The Analyst is responsible for coordinating the College’s benefit programs. Interacts with employees, vendors, consultants, and other departments to resolve issues, gather and analyze data, and explain benefits. The position reviews daily BenAdmin report and is responsible for reporting required under the Affordable Care Act (ACA). Work requires independent judgment in the performance of complex record keeping functions.

•Works with all College programs, which include, but are not limited to: health plans, tuition reimbursement, life insurance, retirement plans including the Florida Retirement System (FRS) and tax sheltered annuities (TSA’s), sick leave pool, sick leave transfer and terminal leave plans
•Prepares necessary reports to maintain compliance with the Affordable Care Act requirements
•Analyzes daily PeopleSoft BenAdmin report, verifies that correct benefit actions have been processed and works with Employee Services to make corrections as necessary
•Monitors part-time employee hours report to ensure adherence to the procedure regarding maximum hours
•Schedules individual employee retirement appointments, prepares file documentation with necessary benefits & leave payout calculations, and meets with employee to discuss documents
•Works with the payroll department to resolve issues involving Leave payouts for retirees
•Conducts audits of retirement benefit files and monthly reconciliation of FRS retiree benefits payments for submission to Business Affairs
•Enters Retirement benefits data and handles Retiree Process for Open Enrollment and performs annual enrollment upload to FRS system
•Maintains accurate accounting of benefit payments mailed in by retirees and communicates with retirees to ensure timely remittance of payments
•Participates in online surveys
•Conducts Benefit plan monthly enrollment analysis and specific analysis after the annual open enrollment
•Ensures that established queries/reports are providing the necessary information for analysis of data and works with HRIS or IT Business Analyst to revise queries/reports as needed
•Produces online surveys as requested, analyses and produces summary of results
•Acts as a primary contact for employee benefit questions; works with employees to resolve claim issues; participates in the administration of open enrollment process
•Assists in the development and improvement of benefit processes and procedures
•Assists in the tracking and analysis of claim and premium data
•Ensures that new hire orientation materials are up to date and conducts weekly new hire orientation meetings
•Ensures the accurate completion of benefits enrollment through self-service in HR system
•Receives automatic system email notifications of marital status changes and follows up with employee to obtain necessary documentation
•Reviews benefits website for accuracy and makes recommendations to Director for revisions
•Assists the unit with meeting goals that support the division and the College’s strategic plan
•Performs other duties as assigned

•Master’s degree and one (1) year of experience in Human Resources/Benefits; or Bachelor’s degree and five (5) years of experience in Human Resources/Benefits
•All degrees must be from a regionally accredited institution
•Knowledge and understanding of College organization, goals and objectives, and policies and procedures
•Knowledge of the College’s benefits program design, costs and eligibility requirements
•Knowledge of business principles and practices, as well as knowledge of general office practices and record keeping
•Knowledge of principles of personnel management
•Knowledge of all pertinent federal and state regulations, filing and compliance requirements both adopted and pending affecting employee benefit programs, including COBRA, FMLA, ADA, SECTION 125, ACA, Medicare and Social Security
•Knowledge of Microsoft Office software
•Knowledge about spreadsheets, database programs and office automation
•Detail oriented with excellent organizational and communication skills (oral and written)
•Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
•Ability to write reports, business correspondence, and procedure manuals
•Ability to effectively present information and respond to questions from groups of employees, managers, vendors or the public
•Ability to define problems, collect data, establish facts, and draw valid conclusions
•Ability to promote and maintain effective working relationships with other department employees and benefit plan vendors to resolve employee issues
•Ability to use independent judgment in the performance of complex record keeping functions.
•Ability to prepare and keep complex records, accurate reports, and assemble and organize data with proficient time-management skills
•Ability to communicate in a positive and effective manner with students, faculty, and staff in a multi-ethnic/multi-cultural environment along with poise and tact in handling the public
