Primary Purpose of the Organizational Unit:

Finance and Administration is responsible for supporting the university’s teaching, research and public service mission by providing quality business and finance services to the FSU community and ensuring transparency in planning and budgeting.

Primary Purpose of the Position:

The Associate Vice Chancellor for Finance (AVCF) reports to and serves as a deputy to the Vice Chancellor for Finance and Administration (VCF&A) for all financial affairs.

The AVCF also assists the Associate Vice Chancellor for Administration (AVCA) in the administration and supervision of office operating procedures, finance system administration, and effective collaboration with other university leaders and their staffs on initiatives and projects that cut across divisional boundaries.

The AVCF brings an analytical as well as policy perspective to financial operations, toward new or proposed projects and transactions for which financial analysis (ROI, cost/benefit, cash flow) is needed in order to help senior decision-makers arrive at sound business decisions.

The position will independently manage the policy development and oversight, strategic planning, financial compliance, and operations for the University’s student accounts, budget, controller, treasury (investment and debt management), payroll functions for the University.

Description of Work Continued:

Duties & Responsibilities:

1.Leads assigned areas. Establishes service levels/metrics, goals/objectives, performance standards and measurements to ensure effectiveness and efficiency of service delivery. Evaluates reports, decisions, and results of staff and functions in relation to established goals. Responsibilities include hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints.
2.Manage the University Controller function; to include:
a.Financial reporting, general accounting, Comprehensive Annual Financial Reporting (CAFR), tax compliance and reporting, capital asset accounting, university cash management, banking operations, NCAS reconciliation, fund authority oversight, PCI compliance program in accordance with banking industry standards.
b.Serve as liaison for compliance programs; state audit, and regulatory and informational request reporting to UNC System Office, Office of State Budget and Management (OSBM), Office of State Controller (OSC), Office of State Treasurers Office (STO), Office of State Human Resources (OSHR), and the NC General Assembly.
3.Manage University Treasury operation to include: debt management reporting, debt disclosure requirement, endowment operations, foundation accounting and financial reporting for affiliated and associated entities.
4.Manage the Budget Management operation; to include statewide reporting to OSBM for capital and operating fund reporting, the biennial continuation budget process, 6-year capital improvement R&R, and appropriated new project request, salary reserve oversight, state and institutional trust fund budget management, tuition and fee setting process, and SCH and FTE reporting to UNC System Office.
5.Manage the Student Account/Bursar operation for billing, collection and loan issuance services for approximately 6,200 students each semester. PCI compliance program in accordance with banking industry standards.
6.Manages and ensures compliance for the Outcomes Assessment, Strategic Planning, SACS processes. Conducts and coordinate statistical and policy analyses, interpret and advise University decision makers via policy briefs and research reports, as appropriate; perform research/analysis of institutional data and information to support strategic planning and strategic initiatives; Represent the unit and university in internal and external committees, councils, and professional organizations, as appropriate.
7.Other duties as assigned.

Minimum Education and Experience Requirements:

Master’s degree in business administration or related field; or a Bachelor’s degree in accounting, management, finance, or business administration with substantially equivalent experience will be considered; five to seven years of progressively responsible financial management experience (or equivalent combination of education and experience) in a related field.

Knowledge skills and abilities:

1.Excellent interpersonal skills, strong background in accounting, with at least three years of managerial and supervisory experience, including ability to lead a diverse staff, and skills to direct and oversee multi-unit activities.
2.Demonstrated good judgment, high-level moral character, and the ability to provide visionary leadership, plan strategically, deploy resources and address challenges to implement change successfully.
3.Effective written and oral communication; ability to communicate with constituents across all levels of the organization as well as with internal and external stakeholders in a highly regulated and compliance driven environment.

Preferred Qualifications:

Certified Public Accountant (CPA) license and five or more years of executive leadership in business/accounting and administrative services or related area within a higher education environment.

Working at Fayetteville State University

Fayetteville State University (FSU) is a member of the prestigious University of North Carolina System. Situated in southeastern North Carolina, FSU prides itself in being in one of the most diverse cities in the country and neighbor to one of the nation’s largest military installations – Fort Bragg.

FSU has a rich history that serves as genesis for its current status as a leading institution of higher learning. A year after the Civil War ended, the Phillips School provided primary education to Fayetteville’s black citizens, and the Sumner School provided intermediate education for this population. The two schools were consolidated in 1869 and dedicated in April of that year as the Howard School, in honor of the Freedman’s Bureau chief General O.O. Howard. Seven prominent African-American men pooled $136 to purchase two lots for the first building that housed the Howard School. Robert Harris was named the first principal of the Howard School.

In 1877, the Howard School became not just the first public normal school for African Americans in North Carolina but also the first state-sponsored institution for the education of African-American teachers in the South. It was renamed the State Colored Normal School in Fayetteville that year, Fayetteville State Teachers College in 1939, Fayetteville State College in 1963, and Fayetteville State University in 1969.

While FSU’s roots are as a teacher education institution, it now offers nearly 70 degrees at the baccalaureate, masters and doctoral levels. Many of the programs are accredited by the top agencies. The university’s School of Business and Economics is endorsed by the Association to Advance Collegiate Schools of Business (AACSB). AACSB is one of the most prestigious and rigorous accrediting bodies for business programs in higher education. Currently, less than one-third of U.S. business programs and only 15% of the world's business programs have earned AACSB accreditation. Receipt of this distinguished accreditation provides evidence that FSU’s School of Business and Economics has established itself as a leader among business schools. Additionally, the Master of Business Administration program has been cited by U.S. News and World Report and The Princeton Review as one of the best graduate business school programs in the country. The Department of Criminal Justice is accredited by the Academy of Criminal Justice Sciences (ACJS). FSU’s criminal justice program is the only such program in North Carolina to hold ACJS certification.

FSU is rapidly becoming a center for research and technology. In spring 2010, the university, in conjunction with the University of North Carolina at Pembroke, cut the ribbon on the Southeastern North Carolina Regional Microanalytical and Imaging Center. The center is home to the electron microprobe, an advanced imaging tool that magnifies objects up to 300,000 times.

FSU is a partner in the community. The institution has formulated a strong relationship with the local municipality and with civic and social organizations in the area. The institution enjoys its partnership with its military neighbors. In the coming years, as a result of Base Realignment
and Closure (BRAC), Fort Bragg will be home to more than 50,000 soldiers and some of the nation’s top military brass. To address their educational needs, FSU has implemented a degree in intelligence studies with plans to offer more academic programs with the military in mind.
