The Public Safety Systems Manager oversees policies, procedures, and practices related to Public Safety systems within the Department and campus wide. The person in this position delivers recommendations for implementation of new systems, or expansion of existing systems, especially during new construction and renovation projects on campus. The Systems Manager is responsible for training the Public Safety staff, and other campus employees as necessary, on Public Safety systems. The incumbent is responsible for numerous technical projects, including the campus-wide card access conversion project (electronic access control and video security system).

STATUS: Full-time, 12 Month, With Benefits
WORK HOURS: Monday-Friday, 8:30am-4:30pm. Must also be willing and able to work nights, weekends, holidays and extra hours as necessary.
FLSA: Exempt
MINIMUM PAY: $46,781 / annual

Essential and Related Functions:

  • Directs and oversees a variety of departmental and campus-wide enterprise security technologies utilized by the Department of Public Safety. Provides oversight and day-to-day management of the technology and systems in the Department of Public Safety including but not limited to electronic access control, security cameras, alarm systems, dispatch and incident reporting systems, parking management system, radio communication equipment, key control system, and emergency communication systems.
  • Ensures Public Safety systems are in working order and regularly maintained and serviced. Establish a maintenance program for all safety and security technology to assure optimal operability. Oversees the maintenance and repair of Public Safety systems, including coordination with other University departments or outside vendors as necessary.
  • Liaison with Information Technology Services for infrastructure support, data needs, supported desktop needs, and related technology projects as necessary.
  • Oversees day-to-day management of University’s electronic access control system (Blackboard) including but not limited to; privileges, time schedules, alarm follow up, coordination with University Locksmith on technical/maintenance issues, etc.
  • Coordinates with Rockbridge County radio communications technician (per contract) to ensure Public Safety radio communications equipment is in working order and regularly maintained and serviced.
  • Maintains documentation related to building security systems, including camera and electronic access control locations. Meets with Associate Director of Public Safety on a regular basis and provides team/project updates
  • Works with Public Safety leadership to propose and create Departmental and University-wide policies, procedures, and best practices related to Public Safety systems.
  • Consults with a variety of prospective users concerning requirements for projects such as electronic access control, alarm and video surveillance systems, and other equipment or software technologies. Develops recommendations and manages implementation of new systems, or expansion of existing systems, especially during new construction and renovation projects on campus. Works with Director to consult with other University departments and/or outside vendors as necessary.
  • Develops and manages training of Department staff and others as necessary, on Public Safety systems. Creates training standards and documentation for new Department staff, as well as ongoing training/refreshers, for all Public Safety systems and technology.
  • Additional related duties as assigned.

Qualifications:

A high school diploma or equivalent is required with strong preference for an Associate’s or Bachelor’s degree in a related field. Experience is advantageous working with Electronic Access Control systems, the Blackboard Transact platform, Public Safety CAD/RMS systems, and ARMS systems. Previous experience with installation/repair/maintenance of security cameras, as well as operations of video management systems and servers, experience with VI Monitor is preferred. Prior experience working with Public Safety technology systems in a college or university setting preferred. The successful candidate will possess a high degree of reliability, ability to maintain high degree of confidentiality, and ability to work independently.

The successful candidate will also possess the ability to relate well to students, faculty and a diverse community. Must possess a valid Virginia driver’s license and a good driving history. Must be able to pass an extensive background check.

Physical Requirements:

  • Fingering: Picking, pinching, typing or otherwise working, primarily with fingers rather than with whole hand or arm as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Repetitive motions: Making substantial movements (motions) of the wrists, hands, and/or fingers.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
  • Standing: Remaining upright on the feet, particularly for sustained periods of time.
  • Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles and the like, using feet and legs and/or hands and arms. Body agility is emphasized. This factor is important if the amount and kind of climbing required exceeds that required for ordinary locomotion.

Working Conditions:

  • The worker is subject to both environmental conditions: Activities occur inside and outside.
  • Light work: Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. If the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
