DescriptionThe Office for the Vice President for Budget and Finance and the Chief Financial Officer has the primary responsibility of planning and coordinating the university wide budget and capital construction process. In addition to working closely with the campus budget offices, the office works with communication offices, faculty budget committees, the Colorado Commission on Higher Education, and the state legislature, in particular the Joint Budget Committee and the Capital Development Committee. The office also produces and maintains the CU Compensation Database.

Position Summary:
The Finance and Procurement Professional provides support to the University of Colorado’s Office of Budget & Finance at the System Administration office. At the guidance and direction of the Finance Analyst, this position is primarily responsible for providing financial administration and for supporting system administration departments with procurement and finance activities. This position is part-time (50%) and can work a flexible schedule. The Finance and Procurement Professional will report to the Finance Analyst and is exempt from the State of Colorado Classified Staff system.
Duties and Responsibilities:
Duties and responsibilities of the position include, but are not limited to:Assist in Month-End and Year-End Closing:
•Calculate and generate journals to allocate building-wide charges to appropriate departments.
•Work with departments to allocate shared expenses to appropriate campuses.
•Manage payment of telecommunications bills and allocations to departments per usage.
•Generate invoices for System Administration services provided.
•Reconcile financial data for various accounts to verify the accuracy of coding and documentation. Determine if journals are needed based on findings during the reconciliation.

Procurement:
•Processes procurement-related transactions, including the creation of purchase orders/purchase requisitions and payment vouchers. Ensures that all transactions are compliant with the university, state, and federal policy and regulations.
•Ensure the timely and accurate facilitation and management of the payment process by tracking the entire process from receipt of invoice to the confirmation of payment of the invoice.
•Assist the departments in monitoring standing purchase orders (SPO) for upcoming end dates and low encumbrances.
•Process employee travel/purchase card transactions. Reviews and verifies compliance with accounting standards and incident billing guidelines.

Budget and Finance Office support:
•Work with Treasury to deposit incoming revenue, reimbursements, and refunds.
•Assist with monitoring parking email account. To include complete parking duties in response to email requests or advancing to other staff as necessary. Manage building parking access and parking payments via cash deposits and payroll deduction.

Knowledge, Skills, and Abilities:
To be successful in this position, candidates will need the following:
•Knowledge of Finance, Accounting, and Procurement best practices.
•Knowledge of and the ability to utilize PeopleSoft Finance and HR, Concur, and Cognos.
•Ability to establish and maintain good working relationships with co-workers, supervisors, other University personnel, and the public.
•The right candidate will be able to work independently, under pressure, manage multiple concurrent tasks and responsibilities, and deal with changing priorities while maintaining personal effectiveness.
•Proficient with Microsoft Office Suite (particularly Word and Excel).
•Skilled in written and oral communications, collaboration, and problem-solving.
•Have excellent interpersonal skills that allow for collaboration with varying levels of authority and reliability.

Who we are: System Administration, which also houses the Office of the President, is located in the uptown neighborhood of Denver with an office in Broomfield and a few smaller offices located on the campuses. However, this position is located in Denver. Many of our departments support the educational and research missions of the four University of Colorado campuses. QualificationsMinimum Requirements:
•Bachelor's degree from an accredited university or equivalent professional experience. (The educational requirement may be substituted by professional experience on a year for year basis).
•Three (3) years of experience in an accounting, finance, or procurement-related role.

Preferred Qualifications:
•Experience in a higher education environment.
•Knowledge and experience using PeopleSoft Finance, PeopleSoft HCM, Concur, and Cognos software.
