DESCRIPTIONUses advanced professional concepts and organizational objectives to resolve complex issues in creative and effective ways. Works on complex issues where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Contacts are both internal and external to the department at all levels.
Under the general direction of the Resource Director, this position is responsible for the comprehensive planning and coordination of the campus Annual Budget Planning Process. Develops annual campus budget presentation for Chancellor's budget briefings and Chancellor's Cabinet meeting as well as other presentations such as Senate leadership meeting and legislative visits. Coordinates and organizes all VC budget submissions and financial templates and generates analytical and summary reports for campus leadership consumption. Serves as primary budget and financial analyst for Vice Chancellor Advancement and Vice Chancellor Equity, Diversity and Inclusion.
Formulates innovative methods to analyze, monitor and report on major campus wide functions. Performs comprehensive and complex financial analyses, modeling, projections and allocations of campus resources. Develops training programs and materials and conducts campus training on the budget. Provides the tools and applications necessary to facilitate submissions, communications and consolidations. Develops ad-hoc innovative approach to highly complex issues and develops policy options and recommendations. Possesses excellent verbal, written communication skills and outstanding coordination skills.
Interacts with OP personnel on issues pertinent to the University's budget. Performs independent reviews, research and analysis of state legislation, campus and system wide policies impacting major cost center and/or campus-wide programs. Identifies trends in revenues and spending in relation to policy and develops recommendations to campus leadership. Provides strategic recommendations for the development, interpretation and implementation of policies, procedures and mechanism to ensure campus financial accountability with respect to University financial commitments and fiduciary responsibility.
- Occasional evenings and weekends may be required.
Advanced knowledge of finance policies, practices, and systems. Knowledge and application of principles and practices of fiscal planning and analysis, budgetary systems and organizational management.
Thorough knowledge and application of principles and practices of fund accounting. Global perspectives and understanding of campus funding policies, priorities and funding requirements.
Demonstrated extensive work experience in development, interpretation and recommendation of complex policies and procedures.
Strong service orientation and critical thinking skills; and attention to detail. Ability to use organizational skills to multitask in a high volume environment.
Advanced ability to effectively present complex finance related information both verbally and in writing in a clear and concise manner.
Independent thinking, judgment and problem solving skills; innovative application of policies, procedures, restrictions and successful development of situational solutions.Maintain a positive attitude and to contribute as an individual and team member.
Advanced expertise using MS Excel, Word and PowerPoint. Expertise in applying technology as a problem solving tool in financial analysis, budgetary management and other administrative functions and situations.
Expert skill in analyzing large quantities of financial and budget data, employee data, and student enrollment data, summarizing and extracting pertinent data, compiling relevant information in a variety of formats for varying audiences
Ability to facilitate and lead group discussions including expressing ideas effectively, seeking and respecting the opinions of others, active listening, and share ideas, and ability to summarize ideas concisely and bring discussion to effective conclusions.
Skills in supporting and collaborating on resource planning needs for expertise in development of long range projections, resource acquisition and plan implementation. Ability to identify and analyze complex fiscal issues and information. Current and future resource impact and solutions for recommendations to senior management.
Excellent interpersonal human relations skills to employ tact, diplomacy and flexibility while maintaining confidentiality and exercising discretion. Ability to collaborate and communicate effectively at all organizational levels, both orally and in writing.
Leadership skills in addressing diverse problems, understanding the importance of structure, organization and resource management. Skills in the initiation and development of comprehensive, complex long-range resource projections and planning for major campus entities.
Extensive work experience in producing high level, complex, analytical written and graphical reports and other documents that effectively communicate in a clear, organized and concise manner to senior management and others.
Proven ability to research, collect, process, validate, and interpret highly complex financial and budgetary information and data from diverse sources such as the state budget, the Regents' budget, the Legislative Analyst's report, the President's Allocations, etc.
Experience in multi-tasking and performing under constant pressure of deadlines. Experience working independently in unstructured projects and situations, identifying priorities and applying creativity and originality in problem solving.
Graduation from college with major in economics, business administration, political science or related field and six (6) years of financial analysis, budget management or business administration; or equivalent combination of education and experience.
