Labor and Employee Relations SpecialistOffice of Human ResourcesDistrict Office 

The City Colleges of Chicago (CCC)is made up of seven colleges, the largest community college system in Illinoisand one of the largest nationally. The Laborand Employee Relations Specialist serves a vital role to ensure that CityColleges of Chicago is compliant with legal and contractual obligations inemployment matters. This role is responsible for facilitating and managing theresolution of employment and union concerns and administering human resourcesrules, policies and procedures. Duties andResponsibilities:

 

Investigatesalleged violations of City College of Chicago’s Equal Opportunity Policy,including Titles VI, VII and IX.Conductsthorough investigations of complaints, which consists of interviewingcomplainants, witnesses and respondents and gathering evidence as necessary;prepares investigative reports with analysis, findings and recommendeddisciplinary or corrective actions.Investigateslabor relations problems and assists with the coordination of appropriateresponses to effectuate satisfactory resolution; serves as a representative athearings, grievances, and meetings regarding labor relations matters.Consultswith and advises senior leadership at the central office and at the sevencampuses, and managers and supervisors regarding adherence to collectivebargaining agreements, as well as the responsibilities of management andemployees with respect to discipline and other personnel issues.Determinesthe appropriateness of proposed disciplinary action to address employeemisconduct, and oversees the disciplinary process to ensure compliance withdistrict policies, federal, state, and local laws and/or regulations.Works withAdministrators and managers to ensure compliance with collective bargainingagreements and City Colleges of Chicago policies; attends bargainingnegotiations and researches issues arising out of the bargaining process.Serves asthe primary contact to respond to questions from staff and management regardingAmericans with Disabilities Act (‘ADA’) compliance and accommodation requests.Evaluates, researches and administers employee requests for workplaceaccommodations. Facilitates and participates in the interactive process toidentify and assess options for providing reasonable accommodations and accessto eligible employees in accordance with the ADA and other disability laws.Conductstraining sessions on employment related matters, including discipline,personnel policies, mandated work rules, EEO and Title IX, and compliance withcollective bargaining agreements.Preparesnew or amended policies and procedures to respond to new laws and to ensurecontinued compliance with relevant laws, policies, and regulations.



Qualifications

  • Juris Doctorate preferred, or Master of Science degree froman accredited college or university with a concentration in Labor Relations,Employee Relations, Human Resource Administration or similar field. Consideration will be given to applicants with a Bachelorsdegree and at least 8 years of related work experience.
  • At least (3) three years ofprofessional experience in labor relations, employee relations, or humanresources administration preferred.
  • Recent law school graduates are encouraged to apply.
  • Must possess familiarity with employmentlaws and the ability to assess evidence and arrive at a fair conclusion inaccordance with the District’s Equal Opportunity Policy and other policies,work rules, and applicable laws.
  • Knowledge of research methodsand techniques. Knowledge of the concepts of collective bargaining. Someknowledge of the grievance process.
  • Must be able to work well withemployees at all levels of the organization, including internal and externalcustomers.
  • Must possess excellent verbaland written communication skills.
  • Must be able to work wellwithin a culturally diverse environment with the ability to handle allsituations with diplomacy, tact, and confidentiality.
  • Must possess the ability toproofread, prioritize work and to respond to customers' calls in a timely andcourteous manner.
  • Must possess the ability to beself-directed and handle multiple projects simultaneously.
  • Good organizational skillsrequired.
  • Must beable to use personal computers and associated software including, but notlimited to, Microsoft Word, Microsoft Access and Excel.
Chicagoresidency is required for all full-time employees within 6 months of hire.
