The College and the DistrictSkyline College is part of the San Mateo County Community College District and is designated as a Hispanic Serving Institution (HSI), enrolling approximately 16,000 students each academic year. The PositionThis is professional work at the action level involved in planning, implementing and evaluating and executing a student recruitment program for a community college. Under direction of the Dean of Enrollment Services, the position analyzes marketing, enrollment, and retention trends to strategically plan a variety of recruitment programs, services, and outreach activities related to enhancing college admissions, retention, and community partnerships. Public contact is extensive and includes staff, students, outside educational institutions, community organizations, businesses and the general public for the purpose of exchanging enrollment services information. A high degree of independent judgment and creativity are required, within the scope of the classification, to develop original and collaborative plans for recruitment and related services, marketing campaigns, programs and activities, and to establish and maintain effective working relationships. Consequences of errors in judgment could be costly in public relations and in employee time. A College Recruiter can direct the work of other staff and student assistants as assigned.
Duties and ResponsibilitiesThe duties below are representative of the duties of the classification and are not intended to cover all of the duties performed by the incumbent(s) of any particular position. 1. Plans, develops, implements, and evaluates student recruitment programs, activities and services, in conjunction with other staff, departments, students, other educational institutions and business/community representatives
2. Researches student enrollment and retention history and trends for use in developing correspondence, surveys, and other materials for outreach to potential and current students
3. Maintains department budget
4. Exchanges information with management and other staff, outside educational institutions, community and business representatives, media representatives and others regarding outreach, enrollment, retention, and related services
5. Confers with college staff to strategically-plan informational campaigns, publicity materials, outreach activities, and recruitment objectives
6. Makes presentations to small and large groups to provide information about college and District programs, courses, student support services, activities, short- and long-range plans
7. Meets with faculty and management staff to present and discuss recruitment and retention issues
8. Drives a motor vehicle to off-site locations to attend meetings, special events, workshops, and other activities to obtain current information
9. Designs, coordinates, and conducts campus tours for potential students
10. Uses a variety of computer software to set up and maintain demographic, statistical and other data related to student inquiry, student enrollment, retention, and follow-up
11. Researches, compiles data, formats, and prepares special and regular reports and presentations
12. Selects, trains, and directs the work of student assistants in recruitment and outreach services
13. Collaborates with enrollment services, instructional, and other college staff to develop recruitment and retention campaigns that target specific college courses, majors, and programs
14. Meets with high school and other educational institution representatives to compile data related to potential student interests, scholastic goals, demographics and other topics
Minimum Qualifications• A combination of education and experience equivalent to a Bachelor’s degree in marketing, communications or a closely related field
• Work experience of increasing responsibility
• Demonstrated cultural competence, sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, faculty, and staff
• Experience with research, data collection, formatting and analysis
• Demonstrated skill in oral and written communication, including public speaking
• Experience with program planning, implementation and evaluation
• Experience using a variety of computer software to set up and maintain files, prepare correspondence, reports and other written materials
• Experience directing the work of others
• Possession of a valid California Driver’s License (or the ability to obtain one) and the ability to drive to off-site locations are required
Knowledge, Skills and Abilities1. Knowledge of college, District, and feeder school goals and objectives relative to student enrollment and retention
2. Knowledge of community, current and potential student demographics, financial status, and other fundamental data used in planning recruitment and retention campaigns

Physical RequirementsThis classification requires the ability to type, use phone, stand intermittently, walk, bend and stoop, occasionally lift, carry, push, pull or otherwise move objects weighing 35 pounds or less; ability to exert 10 to 20 pounds of force to lift, carry, push, pull or otherwise move objects; work at a computer, including sitting and viewing a computer monitor for various lengths of time, repetitive use of computer keyboard, mouse or office equipment, manual dexterity of hands and fingers to operate a computer keyboard; hearing and speaking to communicate and provide information to others; ability to read printed material and computer monitor; and ability to operate a motor vehicle and drive to off campus locations in order to perform the essential functions.
Preferred Qualifications BenefitsBenefits include paid holidays, vacation and sick leave. The District pays all or a portion of monthly medical plan premiums (depending on the coverage) and pays all of the monthly dental and vision plan premiums for employees and eligible dependents. Additional paid benefits include life insurance, salary continuance insurance, and an Employee Assistance Program. Classified employees participate in the Public Employees’ Retirement System, a defined-benefit retirement plan through the State of California. Optional tax-deferred 403(b) and 457 retirement plans are also available.
