Assistant Director Budget and Financial Analysis
The Office of Budget and Financial Analysis at the University of Illinois at Chicago seeks an Assistant Director. This position plays an integral role in financial and budgetary development and policy making through the creation of accurate revenue and budgetary forecasts and the creation of accurate analytical reports.
Job Responsibilities (Essential Duties)
• Provide direction for development and implementation of the University's annual operating budget through completion of accurate projections.
• Develop predictive models to analyze financial consequences of policy or program changes to provide management with relevant insight and policy options and support strategic decision making.
• Refine modeling assumptions and employ methodologies that result in improved projection accuracy and validity. Monitor tuition earnings against projections and provide variance reporting. Model and communicate results and financial impacts. Analyze trend analysis. Create meaningful reports and graphics.
• Work with assigned colleges and administrative units to prepare and evaluate budget requests. Monitor assigned budgets to ensure fiscal and budgetary goals are met. Prepare associated correspondence that may include an analysis of issues impacting each assigned area.
• Provide expertise in administrative, data warehouses and reporting systems that serve as key data access points, utilizing current data extraction methodologies. Extrapolate, analyze and manipulate BANNER financial data to generate reports and disseminate them across campus departments.
• Work cross-functionally with other budget office staff, Institutional Research, Office of Business and Financial Systems, and Decision Support, to setup reporting and data collection processes. Develop, maintain and distribute various financial reports.
• Participate in the development and implementation of the University's annual operating budget. Work with assigned colleges and administrative units to prepare and evaluate budget projections. Prepare associated correspondence with the budget process that includes an analysis of issues impacting each assigned area.
• Responsible for administration of budget data systems essential to the management and execution of the campus budget process with authority to verify and release data to internal and external users.
• Assist in the development of new financial policies, procedures, systems or work practices (such as tuition revenue distribution, graduate assistant tuition remission, and employee tuition waivers).
• Provide guidelines on implementation of new policies to colleges and administrative units, and educate staff in colleges and departments on new budget policies and procedures.
• Communicate complex university and campus policy and guidelines to academic fiscal officers and business managers.
• Draft memoranda of understanding for the commitment of campus funds.
• Provide team leadership in areas with subject matter expertise. Assist management in setting work priorities and goals, training of staff and review of completed work assignments
• Perform other related duties and participate in special projects as assigned.
Job Knowledge & Skills, Education, Experience
- Bachelor’s degree with course work related to financial data analysis or related field.
- Minimum of three years increasingly responsible experience in financial analysis, budget, forecasting, modeling, trend analysis, accounting or related administrative field, preferably in a public university.
- Excellent analytical ability in reviewing financial information, along with a high degree of accuracy.
- Ability to utilize advanced budget principles and concepts to independently develop standard and ad-hoc reports in a variety of formats, budgetary models and spreadsheets, and systems for extracting and reporting critical budget/financial data, with high degree of accuracy.
- Demonstrated experience and aptitude in budget and financial modeling, forecasting techniques, and working with complex data sets.
- Thorough knowledge of Microsoft Word, Excel, and PowerPoint, Adobe pdf files, query applications, database programs such as FileMaker Pro and Access, and standard office equipment and software.
- Advanced proficiency in Excel (vlookup, sumifs, pivot tables).
- Experience with business intelligence tools and the ability to organize data in a logical display, including graphical representation.
- Strong interpersonal, customer service, and team orientation skills.
- Demonstrated ability to work with a diverse staff across all levels of the organization.
- Excellent written and verbal communication skills.
- Ability to communicate financial and numerical data to all types of audiences in an understandable manner.
- Maintain a high level of confidentiality when interacting with budget, human resources and financial information and data.
- Ability to work independently, take initiative, and managed multiple high priorities with competing deadlines.
- Master’s degree in Public Administration, Business, Accounting, Statistics, or related field with quantitative and analytical focus.
- Knowledge of Banner or similar financial/student administrative system, such as PeopleSoft, Oracle, etc. Knowledge of fund accounting, GASB and GAAP.
- Familiarity with the organization, structure, function and policies of the University of Illinois.
- Three years performing work involving the preparation, justification, and analysis, or the control and administration of a budget or budgetary program. Supervisory experience.
Salary Range $60,000-$90,000
- General office environment.
- Regular travel not expected but may occur occasionally around previously scheduled events.
- Requires sitting for extended periods of time, standing, visual acumen, manual dexterity and fingering for working with computer key boards.
