The Department of FacilitiesServices is responsible for the efficient and cost-effective operations andmaintenance of buildings and utility systems, consisting of approximately 5million square feet of space on three campuses (Somerville/Medford, Grafton,Boston and the SMFA). This role will initially be based out of Medford, MA.

 A broad range of services are provided tosupport each campus which include the repair and maintenance of theUniversities assets, asset renewal, engineering, energy and utilitiesmanagement, waste management, event management, care of grounds, janitorial andpest services. We are committed to developing the highest standards of qualityand performance and dedicated to continuous improvement across the department.This role will be responsible for day to day coordination with thesedepartments and their vendors.

We work very closely with theDepartment of Public & Environmental Safety coordinating daily operationswith Tufts Police, Fire Marshalls, & Environmental, Health & Safetypersonnel.  We also support the planning,design, construction, and turnover processes for major renovations and newconstruction in conjunction with the Department of Capital Programs. This rolewill have regulatory, environmental, and safety reporting requirements whichare to be coordinated with these departments.

The Medford/Somerville campusfacilities generate electricity, steam, hot water, and chilled water using bothcentralized and distributed boiler, chiller, power generation and heat recoveryassets. These services are distributed primarily through direct buried conduitand piping systems.  The efficiency andflexibility of these plants make them a key part of Tufts sustainability strategy.This role will be responsible for the reliable, safe, and efficient operationsof these steam plants, the cogeneration plant, and the utility distributionsystems that connect these generating systems to Tufts buildings.

This role may be asked to support facility tours, host data from the controls & metering systems, share utility planning strategies & designs, attend or prepare PowerPoint presentations for academic purposes.

Reporting to the Director ofEngineering & Utilities, the Manager of Plant Operations & MaintenancePlanning will apply professional principles, judgement, and industry bestpractices to oversee the operations, maintenance, and optimization of a newcentral energy plant, older satellite boiler and chiller plants, existingutility distribution systems, energy transfer stations, and the campus utilitysub-metering systems.

Experience with the development,administration, and most importantly, the audit of O&M contracts, servicecontracts, preventative maintenance tasks, outage plans, and calibrationfrequencies is essential for this Manger to effectively create and report anaccurate backlog on demand.  This rolewill be responsible for maximizing plant uptime and reducing financial risk byrestructuring the current staffing, on call, response time, and servicecontract models to achieve an optimal balance between available resources andfunding.

The Manager will re-define scope,train, and lead an effective team of outsourced operators and in-housetechnicians to mitigate unsafe conditions, eliminate the risk of serviceinterruptions, and ensure a timely response to critical events.  The Manager will ensure the very higheststandard of environmental compliance by working closely with Tufts EH&S,state and federal authorities. Coordination and effective communication of plant or utility activitieswith all levels of staff, including Facilities and outsourced staff, TuftsPolice, EH&S, Sustainability, and other departments is also essential tothis role. 


Within the portfolio of assetsunder this Managers supervision is a new highly automated cogeneration plantrelying on a 4MW reciprocating engine and its waste heat to create steam, hotwater, chilled water and electricity for a portion of the campus. The Managerwill continue to evolve the data points, trends, alarms and rules within thesoftware applications that create the tools and information needed to optimizethe operations, maintenance and efficiency strategies. Third party predictiveanalytics and machine learning technology further guide unique energy sourcingand risk management decisions. As a result, the Manager must maintain a closerelationship with the Tufts IT department and the various software vendors thatsupport data collection and analysis to ensure redundant and reliable access toaccurate and repeatable data sources and software operation.



Qualifications

BasicRequirements

  • Bachelor's degree and 10 years experience or an equivalent combination of relevanteducation and/or experience skills.
  • Minimumof 4 years of demonstrated supervisory experience (union/non-union) in theoperation and maintenance of a district energy system, power plant, boilerplant and/or large chiller plant.
  • Cogeneration plantdesign, engineering, planning, financial modeling, construction management,energy procurement, commissioning, reliability engineering, and emergencyoutage management may be applied to a portion of the minimum years ofexperience.
  • Strong familiaritywith one or more Computerized Maintenance Management Systems required. Maximoexperience is a plus.
  • Working knowledge ofchemical water treatment, testing methods and contract management
  • Computer literacy andexperience working with Microsoft Excel, Word and PowerPoint required.
  • Knowledge of OSHA guidelines,engineering standards and ability to manage compliance with all city, state,and federal regulations.
  • Ability to read blueprints,construction documents, and as-builts.
  • Ability to develop mutual respectthrough soliciting input, active listening and communicating, recognize diversepoints of view, and show the ability to give and receiving constructivefeedback.
  • Ability to assess, understand, andeffectively communicate the needs of the Tufts University community, whiledelivering solutions in a courteous, professional, and timely manner.
  • Ability to build strong, successfulpartnerships within the Engineering department, Facilities Department,Operations, the University, the community and service providers.

PreferredRequirements

  • Bachelor of Science or EngineeringDegree in Mechanical, Marine or Facilities Engineering.
  • EIT or Licensed ProfessionalEngineer
  • Certified Energy Manager or Auditor
  • Experience with sourcing, reviewingand making daily decisions with gas, electricity and fuel oil supply quotes
  • Experience with commodity marketanalysis
  • Experience with Rockwell FactoryTalk, OSI PI & other SCADA systems
  • Experience with the maintenance andcalibration of instrumentation, controls, valving and metering infrastructure
  • Licensed (MA or other) Operationsof a CHP, Cogeneration, or Process/Power Plant
  • Experience at an institute ofhigher education and/or healthcare
  • AFE Certified ProfessionalSupervisor, Certified Plant Maintenance Manager, or Certified Plant Engineer
  • Knowledge of the ASME, ASTM,Building, Energy, and Plumbing Codes
  • Experience working with theMassSave Program for Combined Heat & Power Systems
  • Experience with reliabilitycentered maintenance program development, barcoding, & predictivemaintenance.
  • Experience with utility billpayment, tarrif rate analysis, energy procurement.
