Exempt, Director for Community Standards and Residence Life

Description

The Director for Community Standards and Residence Life provides oversight, direction, and leadership for Whatcom Community College's Residence Life program and Office of Student Conduct. The Director is responsible for implementation and evaluation of programs and services and provides guidance regarding values and standards which integrate students' rights, responsibilities, and expectations to foster a healthy, safe, and inclusive learning environment. Reporting to the Vice President for Student Services, this position oversees and manages lease agreements, manages staff, provides orientation and assistance to student residents, and manages student conduct and expectations for the entire college community. The Director for Community Standards and Residence Life works closely with International Programs, the Business Office, and the Student Life and Development team to ensure that programs, services, and activities operate in accordance with the college's mission, strategic goals, and regulatory requirements. This position leads and promotes meaningful student and faculty engagement while building an inclusive and vibrant campus and community.

Job Responsibilities

Include but not limited to:

  • Develop and implement residence life and student conduct programs, events, and activities that build community and facilitate student growth and development. Create opportunities for students to make connections between academic experiences and additional impactful learning experiences with faculty.
  • Build and enhance close working relationships with College departments and link strategies of entry, progression, and completion for WCC's diverse student population. Administer the integration of strengths-based, culturally responsive practices that serve WCC's diverse student population through programs, events, and activities.
  • In collaboration with International Programs, design and implement comprehensive trainings which enable students to build a sense of community and responsibility. Evaluate student learning outcomes and pedagogy which integrate inclusive student development best practices.
  • Administer and coordinate the student conduct process and procedures. Investigate and adjudicate alleged violations of the student code of conduct, manage and communicate student conduct meetings and hearings using WCC's student conduct process and procedures.
  • Remain current and trained on standard and best practices, emerging strategies and interventions, and research at the local, state, federal, and international levels, supporting the reduction of threats to the campus community and connecting students of concern to the supports necessary to enable their retention and success. This includes training and professional development with Title IX, Violence Against Women Act (VAWA), National Behavioral Intervention Team Association (NaBITA), harm to self and others D-Scale rubric, threat assessment, emergency management, Clery Act, and applicable local, state, and federal laws.
  • Develop, implement, and evaluate annual goals and objectives through the College's Service Improvement Plan process.
  • Chair and direct College's Behavioral Intervention Team (BIT). Ensure information is captured and managed in compliance with college, state, and federal regulations and requirements.
  • In collaboration and support with Campus Safety and Security and the Office of the Vice President for Student Services, develop and deploy all system configurations and manage all student-level data of student conduct, housing, and BIT data through Maxient. Manage data, ensure accuracy, and clearly communicate all data analytics on incident reports and cases on a daily, weekly, monthly, quarterly, and annual basis.
  • Hire, train, supervise, and evaluate Resident Advisors, student conduct and residence life education support staff. Lead regular staff meetings, share information as appropriate, promote development of ideas for improved service and efficiency, and encourage high quality customer service and teamwork. Implement training and professional development opportunities to ensure consistent application of policies and regulations, and support for student conduct, conflict resolution, and crisis intervention.
  • Ensure compliance with federal and state guidelines, not limited to Title IX, American with Disabilities Act (ADA), Fair Housing Act (FHA), and Office of Civil Rights (OCR).
  • Oversee and administer financial and utility billing documentation, invoiced charges, and rent collection in compliance with WCC Business Office procedures and student rental agreements.
  • In coordination with Resident Advisors and support staff, design and manage the residence life selection process for new and returning students, provide tours, schedule move-in and move-out inspections, and coordinate contracted cleaning after each move-out. Market and communicate appropriate information to students and key stakeholders addressing residence life standard operating procedures, programs, and housing status of students.
  • Ensure timely coordination for repairs with Resident Advisors, WCC maintenance staff, and/or the apartment owner's representatives; manage furniture inventory and coordinate replacement schedule with Facilities.
  • Advance partnerships with apartment owner's representatives, management operations, residence life programming, and participate in planning for expanded student housing options.
  • Perform data retrieval and analysis for services improvement processes and assessing student housing demand on a quarterly and annual basis and make recommendations for apartment unit inventory. Develop and maintain budget records for revenues, expenses, and cash flow projections.
  • Work closely with Marketing and Communications and Business Office to develop and implement housing services management policies and procedures. Prepare and update student conduct, community standards, and residence life information, student handbook, and promotional materials.
  • Responsible for determining on-site crisis, disaster and emergency response in conjunction with the Manager for Campus Safety and Emergency Preparedness and the Emergency Management Team.
  • Attend and participate in college committees and departmental meetings and represent WCC on community and state-wide groups as needed.
  • Participate in resource development and grant writing.
  • Perform all duties as assigned and/or delegated by the Vice President for Student Services.
Qualifications, Salary and Appointment

Minimum Qualifications:

  • Bachelor's degree in education, student affairs, counseling, communications, or other closely related field from an accredited institution.
  • Two (2) or more years of increasingly responsible experience in administering and evaluating one or more of the following areas: student programs and/or student leadership development, housing/residence life, and student conduct in a higher education setting.
  • Two (2) or more years of supervisory experience.
  • CPR and First Aid certification prior to first day of employment.
Preferred Qualifications:
  • Master's degree in education, student affairs, counseling, communications, or other closely related field from an accredited institution.
  • Demonstrated knowledge in student conduct and behavioral intervention team practices and experience in administering educational programs and student leadership development in a higher education setting.
  • Demonstrated experience in managing budgets, supervising, and evaluating staff.
  • Ability to develop, implement, analyze and use assessment of program and learning outcomes.
  • Demonstrated experience teaching and facilitating dynamic, interactive, and innovative workshops and presentations.
  • Candidates must exhibit competency and experience working in a diverse academic environment, inclusive of students, faculty, and staff of varying social, economic, cultural, ideological, gender/sexuality, and ethnic backgrounds and identities.
  • Ability to use a personal computer, Microsoft Office products and database programs.
  • Excellent verbal, listening, writing, problem-solving and interpersonal communication skills.
Salary and Appointment:
  • This is a 12-month, full-time Administrative/Exempt position. Exempt from Washington State civil service law with an annual salary based upon a range of $70,000 - $73,000.
