ORGANIZATIONAL BACKGROUND

DESCRIPTION

Reporting to the Assistant Vice President Ethics, Compliance and Risk & Data Privacy Officer (AVP ECR & DPO), this position is responsible for the institution’s privacy and data protection programs including but not limited to daily operations of the privacy program, development, implementation and maintenance of policies and procedures, monitoring program compliance, investigation and tracking of incidents.

Specifically, areas of responsibility will include:
•Serving as the central point of contact for data privacy compliance and data protection for the university;
•Develop and communicate appropriate policies to implement safeguards to protect data; develop strategy and implementation to ensure compliance with GDPR, FERPA, PCI and other regulations;
•Develop and conduct training to raise awareness of privacy policies and regulations;
•Develop processes to identify and calibrate privacy risk;
•Serving as a subject matter expert on control standards and management of organization-wide compliance with laws pertaining to data privacy;
•Coordinate with central IT for alignment of security for data protection;
•Ensure data privacy requirements are represented in technology acquisitions;
•Reviewing documentation and artifacts related to privacy activities;
•Maintains privacy notices;
•Monitors data handling practices and engages with data governance programs; manages and provides advice for practices around the data protection impact assessment process, data use agreements and data management plans;
•Manages third-party risk; informing or advising data processors of their data protection obligations; maintains personal data inventory and register of processing operations
•Responds to requests and complaints from individuals; manages data subject request process; coordinates with GW IT, IT Security; acts as the contact point for the supervisory authority if issues arise
•Assists with breach response or privacy related investigations; coordinates data privacy breach program with GW IT, IT Security; helps develop contingency, remediation, and communication plans in the event of a data breach.

Minimum Qualifications:

Qualified candidates will hold a Bachelor’s degree in an appropriate area of specialization plus 5 years of relevant professional experience, or, a Master’s degree or higher in a relevant area of study plus 3 years of relevant professional experience. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

PROFESSIONAL EXPERIENCE/QUALIFICATIONS

Experience
•Five years of relevant experience
•Candidates that have a sound knowledge and familiarity with compliance standards/regulations in the higher education arena.
•Demonstrated professional level organizational, facilitation, written and oral communication and presentation skills.

Education
•Undergraduate degree required; Graduate degree in a relevant area of study preferred.
•Privacy certification such as CIPP, CIPT or CISACIP is highly preferred.

Qualifications
The ideal candidate is a proven leader with a demonstrated track record of integrity and success in prior roles with the ability to apply sound judgement.

Other desired qualifications include:
•Knowledge of the aspects of an effective privacy program and how it is implemented in an institution of higher education.
•Knowledge of federal and state laws, rules, and regulations that affect a multi-faceted institution of higher education; and
•Communication and interpersonal skills with the ability to work collegially with all levels of the organization toward common objectives.
