Job Summary Requisition Number: 29968 Job Title: ADMINISTRATIVE ANALYST Working Title: Contract and Grant Analyst Salary: $23.04 - $45.54 hourly Job Type: Career Department Name: 0070-EDUCATION Department Website URL: Job Summary Statement: The Contract and Grant Analyst will provide fund management services for a designated group of faculty principal investigators in the Graduate School of Education & Information Studies. Primary responsibilities include: ensuring components that comprise a proposal for extramural funding have been properly prepared and completed (e.g., budget, justification and other supporting documents); communicating with analysts in OCGA to ensure that funding agency requirements have been met and practices are in compliance with UCLA policies; and fulfilling post-award financial accounting and reporting duties. Incumbent is expected to work with a broad variety of federal, state, local and private funding agencies and manage funds totaling approximately $5 million annually. The analyst will provide support in sales and service activities for GSE&IS. Incumbent will have oversight of the GSE&IS cashiering administration and will ensure that GSE&IS is compliant in all areas of cashiering and handling of cash. Assist with the annual CAO Certification standards and maintain the charts that reflect preparation and review responsibilities for GSE&IS. Incumbent is also responsible for the preparation of the annual campus Outreach reporting that is under the oversight of the Dean of GSE&IS. Incumbent is also responsible to provide support for the administrative/operational activities in the office such as scheduling of meetings within the office and with campus administrative units. Demonstrated working knowledge of accounting principles with specific attention to federal cost principles contained in OMB Circulars A-21 and A-110. Preferred 2. Demonstrated experience in accounting and business practices to advise supervisor(s) regarding pertinent financial, contract and grant, and administrative issues. Required 3. Demonstrated experience in creating various types of financial reports to perform trend analyses and forecasts, set cost recovery rates, and capture historical data to develop justification for current rates. Required 4. Ability to prepare budgets for extramural funds in accordance with University and funding agency guidelines and policies. Required 5. Demonstrated ability to create and manage multiple project budgets and use advanced financial and accounting skills to perform analytical functions effectively. Required 6. Ability to independently compose, edit, and/or copyedit materials prepared using proper grammar, syntax, spelling and punctuation. Required 7. Ability to deal with confidential and sensitive information with discretion, and to maintain professional working relationships with sponsors, industry, government, the UC and other academic and corporate institutions. Required 8. Excellent interpersonal skills, oral communication skills, and usage of language to clearly convey information verbally and in writing. Ability to present persuasive arguments and use negotiation skills to achieve mutually agreeable solutions. Required 9. Demonstrated analytical skill to interpret policies and procedures sufficient to identify viable options and to make informed recommendations. Required 10. Demonstrated written communication skills to independently draft a variety of correspondence, which clearly communicates information, policy, procedure, and requests for action to internal and external parties. Required 11. Working knowledge of contract and grant administration sufficient to understand the proposal process, prepare appropriate forms associated with a proposal, and coordinate submission with cognizant University offices. Required 12. Demonstrated ability to work as part of a team and assist other administrative staff with tasks. Required 13. Ability to accept delegated work, validate expectations, problem-solve obstacles, and follow-up to completion and/or report status of delegated tasks. Required 14. Ability to identify methods of increased efficiency in working operations and propose modifications. Required 15. Ability to work independently, meet fixed deadlines, and follow through tasks to completion. Required 16. Demonstrated working knowledge of computerized purchasing and accounts payable and other electronic systems in a large research University setting. Experience with on-line financial systems such as PAC/BruinBuy, UCLA Express, QDB, TOF, FS, and Non-PEAR preferred. Preferred 17. Working knowledge of University policies and procedures as they relate to extramural fund management, accounting, travel, purchasing, facilities, and mail and document services to coordinate and expedite tasks with associated central offices. Preferred 18. Demonstrated ability to efficiently operate Macintosh and PC computers with advanced working knowledge in the latest versions of Excel and FileMaker Pro or equivalent software; demonstrated knowledge of Word and PowerPoint. Required 19. Ability to work responsibly and accurately with detailed information including: financial data and calculations, contract clauses and performance dates, and other numeric and narrative information. Required 20. Demonstrated accounting skills necessary to reconcile ledgers, identify/resolve discrepancies, and acquire supporting documentation for a variety of funding sources. Required 21. Strong organizational skills to set priorities and work with frequent interruptions. The target salary range for this position is between the posted minimum and $23.95 hourly.
