The Altman Clinical and Translational Research Institute (ACTRI) is an Organized Research Unit at the University of California, San Diego. The goals of the institute include:

1) Providing an academic home for the discipline of clinical and translational science2) Enhancing biostatistics/bioinformatics capabilities that leverage unique UCSD resources3) Developing novel technologies to improve clinical research4) Forming research alliances to translate scientific discovery into best practices5) Training the next generation of clinical and translational scientists

The ACTRI has partnered with San Diego State University, J. Craig Venter Institute, the Burnham Institute, Salk, La Jolla Institute of Allergy and Immunology and Palomar Pomerado Hospital to expand our research potential. In addition, the ACTRI collaborates with industry to advance clinical research opportunities.

The ACTRI division of Biomedical Informatics is a leader in using, innovating and providing informatics technology (IT) to enable advances in health care research and practice. Focusing on data-oriented infrastructure, computational science and Bioinformatics applications such as a clinical trials management system (eVelos),a clinical data warehouse for research, an electronic data capture system (REDCap). ACTRI-BMI serves as a UCSD and national resource for data cyberinfrastructure through the provision of software, hardware, and human resources in multi-disciplinary Health Science and Biomedical Informatics research, run by the ACTRI division of Biomedical Informatics, serves as a leadership national Health Science cyberinfrastructure Center to the National Institute of Health (NIH) and broader Health Sciences research community.

The ACTRI's Associate Director of Biomedical Informatics (BMI) is responsible for planning, budgeting, and operating ACTRI's Cyberinfrastructure (CI) and Information Services, including responsibility in assuring proper routing of over $15M/month in Clinical Research related charges, and 15 career employees. The division delivers high performance production CI Services supporting UCSD School of Medicine and ACTRI researchers, staff and School of Medicine (SOM) departments; UC system-wide collaborators; industry partners; and extramural funding agencies. The Associate Director reports to the ACTRI Director and serves on the center's Executive Team.

Clinical Research Program Development:Manages the development and utilization of computational tools to analyze and interpret clinical research data.

Services Management:Develops CI services responding to the needs of UCSD and extramural customers as per ACTRI mission. Ensures that critical services provided to and by ACTRI are cost effective and consistent. Oversees policies, operational procedures, and quality control standards to ensure timeliness and quality of service to end users.

UCSD CI Services:Collaborates with campus technology providers, executive stakeholders, and customers to continuously improve the quality, security, design, and accessibility of ACTRI's CI Services. Provides leadership in identifying opportunities and building partnerships to support campus and extramural CI services.

Systems Integration and Management:Develops and maintains development and production systems resources including a large number of on-premises Unix, Linux, Windows servers, workstations and laptops; systems integration with 1+ PB of SAN-based disk storage and archival tape storage, disaster recovery operations, and inter-operation with campus-wide, Medical Center and remote systems. Ensures reliable service to hundreds of users across UCSD Research divisions and external institutions. The ACTRI BMI group is also transitioning many services to commercial cloud providers (Amazon AWS, Microsoft Azure, Google Cloud) as HIPAA compliant secure environments are made available by these providers.

Networking:Manages ACTRI's Research and Administration, UC-BRAID/UC-REX and iDash networks, VM Ware, and Cloud, providing hundreds of users secure, reliable access to these networks.

Security:Maintains robust security operations infrastructure and a security conscious culture across ACTRI's user base. Provides specific high-security infrastructure that meets federal standards including: Federal Information Security Management Act (FISMA); OMB A-130, Management of Federal Information Resources; NIST Special Publications 800-37, 800-18, 800-30, 800-53, and 800-53a; FIPS 199; MIL-HDBK-61; Health Insurance Portability and Accountability Act (HIPAA); Privacy Act of 1974 and P.L. 93-579; and OMB M-06-16. Ensures applicable services are audited, certified, and accredited by federal and third-party auditors.

User Services:Directs comprehensive user services in support of local and national customers, including local desktop support, cloud services (IaaS, PaaS, SaaS), advanced user consulting, user support help desk requirements for sponsored contracts and grants, documentation, and customer outreach. Manages Virtual Desktop infrastructure to provide researchers with secure Virtual Research Desktops (VRDs) where data analysis tools are provided.

Extramural Leadership and Support:Provides functional and technical leadership in acquiring and performing against contracts & grants in collaboration with researchers at ACTRI and across the University. Ensures contractual obligations are fulfilled, program goals are met, and customers are pleased with the services supplied. Represents ACTRI, UCSD, and UC at UC-wide, national, and international meetings.

Establishes objectives and work plans, and delegates assignments to subordinate managers. Responsible for managing, preparing, administering, and directing resources. Reviews and approves recommendations for HPC / Data / CI programs and initiatives. Involved in developing, modifying and executing policies that affect research and technology and may also have institutional-wide impact. Erroneous decisions or failure to achieve goals results in additional costs and personnel, and serious delays in overall schedules of research and development projects.

  • Master’s degree in Computer / Computational / Data Science, or Domain Sciences with computer / computational/data specialization or equivalent experience.

  • Typically 5-10 years of experience managing information systems in a biomedical research organization.

  • Extensive experience and ability to lead technical staff, group leads and subordinate managers of HPC /Data / CI or scientific personnel.

  • Extensive or advanced knowledge of research and development methods, HPC hardware and software power and performance analysis and research, design, modification, implementation and deployment of HPC or data science or CI applications and tools.

  • Proven ability to communicate technical information to technical and non-technical personnel at various levels in the organization and to external research and education audiences, and to large groups with varied level of research and technical sophistication.

  • Extensive experience working in a complex computing / data / CI environment that impacts research or technology groups, encompassing all or some of the following: HPC, data science infrastructure and tools / software, and diverse domain science application base.

  • Proven ability to lead multi-group or multi-institutional research proposals and acquire funding.

  • Proven research and technology project leadership and management skills within a large and complex research and technological environment.

  • Extensive demonstrated knowledge about research centers and systemwide protocols and procedures for budget and account management. Ability to manage budget and account across research and technology groups.

  • Verbal and written communication, quantitative abilities, strong analytical skills, proven skill to analyze complex research and technology projects.

  • Extensive or advanced knowledge of subject area for strategic planning, research and technology assessment and direction.

  • Extensive experience supervising a technical team managing a hybrid robust enterprise cloud environment consisting of a HIPAA compliant on-premises private cloud (VMWare).

  • Experience with overseeing a technical team to integrate a local private cloud with each of the three major HIPAA compliant commercial clouds (Amazon AWS, Microsoft Azure, and Google Cloud)
