CU Cancer Center is a consortiumof approximately 300 researchers and physicians at three state universities andthree healthcare delivery institutions. 

 

The Assistant Director of Finance is the recognized financepartner of the Director and the Associate Director of Administration andFinance (ADAF) of the CU Cancer Center. The Assistant Director will providehigh quality, creative, forward-thinking leadership and solutions-orientedfinancial advice and counsel at the strategic, policy, and operational levels. Thisposition is responsible for developing and implementing the overall operationalbudget for the Center and to support the implementation of the overall visionand mission of the Center.  In addition,the Assistant Director will collaborate closely with management at theUniversity, School, CU Medicine and hospitals (UCH and CHCO) to ensure businessstandards and objectives are met.  Thisposition is responsible for the oversight of the fiscal management of theCenter and is accountable for the appropriate stewardship of those funds. TheAssistant Director of Finance is a member of the Center’s executive leadershipteam and plays a key role in the financial, operational and strategicleadership of the organization.  Theindividual has center fiduciary responsibilities and is accountable for meetingstandards for compliance with applicable School, University and Hospitalpolicies, procedures, laws, etc.

This position will serve in place of the ADAF on financialmatters as requested, and represents the Center within the School of Medicine,the Anschutz Medical Campus and the University of Colorado and its affiliates,providing essential communication and networking for the effective functioningof these entities.  The AssistantDirector also collaborates with the other Associate Directors in the Center andwith the Administrative Directors to develop annual and long-term plans for fundingoperations as well as build all-funds cross-divisional financial statements andfinancial strategic plans.

Examples of Work Performed

Specific duties and responsibilities of the AssistantDirector may include, but are not limited to the following:

  1. FinancialManagement:  The Assistant Director hashigh level authority for the fiscal management of the Center, which functionswithin multiple financial systems, the most key of which are the University ofColorado systems and the CU Medicine systems. All financial managementactivities are under the overall direction of the ADAF who has responsibilityfor Center funds and who serves as the fund administrator and overall approvingofficial.  The Assistant Director hasdecision-making authority subject to the direction of the Center Director andthe ADAF and must exercise independent judgment to optimize thefunctionality/effectiveness to the center. Within these parameters, the Assistant Director:
  • Oversees and directs all fiscal activity of the Center whichinclude an approximate annual budget of $40M, with additional endowed resourcesof approximately $65M and committed institutional investments of another$50M.Oversight and direction include, but are not limited to, the following:
    • Development and management of operating and capital budgets
    • Administration of auxiliary accounts including auxiliaryservice centers and residual auxiliary funds (fund 26)
    • Administration of all state funds, including state fund 10,ICR, funds 11 and 72 residual accounts
    • Monitoring and approving purchases
    • Management of capital equipment inventories
  • Regularly reviews all financial statements for Centeraccounts and monitors all Center operational speed types at the line item levelto ensure expenses are appropriate and remain in-line with the annual budget
  • Manages and ensures compliance with Center commitmentsincluding providing oversight and guidance around Center commitments to salarysupport for center leaders and recruits to departments across campus
  • Interfaces with relevant financial and human resourcesystems, as necessary, to monitor the Center’s financial performance and alignit with the Center’s operations
  • Facilitates fiscal planning and financial analyses, asneeded
  • Ensures overall fiscal accountability of the Center
  • Ensures appropriate Center-wide financial control andfiduciary stewardship, determines areas vulnerable from an audit perspective anddevelops plans/recommendations to strengthen those areas in conjunction withInternal Audit
  • Directs the analysis and interpretation of financialinformation and aids in the development of business operations plans; forecastscritical milestones and potential obstacles and evaluates alternate courses ofaction; balances short- and long-term strategic objectives to maximize thefinancial performance of the Center
  • Leads the development of Center policies and procedures togovern financial decision-making including budgets, expense management, andcapital spending to ensure the achievement of expense management and revenueobjectives
  • Develops dashboard-style reporting for the Center to ensurethat leadership have access to the necessary financial data to make appropriatedecisions.  This will include monthly,quarterly and annual reports.
  • Fosters and maintains an effective working relationship withthe leadership team of the University and CU Medicine as this position plays apivotal and highly visible role in implementing the policies and proceduresthat impact the Center’s financial enterprise 
  • Develops and conducts training for the Center’s faculty andstaff in all areas of fiscal compliance and contract management
  • Serves as the Center’s representative on a number ofcampus-wide management initiatives and software implementations. Examplesinclude the iLabs Shared Resource Management System, the OnCore Clinical TrialsManagement System, and the new UCH-CU Cancer Center Clinical Trial Acuity Toolthat has potential for national cancer research exportability

2.   CU Medicine

  • Facilitates the creation and submission of CU Medicinebudgets
  • Monitors CU Medicine contract income and develops reportingand systems to ensure all funds are received according to contractual terms

