Director, Child Development CenterOlive Harvey College The City Colleges of Chicago (CCC)is made up of seven colleges, the largest community college system in Illinoisand one of the largest nationally. We provide more than 80,000 students eachyear access to a quality, affordable education. CCC supports students inmeeting their goals – whether that is pursuit of a credential to head into oradvance in the workforce, an associate degree with the intention to transfer toa four-year college, free GED or ESL courses, or continuing education.  Primary ObjectiveTo provide direct oversight of the total operation andmanagement of a Laboratory preschool by ensuring a safe and nurturing environmentfor children; work closely with the college, Child Development Faculty andDistrict Office staff to facilitate a model training environment for studentsto observe and practice; and implement a developmentally appropriate curriculumaccording to guidelines established by the City Colleges of Chicago LaboratoryCenters, the National Association for the Education of Young Children (NAEYC)Code of Ethical Conduct, and standards set by local funding and regulatoryagencies, in accordance with the educational and philosophical goals of theprogram.

 Duties andResponsibilities

  • Supervises the educational program to makecertain children are provided a nurturing, stimulating, non-punitive andculturally sensitive environment that encourages language, self-expression,exploration, creativity, cognitive development, and the development of positiverelationships.
  • Holds center and staff accountable for upholdingthe NAEYC Code of Ethical Conduct. Models professional work ethics at alltimes. In addition, maintains confidentiality around issues concerning otherstaff members, children and families.
  • Recruits, screens, interviews, selects, trainsand supervises all staff. Coordinates staff assignments. Oversees themaintenance of staff records as required by the City Colleges of Chicago andall licensing and funding agencies.
  • Prepares and manages the budget with regard togrant proposals, monthly reports, purchase requisitions and collection of fees.Monitors expenditures to assure sound fiscal practices. Oversees center purchasingand inventory.
  • Serves as the Principal Investigator (PI) forall grant funding, ensuring that spending and budgeting complies with grantregulations.
  • Ensures Compliance with State and Federalfunding regulations, ensuring programs meets all applicable licensing, program andaccreditation standards.
  • Provides fiscal and program reports to DistrictOffice and external funding and regulatory agencies on a timely basis.
  • Ensures adherence to licensing and fundingrequirements and standards in the following areas: health and safety,nutrition, staff files, qualifications and schedules, teacher-child ratios andchildren’s files.
  • Recruits children of eligible families andmaintains full enrollment of the child development center. Oversees marketingefforts during key enrollment periods as well as maintains ongoing marketingefforts during the remainder of the year.
  • Sustains and/or ensures that the programmaintains or receives NAYC accreditation and Illinois Gateways highest qualityrating.
  • Conducts timely performance evaluations ofteaching staff in collaboration with other appropriate staff; guides teachersin development of individual goals for professional growth; and monitors theirprogress towards achieving these goals. Facilitates staff professionaldevelopment.
  • Supports and sustains positive morale of thestaff. Establishes and maintains a relationship of cooperation and respect withco-workers.
  • Models positive behaviors toward andprofessional interactions with parents. Must not involve parents in programconcerns.
  • Facilitates the use of the center as a teachingsite for colleges, universities and agencies and works closely with ChildDevelopment faculty to create and maintain a laboratory school environment.
  • Positively projects the Colleges’ organizationalgoals, philosophies and policies to parents, staff and the community.Represents the college and center in professional organizations, assumingleadership roles and/or participating in conferences, presentations, etc.
  • Ensures the center is safe, clean, andattractive and child and family ready at all times. Arranges janitorial andhousekeeping services in accordance with health standards.
  • Keeps college administrators informed of anyformal parent or staff concern, issue and/or complaint.
  • Ensures the delivery of meals to children incompliance with all relevant guidelines: participates in the preparation,distribution and serving of catered food to children as needed.
  • Required to adhere to CCC Customer ServiceExcellence standards.
  • Performs other duties as required.


  • Qualifications
    • A Master’s Degree from an accredited college oruniversity in Child Development, Early Childhood, or related field, plus 5years of experience as Director and/or administrator in an early childhoodprogram; OR A Bachelor’s degree, while working on a Master’s Degree (to becompleted within one year of hire) with at least 8 years of experience as acenter director and/or administrator.
    • Must hold the Gateways to Opportunity IllinoisDirector Credential (IDC), Level II or higher.
    • Must hold a City of Chicago Food Service Managercertificate.
    • Be able to pass IL CDFS Background Check andmedical certification.
    • Excellent organizational, administrative, andcommunication skills required.
    • Must be able to lead a team, supervisepersonnel, and manage all aspects of center activities, while maintainingpositive interactions with the College and District at large.
    • Must demonstrate a strong knowledge andunderstanding of child development, developmentally appropriate practice, andhow to incorporate these into the operation of a high-quality child developmentlaboratory school.
    • Must have prior experience managing budgets,supervising personnel, providing training to adults, and working with youngchildren.
    • Must be able to work well within a culturallydiverse environment with the ability to handle situations with tact anddiplomacy.
    • Ability to operate computers and use softwareapplications required.
