Department Description

Payroll Services’ mission is to prepare all University payrolls accurately and timely, and ensure University compliance with all rules and regulations pertaining to and/or resulting from payroll operations. To accomplish this mission Payroll must make accurate and timely payments to all persons on the University payrolls, make all statutory deductions and verify that all required reporting procedures are followed in connection with statutory deductions, make all non-statutory deductions and/or reductions and verify that all record-keeping and reporting procedures are followed, and maintain records and reports required by the University, state, and federal governmental agencies pertaining to personnel paid through the payroll system.

Payroll Services processes and issues salary and wage payments to University employees; processes and remits deductions for federal and state taxes, retirement, and other withholdings; and processes and remits University payments for employee benefits.

Position Description

Payroll Services has an opportunity for a person who is organized, thorough, detail-oriented, and able to research and implement payroll tax regulations to serve as its Multistate Payroll Tax Accountant. This person will manage state tax withholding and reporting compliance for employees working in states and US Commonwealths (i.e., Puerto Rico) other than North Carolina, including locality taxes, unemployment insurance and other payroll tax withholdings (i.e., State Disability Insurance). Currently, employees are active in over 50 jurisdictions (states and localities).

The Multistate Tax Accountant is responsible for compiling and submitting monthly, quarterly and annual reporting of employee taxable wages; tax withholding and payments of varying frequencies; state unemployment insurance returns and payments; and state W-2 files annually. This role also maintains multistate employee and company tax profile information in the payroll system and oversees multistate tax data during payroll processing.

The Multistate Tax Accountant will act as a subject matter expert concerning multistate taxation for the Payroll Services unit and will provide guidance to university departments and employees. The person in this role will be tasked with researching regulations, making recommendations based on research, and maintaining details associated with implementing multistate payroll tax regulations. The position will review and validate PeopleSoft payroll system set up and configuration as well as implementation of tax changes. The position will also assist and serve as back up to the Payroll Tax Accountant as well as provide occasional support to the Nonresident Alien Tax Accountant.

The person who will do well in this role will be someone who can maintain high level of data integrity and accuracy, as well as be able to manage multiple deadlines. While this role has benefit of being on a tax team, the daily work is highly independent and largely self-managed. The work in this role is steady and regular, however this role also offers opportunities to refine or develop processes and collaborate on occasional tax projects. Work outside normal business hours is rarely needed, providing great work-life balance in this role. Someone who enjoys tax work, is a self-starter, keeps organized records and files, and can think full picture tax compliance will find this role a good match.

Minimum Education and Experience Requirements

Bachelor’s degree with 12 credit hours of accounting coursework; or Associate’s degree in accounting; or Associate’s degree in business or related discipline with 12 credit hours of accounting coursework; or equivalent combination of training and experience. All degrees must be received from appropriately accredited institutions.

Essential Skills, Knowledge and Abilities

The successful candidate will be detail oriented, an effective communicator, able to accurately manage and meet multiple reporting deadlines, and able to research tax questions.

Preferred Qualifications

The ideal candidate would have two years or more of experience in multistate taxation, payroll tax, with PeopleSoft HCM, and / or producing a large payroll.