3.   SponsoredResearch Financial Oversight

  • Responsible for the overall financial management ofsponsored research housed within the Center including compliance with federal,state, university and sponsor fiscal policies
  • Collaborates closely with the Assistant Director of ResearchAdministration on oversight of the life-cycle of all sponsored research awards
  • Provides direction and oversight to the Administration andFinance teams of the Cancer Clinical Trials Office including the Pre-Award, Post-Awardand Billing teams to ensure sound management of the industry-sponsored clinicaltrial portfolio
  • Controls the allocation of ICR
  • Forms a partnership with the Assistant Director of ResearchAdministration to prepare, review, and approve budgets and coordinate Centergrants, contracts, proposals and awards
  • In partnership with the Assistant Director of ResearchAdministration, prepares periodic reports that advise the Center’s leadershipon the financial status of Center grants and awards

4.   UCH Fund 34Management

  • Provides oversight and management of all UCH fund 34accounts within the Center
  • As new awards are granted from these funds, ensuresdocumentation of the award is maintained at the Center level, new speedtypeaccounts are established and budgets are loaded.
  • Monitors all UCH Award accounts on a monthly basis and ifdeficits occur, works with responsible entity (often other departments acrosscampus) to ensures resolution as soon as possible, ideally within the nextmonth
  • Collaborates with the SOM Finance Director on quarterlyreports to UCH of fund commitments and develops reports to reflect commitmentsversus cash flow on the commitments
  • Develops and presents the annual all-Center budget to UCHleadership and demonstrates how various funding resources are deployed to meetthe budget

5.  PolicyAdministration

  • Ensures the Center’s fiscal practices are in compliance withall relevant Federal, State, University, and affiliate organization (e.g. UCH,CHCO, Veteran’s Administration, Denver Health and Hospitals, CU Medicine)policies and procedures
  • Provides leadership in the formulation and implementation ofCenter policies and procedures and ensures these are in place for all financialaspects of the Center and are reviewed on an annual basis and updated as needed
  • Educates Center personnel and other relevant constituencieson all relevant internal and external policies and procedures

6.    ProcurementManagement

  • Communicates with Center personnel regarding relevantprocurement policies and procedures
  • Manages procurement including, but not limited to, thefollowing:
    • Oversight and control of the distribution and use of alltypes of University issued credit cards including A-Cards, P-Cards, etc
    • Reviews and maintains up-to-date internal policies governingthe use of all University-issued credit cards to insure appropriate oversightbalanced with reasonable practices to facilitate timely business processes
    • Purchase of supplies and services that support theAdministrative Office and oversight of other units purchases
    • Acquisition of capital and noncapital equipment
    • Coordination of building construction/renovation
  • Facilitation of the Center’s procurement efforts throughexternal organizations (e.g., CU Medicine, Veteran’s Administration)
  • Oversee and coordinate other procurement related activitiesand policies, including purchase orders, payment vouchers, IN’s and a varietyof other instruments in both the UCD and CU Medicine fiscal systems

7.  Risk Managementand Compliance

  • Ensures appropriate systems of control relative to financialand accounting matters
  • Educates faculty and staff on relevant financial compliancematters
  • Develops and implements systems for fiscal compliance acrossall Center operations

Qualifications

Minimum Qualifications

  • A bachelor’s degree in accounting, finance, business/public administration, or a directly related field from an accredited institution
    Substitution: Professional levelfinancial management experience may be substituted for the bachelor's degree ona year-for-year basis
  • Minimum of five years professional level financialmanagement experience within a complex health care setting or biomedicalresearch setting, preferably in an academic medical center similar to AnschutzMedical Campus
  • Broad and diversified professional management experiencepreferably in an academic medical center or government environment
  • Minimum three years personnel management with at least 3direct reports

Preferred Qualifications

  • CPA, CMA or master’s degree from an accredited college oruniversity in accounting, finance, or business/public administration
  • Seven years of financial management-level experience in anacademic medical center or research environment
  • Experience with financial oversight of sponsored research,particularly industry-funded clinical trials


Knowledge, Skills, and Abilities

  • An exceptional, broad-based general management experiencewith a solid background in finance
  • A high degree of technical skills in fiscal management,knowledge of accounting and business practices, including knowledge and use ofaccounting software packages
  • Ability to manage funds effectively from a variety ofsources and on a variety of fiscal cycles
  • Solid understanding of budget development and management;billing operations, reimbursements, financial contracts and consultingagreements
  • A demonstrated ability to assemble and analyze informationfor reports and special projects
  • Strong analytical skills
  • An understanding of productivity measures used withinacademic settings
  • Effective presentation and communication skills, both oraland written
  • A high level of interpersonal skills
