Position InformationJob Title Specialist, Payroll - Extended Search Working Title Specialist, Payroll Requisition Number 063390 Department Payroll Location Lincroft Job Description The Payroll Specialist performs various payroll and reconciliation functions within the department, coordinates and processes complex payroll functions. The position performs specific payroll functions as assigned by the Payroll Manager. The Specialist collaborates with other team members and provides support to the Payroll Department as needed. Description of Duties/Selection Criteria Core Responsibilities
Control payroll from input of data, to verification of input.
Assist in the regular reconciliation/transmittal pension payment and report.
Assist in the scheduling of data input and adjustments to payroll.
Respond to payroll related questions from staff and outside agencies. Provide payroll related information to outside agencies (i.e. employment verifications, unemployment claims, and employee headcount to Department of Labor.)

Specific Payroll Functions as assigned by the Manager.
Ensure distribution of checks.
Maintain, control and reconcile all work study and student help payments. Calculate sick leave payments for hourly workers. Monitor and ensure employee leave requests, supervisor approval and reduction of employee leave balances.
Per pay period, correctly code all workers compensation, short term disability and family leave payments and ensure proper taxes are deducted.
Assist in the monthly reconciliation/transmittal of ABP and DCRP pension payments as well as reporting to the State of NJ. Monitor DCRP pension eligibility for hourly workers.
Enroll electronically via EPIC, all eligible employees in to DCRP. Collate, file, scan and store Payroll related documents.


Reconcile the gross to net payroll semi-monthly. Wire remit all Federal and State taxes through Internal Revenue Service, NJ and PA Division of Revenue websites. Authorize fund transfers between College bank accounts to cover payroll funds. Complete journal entries for payment of taxes, book transfers and wire transactions each pay period. Verify all approved action items to ensure accuracy of salaries, cost centers and object codes. Also, set up employees in Payroll system (i.e. tax withholding, pension, union dues, etc.)
Ensure compliance of court ordered wage garnishments and remit to proper agencies.
Reconcile garnishment account to general ledger.
Ensure all voluntary employee deductions and remit to proper agencies and College representatives.
Process timesheets and payroll related documents. Coordinate payroll runs and act as liaison between Payroll and College Departments.
Enroll all eligible employees into applicable pension program using State of New Jersey EPIC website. Monitor and track all adjunct faculty and hourly employees for enrollment by ensuring that all criteria and requirements are met by each individual enrolling electronically.
Assist in the quarterly reconciliation of the PERS and PFRS pension reports (ROC reporting) and also assist in maintaining and monitoring correct pension deductions of all employees when a status change occurs.

Other duties and responsibilities, including, but not limited to:
Provide additional support to the Payroll Department.
Collaborate/provide assistance to other team members as requested. Learn all responsibilities of this lateral position. Minimum Qualifications Associate's Degree in a related field; or an equivalent combination of education and experience from which comparable knowledge and abilities can be acquired.
Two years of working experience in payroll, preferably in an in-house capacity.
Strong interpersonal, organizational, and communications skills.
Proven computer literate with proficiency in utilizing and applying Microsoft Office Outlook, Word, Excel and Power Point.
Experience with an integrated Payroll/HR system is necessary; Ellucian Colleague preferred.
Ability to learn and apply office practices, procedures, policies, and regulations that are essential to the position Preferred Qualifications & Special Considerations (i.e. overtime, expertise in, physical requirements, flexible in schedule, travel, preferred qualifications, etc) Knowledge of Monmouth County and its communities.
