques and editing support for reports created for external consumption.

Qualifications
  • Associate's Degree in English, Accounting, or Finance preferred
  • 1-year experience reviewing and paying commodity bills
  • 6-months general administrative experience and 3-months experience with commodity procurement
  • Advanced Microsoft Excel skills
  • Specific familiarity with Microsoft Word, PowerPoint, and Project
  • Strong writing, analytical, research, verbal, and interpersonal skills with the ability to work effectively with others as a member of the team
  • Ability to work simultaneously on multiple tasks and projects with varying degrees of complexity as well as learn new departmental procedures and systems
  • Some experience with AutoCAD and creating web pages preferred
