This position has functional and supervisory responsibilities for professional accounting for Centralia College, Centralia College Foundation and Centralia College Fund in accordance with Generally Accepted Accounting Principles (GAAP) and non-profit accounting principles.

JOB DESCRIPTION

Principal Accountabilities:

Reporting to the Director of Fiscal Services, typical duties include, but are not limited to:

  • Supervise full and part-time accounting staff responsible for: general accounting, accounts receivable, accounts payable and cashiering; including scheduling, leave approvals and performance evaluations.
  • Perform work functions related to accounting, auditing, financial reporting, and other fiscal review and analysis for the College, the Foundation and the Fund,
  • Lead year-end close process, ensure year-end requirements and tasks are completed accurately and timely.
  • Assist with preparation of annual audited financial statements under GAAP, GASB and FASB standards.
  • Maintain tuition and fee tables and revenue distribution tables, update as necessary and troubleshoot errors as needed.
  • Work with financial aid and other departments as necessary to maintain system financial aid/accounting codes (FAPC).
  • Assist with preparation of all monthly, quarterly and annual financial and budgetary reports including the college's annual financial reports and the Integrated Post-secondary Education Data System (IPEDS) report, in a timely fashion to ensure processes are accurate to meet institutional and other state agencies' needs.
  • Assist the Director of Fiscal Services with ensuring the College and its departments are following fiscal policies and procedures. Assist with maintaining guidelines established for accounting policies by OFM, GASB, NACUBO, COSO and institutional policies. Review fiscal policies and procedures with staff.
  • Coordinate and oversee the reporting and reconciliation of the fixed asset system. Ensure that the college's general ledgers agree with our fixed assets system and the statewide system.
  • Perform internal reviews and risk assessments for director review.
  • Assist with accounts receivable reconciliation and financial report analysis.
  • Review general ledger, revenue and fund ledgers, Smart Report, trial balance to ensure appropriateness of entries and alert staff of necessary changes/corrections.
  • Ensure that monthly bank reconciliation to the general ledger, entries and corrections are completed accurately and timely.
  • Oversee college banking and investment accounts.
  • Coordinate with VP, Finance and Administration to identify and select investment options for the college investment portfolio.
  • Work with staff in cashiering, accounts payable, accounts receivable, and payroll to ensure entries in the Agency Financial Reporting System are timely and accurate.
  • Assist in the development of fiscal policies and procedures.
  • Assist with coordination of daily cash receipts with cash disbursements to determine net cash position.
  • Prepare and submit annual disclosure reports.
  • Conduct fiscal research and studies to determine appropriate trends, developments or procedures for director review.
  • Provide customer service to internal and external customers, listening attentively, identifying issues, providing options in order to fulfill services, and/or utilizing knowledge of laws and regulations to assist others and/or resolve complaints or conflicts.
  • Perform other related duties as assigned to meet the College's needs.

Other Functions, Knowledge, Skills and Abilities:

  • Ability to interpret and comply with OFM guidelines and Revised Code of Washington (RCW) rules.
  • Knowledge of and ability to perform complex accounting functions.
  • Skill and ability to prepare numerous financial statements and reports such as:
    • National Association of College and University Business Officer (NACUBO) fomatted financial statements.Integrated Post-secondary Education Data System (IPEDS) reports
  • Extensive computer skills and knowledge, specifically in a Windows environment with Excel, Access and Word, and experience with accounting database systems (PeopleSoft, FMS)
  • Ability to meet deadlines and prioritize a variety of projects and assignments requiring a high degree of accuracy and attention to detail.
  • Ability to work independently and collaboratively.
  • Ability to communicate highly complex and specialized technical information in understandable terms, to management, faculty and staff.
  • Excellent written and interpersonal communication skills
  • Ability to plan work initiatives and facilitate work without direct supervision.
  • Develop and maintain a desk manual describing procedures used to complete assigned duties.

REQUIRED QUALIFICATIONS

  • A Bachelor's degree in accounting, finance, or related field and
  • Two years relevant professional experience OR
  • Equivalent combination of education and experience

PREFERRED QUALIFICATIONS

  • Experience with Washington state community & technical college system, specifically in a business office or financial-related position.
  • Experience producing financial statements.
  • Certified Public Accountant or Certified Government Financial Manager
  • Supervisory experience

The Region

The college is located in southwest Washington on the 1-5 corridor midway between Seattle and Portland, in a beautifully green area of forests and farmland. Wide fertile valleys are bordered by picturesque Mt. Rainier and the Cascade Range on the east, and the Willapa Hills on the west. Puget Sound and Hood Canal to the north and the Columbia River and famous Columbia River Gorge and Mount St. Helens to the south are within a short commute from the college. The populace enjoys the mild climate of the Pacific Northwest with low mean temperatures of 38 in January and a high mean of 78 in July.

Centralia College East

Centralia College East (CCEast), located in Morton, represents Centralia College's dedication to meeting educational needs of the residents of central and eastern Lewis County. CCEast provides registration services, educational advising and tutoring, Running Start, career counseling, assistance with financial aid, adult literacy tutoring, GED, T.E.E.N. program for pregnant and parenting teens, placement testing (COMPASS), and online access to Centralia College's library resources. Some classes connect CCEast students to the main campus via interactive television. The CCEast Organization of Students offers additional activities for students.

Garrett Heyns Education Center

The Garrett Heyns Education Center (GHEC) is located within the Washington Corrections Center, a medium security correctional facility situated on a 455-acre site three miles north of the city of Shelton. The Corrections Center is located 50 miles north of Centralia College's main campus and houses approximately 1,600 inmates. Centralia College has participated in an interagency agreement with the Department of Corrections to provide educational services for offenders since 1975. GHEC is a branch campus of Centralia College.
