Requirements

Through partnership with international and local organizations, the Institute for Reproductive Health (IRH) at Georgetown University strives to expand family planning choices to meet the needs of women and men worldwide, advance gender equality by helping women and men across the life-cycle learn about and take charge of their reproductive health, and involve communities in reproductive health interventions that improve their well being. The Program Associate provides administrative support to IRH solutions/projects. S/he assists in the coordination and participation in meetings, coordinates travel arrangements, and liaises with field staff and consultants. Reporting to a Solution Manager and possibly working with all of the Solution Managers, the Program Associate has additional duties that include but are not limited to:

Administrative Support to Programs
  • Assist several technical teams at headquarters to develop, edit, and finalize guiding program documents, concept notes, proposals and presentations.
  • Conduct literature reviews and organize references and citations, managing submission of research protocols to ethical review committees and editing/formating study instruments.
  • Assist solution teams and solution managers to complete administrative aspects of service delivery programs and research initiatives.
  • Coordinate development of budgets and monitor spending and financial advances and reports along with Solution Managers, reviewing project and sub-agreement invoices.
  • Work with the Finance and Operations team to resolve issues regarding financial payments, including salary payments between field staff, partners, and headquarter project teams.
  • Support technical elements of programs through developing, editing and finalizing guiding program documents, including, but not limited to, study tools, IRB applications, presentations, formative reports, and analysis.

Travel and Events Management
  • Coordinate travel for IRH Washington and field staff, and partner travel.
  • Manage events such as partner meetings and technical consultations, representing IRH at informational meetings, working groups, meetings and conferences as needed.
  • Respond to ad hoc requests to participate in different ventures, including working with staff to edit research protocols and instruments, working with program staff to create PowerPoint presentations, and preparing reports to donors.
  • Maintain information about technical aspects of the project to facilitate understanding of project objectives and needs, including, but not limited to, electronic and physical files, website and calendars.
  • Facilitate translations of program and administrative documents and support new business development within a team structure.

Field Staff Coordination
  • Liaise with field offices on administrative issues such as timesheets and leave requests,
  • Review field office cost share reports and track across projects by donor.
  • Provide procurement oversight and support for field offices, including office equipment and project commodities and negotiations with local vendors.
  • Support recruitment for hiring of local personnel, including field staff, consultants and interns.
  • Oversee timely administration of field staff, consultant and partner contracts.

Qualifications
  • Bachelor's Degree
  • 2-3 years of office experience, at least 2 years of professional experience in health or international development, and at least 2 years of budget and program management experience
  • At least 1 year of international program experience with the demonstrated ability to work effectively in international settings and to facilitate program management
  • Knowledge of donor rules and regulations
  • Demonstrated ability to respond to changing situations in a flexible manner in order to meet current needs
  • Familiarity with how USAID and the international donor community operate in supporting RH/FP programs
  • Sensitivity to cultural differences and understanding of the political and ethical issues in assigned areas
  • Excellent verbal, written, presentation and interpersonal skills with the ability to write and communicate clearly and persuasively
  • Self-starter with excellent organizational skills and attention to detail
  • Skilled in Microsoft Office applications with experience creating work plans and budgets with Excel
  • High level of proficiency (FSI level 4) in spoken and written French is a plus
