Job Description
The Budget & Planning Department at the University of North Texas System is seeking to hire a Financial Analyst to join our team. The position reports to the Assistant Vice Chancellor for Financial Policy and Planning.

This position performs complex financial analysis and regulatory work and works under limited supervision, with some latitude for the use of initiative and independent judgment. Work involves compiling, reviewing, analyzing, and evaluating financial data; preparing reports and responding to inquiries; and assisting with development of appropriate action to resolve financial and regulatory problems.

Responsibilities of the position include, but are not limited to:

* Analyzes and reviews financial data; information; and applicable business, financial, and/or regulatory plans.
* Advises on financial objectives and strategies.
* Develops and implements internal financial policies and procedures.
* Monitor compliance with established procedures, requirements, laws, and regulations; completeness of data; and presence of documentation.
* Assist in preparation, monitoring, and coordinating reporting to executive management, Board of Regents and state agencies.
* Performs or reviews financial analysis scenarios, such as the fiscal effect of specific proposed Legislation.
* Training and development for departmental end users in financial matters.
* Assists in administering financial processes and systems developed to oversee regulated entities.
* Performs related work as assigned.

Minimum Qualifications
The successful candidate will possess a Bachelor's Degree in accounting, finance, public administration, or a related field; or any equivalent combination of education, experience and training.

The following knowledge, skills, and abilities are required:

* Aptitude for financial analysis for regulated entities, of financial and higher education terminology and practices.
* Skill in computer operations, in applicable software, and in data modeling.
* Ability to perform and interpret numerical analyses.
* Ability to analyze, evaluate, and summarize financial and management records for accuracy and conformance to procedures, rules, and regulations
* Ability to prepare reports and correspondence regarding findings;
* Skill in using office computer information systems to organize, store, manipulate and retrieve data.
* Excellent communications skills both orally and in writing.
* Critical thinking skills.
* Ability to plan, organize and effectively manage multiple assignments.
* Ability to establish and maintain effective working relationships.
* Ability to work in a fast paced environment, with frequently changing priorities.
* Focused on providing a high level of customer service and follow-through.

Preferred Qualifications
The preferred candidate will possess the following additional qualifications:

* Texas public higher education experience including exposure to Legislative processes such as Legislative Appropriations Request (LAR), fiscal notes, etc.

* Master's degree in business, accounting, public administration, or related field.
