The Chief Information Officer (CIO) portfolio, operating as Information Technology Services (ITS), is home to over two hundred (200) IT professionals who provide University-wide IT services and systems to enable University of Toronto (U of T) to maintain its status as Canada’s leading institution of learning, discovery and knowledge creation. The Business Operations and Administration (BOA) team at ITS provides a suite of comprehensive solutions to centrally manage the overall business administration of departments across ITS portfolio. Your opportunity:

In this new role and reporting to the Director, BOA, the IT Supply Chain Specialist will have an opportunity to develop and manage relationships with ITS’ suppliers of IT products and services; ensure effective ongoing delivery of IT resources in support of business-critical processes; liaise with key stakeholders at ITS to ensure vendors meet or exceed stated contractual obligations; work directly with ITS Directors to assess complex procurement requests and determine optimal acquisition strategies; develop, implement and monitor contract management procedures.

On behalf of ITS, and when required for high dollar value purchases over $100,000, the IT Supply Chain Specialist will work closely with Procurement Services to plan complex IT related acquisitions in accordance with University procurement policies and administrative guidelines; provide procurement advice and lead all ITS procurement projects including enterprise-level contracts, service level agreements (SLAs), statements of work (SOWs), licensing, support and maintenance agreements; negotiate supplier contracts and involve relevant ITS Director and/or the Manager, Strategic Sourcing, Procurement Services for complex procurement negotiations.


Your responsibilities will include:
  • Conducting detailed analysis of competitive solicitations
  • Developing initial terms and conditions and performance specifications associated with request for Proposal/Quotation/Information
  • Developing complex business contracts by applying contract law
  • Determining the required procurement process based on needs
  • Coordinating selection and negotiation processes with external vendors
  • Building and strengthening relationships with stakeholders and partners of strategic importance
  • Advising clients on the best approach for developing procurement specifications
  • Analyzing, monitoring and reporting on supplier performance based on contracted agreements and strategic objectives


CampusMinimum Qualifications
Essential Qualifications:

  • Bachelor's Degree in business administration, supply chain, accounting and/or finance plus a Procurement Designation (i.e. through SCMA, OPBA) or an acceptable combination of equivalent experience and education.
  • Six years to seven years of competitive procurement experience, focusing on IT products and services
  • Extensive experience developing and managing IT vendor relationships and conducting IT sourcing comprising of equipment, enterprise-wide software licensing, maintenance and support, professional/consulting services, cloud solutions, and managed services
  • Experience in public procurement, with an emphasis on competitive procurement including RFP's, bid evaluation, and contract analysis, review, administration and negotiation
  • Experience analyzing and advising on procurement industry trends in relation to information technology and best practices for processes, products, services and technology
  • Experience creating analytical reports on enterprise level IT procurement initiatives
  • Strong understanding of IT industry trends (e.g. PaaS, IaaS, cloud computing, public clouds, etc); familiarity with information system upgrades, migrations and transformations
  • Ability to interpret complex concepts and legislation, and to communicate these to a variety of stakeholders
  • Significant analytical and problem solving skills
  • Excellent interpersonal skills with emphasis on negotiation
  • Strong relationship management skills with internal and external stakeholders, including dispute resolution
  • Effective and professional oral and written communication skills
  • Strong organization skills and ability to effectively prioritize projects
  • Demonstrated team and consensus building skills
  • Demonstrated understanding of legal issues relating to contract and competitive bidding laws, negotiation strategies, efficient administration and automation of contract processes

Assets (Nonessential):
  • Training in contract law is highly desirable
  • Competency in basic statistics
  • Conversant with applicable government regulations affecting public procurement and with the rules and obligations of the Agreement on Internal Trade, Ontario’s Broader Public Sector Procurement Directive and funding agency standards as they apply to a research intensive University
