The Senior Fiscal Manager is responsible for the direct management and accounting of restricted funds, such as Capital Improvement fees, PECO, grants and other restricted funds for Facilities Operations. This position monitors, audits and accounts for the Capital Outlay Funds budget and other related expenditures. This is a Professional Exempt Contractual (PEC) position for which an annual contract reflecting the base salary within the fiscal year (July 1st to June 30th) will be issued after ratification by Miami Dade College’s District Board of Trustees.

•Oversees Fund 7 Capital Outlay funding from federal, state and local sources
•Establishes budgets, maintains and reconciles project ledgers to the general ledger
•Reviews contractors and architect requisitions, invoices; purchase orders and change orders for approval and payment processing
•Assigns projects to available funding sources based on budget allocation
•Prepares state reports, as well as, internal financial reports for Facilities Management and Campus Services
•Assists with fiscal year end closing of Capital Construction which includes construction in progress and completed projects
•Reviews financial data for board reporting
•Supervises duties of Account Manager
•Manages transfers of Fund 7 salary expenditures and other required year-end procedures
•Handles year-end Fund 7 rollover and set up of retainage
•Initiates budget amendments and monitors budget projections
•Acts as liaison between Facilities Management, Business Affairs, Internal and State Auditors and the Department of Education
•Performs other duties as assigned

•Bachelor's degree from a regionally accredited institution in Business Administration with a major in Accounting and seven (7) years of experience in accounting/auditing; or Master's degree from a regionally accredited institution in Business Administration with a major in Accounting and three (3) years of experience in accounting/auditing
•Knowledge and understanding of College organization, goals and objectives, and policies and procedures
•Ability to multi-task and manage time efficiently in fast pace environment
•Strong written and verbal communication skills
•Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
•Proficient in Microsoft office software with advanced Excel skills and pivoting capabilities
•Knowledge and demonstrated experience in finance/accounting
•Knowledge of non-profit/governmental fund accounting
•Excellent analytical, problem solving, organizational skills and attention to detail
•Ability to effectively present information to groups of students, employees, state agencies, the Board of Trustees and the general public
•Ability to work in a multi-ethnic and multi-cultural environment with students, faculty and staff
