The Center for International Trade & Security (CITS) was established in 1987 with the support of former U.S. Secretary of State Dean Rusk, and since its founding, has advised policymakers across the globe on issues pertaining to trade and the proliferation of weapons of mass destruction. While CITS has broadened its scope to include human security, energy policy, and other issues from the changing landscape of contemporary security, the effective and innovative management of strategic trade remains central to the CITS mission.

This position serves as the primary business operations professional in support of the Center for International Trade and Security (CITS) at SPIA. Responsibilities include budget development, oversight, and analysis of all state, foundation and restricted accounts for the Center. The position will assist other staff in the financial logistics for executing grant-related projects and will assist in the set-up of vendor agreements for project-related events. The position is the main purchasing and inventory officer for the Center. The individual will assist the Director and staff with proactively identifying new sponsored program, contract, and grant opportunities. The role also supports human resources functions for the department, including serving as the visa liaison with UGA’s Office of International Education for visiting scholars of the Center. As part of SPIA’s business manager team, the individual will hold some school-wide responsibilities as appropriate.

•Knowledge of accounting practice and theory.
•Experience with complex accounting systems.
•Ability to analyze financial data.
•Ability to prepare financial statements and work independently to apply accounting practice and theory.
•Ability to perform business process tasks and proactively communicate trends and issues.
•Experience training others on business process systems.
•Ability to develop and maintain effective working relationships and communicate effectively.
•Excellent written and communication skills, and great attention to detail.
•Sound judgement, discretion, and proven efficiency in handling complex and confidential issues.
•Effective multitasking in a fast-paced environment is a must.
•Ability to work with limited information and produce results for the execution of events.
•Advanced Microsoft Office application skills.
•Ability and willingness to travel, both domestically and internationally, approximately 5-10% time.
•The ideal candidate for this position would have knowledge of UGA and UGAF accounting policies and procedures.

Budget/Finance:
•Perform, maintain, and improve Center finance and administrative practices and procedures to ensure compliance with all applicable internal and external policies, procedures, guidelines, and laws.
•Maintain, and where necessary, improve all business processes of the Center, in coordination with the SPIA Administrative Financial Director.
•Initiate journal vouchers, budgets, budget amendments, and related fiscal affairs functions of the Center.
•Initiate, manage, and reconcile all petty cash accounts.
•Prepare administrative budgets for approval by Center Director and SPIA Dean’s office.
•In coordination with Center Director and SPIA Grants Liaison, assist in the preparation of grant budgets, grant proposals, budget narratives, transmittal forms, and any other necessary documentation for UGA and sponsors.
•Serve as primary purchasing and inventory control officer of the Center

Human Resources & Project Management:
•Oversee labor effort projecting and reporting processes, maintain related master files, and ensure timely submission of all payroll-related documents.
•Maintain employee personnel files in accordance with applicable policies and procedures.
•Maintain Center EEO information and provide quarterly reports to appropriate personnel.
•Keep CITS staff updated on HR policy and procedure changes.
•Coordinate annual performance reviews with Center Director.
•Supervise student workers and graduate assistants.
•Post, maintain, and close positions on University UGAJobs system.
•Coordinate and support employee searches.
•Assist the Director and staff to proactively identify new sponsored program, contract, and grant opportunities.
•Assist Center Director and PIs on project planning and implementation, including development and use of project management tools, staff/student personnel assignments, and other Center resources implementation.
•Coordinate necessary documentation for foreign national visitors with the Office of International Education.
•Assist CITS in the financial logistics for executing grant-related projects.
•Assist in the set-up of vendor agreements for project-related events.
•Coordinate and oversee vendor participation in CITS events.
•Manage travel (e.g., visa, international and local travel, lodging, excursions) for participants in CITS events.
•On-site supervision of vendor contract execution – including 10% domestic and international travel.

Sponsored Programs and Contracts & Grants Liaison:
•Assist Center Director and PIs on financial project management of sponsored grants.
•Serve as primary financial liaison for sponsored programs, contracts, and grants issues with UGA’s Sponsored Projects Administration office, external consultants, and donors.
•Ensure pre-award compliance with Federal, State, and University laws, regulations, policies, and guidelines.
•Assist Center Director and PIs on project budget & progress tracking, and event logistics.
•Assist Center Director and PIs, UGA SPA, SPIA Dean’s office, and sponsors on preparation and submission of grant/contract-related reports, including interim/final narrative reports.
•Oversee updates of project, finance, and program issues for both active projects and proposals.
•Assist with completion and submission of documentation to sponsors for contract clarification or amendments, including extension, budget modifications, contractual problems, and reporting.
•Maintain working knowledge of budgets during project execution and evolution; advise CITS Director and staff on budget parameters and allowable costs.
