Job Details
MAJOR DUTIES:
- Builds out Project Charter, Timeline and Approach in order to execute phase three of the Statewide Broadband Network project for the Georgia Public Library Service. Identifies the critical path for rollout and produces both a risk assessment and quality control plan.
- Manages E-Rate Analyst responsible for developing and monitoring Universal Service Administration Company (USAC) E-Rate submissions, preparing and filing reports and online applications, and responding to inquiries from the Federal Communications Commission (FCC) and other federal agencies.
- Forecasts user demand to determine services required, and conducts broad scale vendor assessment to determine the maximum return on investment for individual public library systems in Georgia.
- Assesses the overall Internet connectivity needs of Georgia’s public libraries and works with appropriate agencies and providers to ensure the long-term sustainability of high-speed connections that meet those needs.
- Collects information on Internet Service Providers in Georgia and analyzes results, including services provided, data rates, and estimated costs.
EDUCATION AND EXPERIENCE REQUIRED:
- Baccalaureate degree in computer science required with over five years of related experience required or an equivalent combination of education and experience.
- Experience in building or designing computer networks and/or data communication networks, such as local area networks (LANs), wide area networks (WANs), and Intranets.
KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:
- Knowledge of program-level activities.
- Knowledge of server operating systems.
- Knowledge of multiple computer languages.
- Knowledge of industry best practices.
- Knowledge of application protocols, advanced networking and multi-tier application architecture including network connections, local area networks (LANs), commodity internet, wireless, filtering services, and security architecture.
- Knowledge of Broadband network architecture and terminology, including the relationship between a LAN (local area network) and a WAN (wide area network).
- Knowledge of the basic concepts and terminology of telecommunications.
- Skill in collaborating with multiple constituents.
- Skill in decision making and problem solving.
- Skill in interpersonal relations and in dealing with the public.
- Skill in oral and written communication.
- Ability to respond diplomatically to sensitive and critical issues.
- Ability to effectively multi-task.
- Ability to establish processes for collecting, documenting and reporting data.
- Ability to contribute to the creation, evaluation and implementation of policies and procedures for library technology.
PREFERRED EDUCATION AND EXPERIENCE:
- Masters Library and Information Science with eight to ten years of experience.
- PMP (Project Management Professional) Certification preferred.
