Nature of Work

Oversees the purchasing functions for the College of Coastal Georgia, providing supervision of the Senior Buyer and Central Stores Supervisor. Success in this position contributes to the efficiency and effectiveness of those functions and ensures compliance with all relevant regulations. Work is performed under the general supervision of the Comptroller, and is governed by University System of Georgia and DOAS guidelines, generally accepted accounting principles, and the Governmental Accounting Standards Board.

Essential Duties
  • Serves as the liaison between the college, state purchasing officials, vendors, representatives of the Board of Regents, and college faculty and staff for purchasing functions and procedures.
  • Administers the college purchasing card system and the electronic purchasing system.
  • Reviews all purchase requisitions for accurate budget codes, budgetary sufficiency, required documentation, etc.
  • Maintains the college purchasing policies and procedures manual, p-card policies and procedures manual, and other related documents.
  • Issues purchase orders, distributes original and copies to appropriate parties.
  • Prepares and posts information related to requests for bids, requests for proposals, and request for public contractors to the Georgia Procurement Registry and eQuotes.
  • Reviews contracts and agreements for compliance with laws, policies and procedures.
  • Prepares monthly, quarterly and annual spending reports.
  • Provides guidance to the Senior Buyer concerning service/maintenance agreements, local and state bids, state and agency contracts, and other purchasing activity.
  • Directs central stores, central receiving, mail room, and package distribution operations.
  • Monitors and controls the departmental budget.
  • Monitors central stores inventory, purchases, sales, and general ledger balance.
  • Maintains file of contractor affidavits for purchases of services.
  • Prepares and monitors year-end schedules for encumbrances.
  • This position is designated by the institution as a Position of Trust.
  • Assists Comptroller with other duties as assigned.
Minimum Qualifications and Training
  • Baccalaureate degree from an accredited college.
  • Over 5 years of related experience.
  • Ability to obtain and maintain certification as a Georgia Certified Purchasing Manager within one year of hire date.
  • The person in this position must be able to successfully pass a credit check and a background check.
Preferred Qualifications and Training
  • Over 5 years of experience with Georgia State Purchasing.
  • Experience in operating PeopleSoft Financials, Purchasing and ePro modules.
  • Knowledge of purchasing rules and regulations of the State of Georgia and the University System of Georgia.
  • Ability to interpret contractual documents and to prepare reports.
