Job Description
OCCUPATIONAL SUMMARY:
 
Provide leadership to SOM clinical research community with the identification, development, and implementation of strategic initiatives to meet the growing needs of the SOM’s Clinical Research Units in financial management and reporting practices, compliance, and evaluation and design of effective IT tools.  Lead the integration of the Financial Practice Managers (FPM’s)collaboration with the grants management community providing expertise and guidance on clinical research policies and procedures; include pre-award activities ( budget development and budget and payment term negotiations), and post award management (patient care reconciliation, effort and revenue management). Assist in the roll out and intergatration of OnCore Financials in each department.  Interface and coordinate with the CRU’s Research Practice Managers (RPMs), clinical research staff, and Duke Office of Clinical Research (DOCR).  This position will work closely with the Associate Dean for Finance, Associate Dean for Clinical Research, Vice Dean for Finance, and Vice Dean for Clinical Research  in developing institutional standards and systems for the conduct of clinical research including education and training, standard operating procedures, and policies; particularly in the areas of financial management, interface between grant/financial administrators and clinical research coordinators, and institutional systems development. Serve as leader to the community of Finance Practice Managers and financial staff who are involved in clinical research by providing oversight and direction.
 
WORK PERFORMED
  • Serve as an expert resource to the Clinical Research community in areas of financial practices and policies as it relates to the daily operational activities of site-based clinical research: to include financial analysis and reporting, effort management, federal regulatory grant compliance, and development of best practices to improve financial management effectiveness in the CRUs.  Serve as SOM Finance leader for the CRU RPMs and FPMs within the CRUs.  Specifically support the FPM’s, RPM’s, and their staff in terms of adherence to University and School of Medicine financial policies and procedures.

  • Advise and participate on critical system implementation projects impacting the Clinical Research Community; such as the OnCore Financials.   Engage the FPM community early in the development process to aid in adoption and support of new initiatives.  Communicate changes in policies and procedures as they occur to ensure proper messaging of the requirements are known.  Development and implement standard business processes that are aligned with institutional policies and practices, to include the flow of funds from site-based clinical research activities, appropriate project invoicing to industry sponsors and account close-out procedures with a strong focus on post-award management to ensure proper compliance with all federal regulations.

  • Work with the Associate Dean of Finance, Associate Dean for Clinical Research, and the Director of Clinical Research, together with the PRMO and Compliance offices to ensure effective management, review and oversight of patient care charge reconciliation.   Serve on workgroups as the SOM Finance Lead on the continual improvement of patient care charge segregation and reconciliation.

  • Serve as financial representative in DOCR by attendance and participation in DOCR leadership meetings.  Serve as primary Liaison for the School of Medicine Finance office to other Research Administration offices including Office of Research Contracts (ORC), School of Medicine Research Administration (SOMRA) and Office of Sponsored Programs (OSP), central University Treasury Billing Office (TBS), Office of Audit, Risk, and Compliance (OARC) and DUHS Compliance. Collaborate with the SOMRA Award Management Team on work related to the NIH Close-out and changes to post award processing involving clinical research.  Serve as SOM Finance representative to this critical initiative within Duke University by providing expertise in business processes related to clinical research.

  • Work in collaboration with Employee Travel and Reimbursement to oversee the day the day activities associated with Duke ClinCard and Research Participant payments.  Activities include onboarding new departments, acting as the SOM expert on participant payments and optimizing protocol specific participant payment workflows. 
  • Serve as the lead Finance Trainer in providing educational training opportunities to the clinical research community.  Coordinate and conduct the “On-Boarding” instructional sessions for new FPMs regarding study start-up, budgeting and negotiation, financial analysis and reporting, management of revenue and collections and effort management of clinical research staff as well as the PI.  Work includes coordinating and providing input to other offices (DOCR, ORC, SOMRA, RCC, and OARC) into the development of new training programs for the entire research community.  Provide School of Medicine leadership with aggregated financial reporting on the activity within each CRU.  Working with the SOM Finance staff supporting clinical research activities, the reporting and analyses include the items below but will change over time as key strategic initiatives evolve:
    • Regular reporting of each CRU Income Statement together with highlights of key drivers of results and areas of concern 
    • Ad hoc financial analysis and investigative reporting  for Senior Leaders in the School of Medicine
    • Reporting of financial related CRU metrics as developed
    • Financial Transaction Monitoring to the Associate Dean on critical transactions.
    • Revenue Management reporting including trend analysis for each CRU on invoicing and collections activity.  These critical tools are provided to each FPM within the CRUs and the Associate Dean for Finance. 
     
  • Provide presentations and reports of information as needed to CRU Directors, Chairs, Vice Deans, FPMs, RPMs, as well as other entity leaders and representatives from Duke Hospital, PRMO, PDC, and University.

    Preferences:

    Strongly prefer candidates with expertise in clinical research portfolio management with experience in one or more of the following areas:  working with and/or developing a clinical trials management system, contracts and negotiating, research patient interactions, billing compliance, financial analysis, financial reporting, or post-award grants management. 
     
    Experience/Skills:
     
    Minimum of five years of experience in a progressively responsible management role in clinical research.
     
    Proven track record in building credibility and strong relationships with departments and staff.
     
    Knowledge of compliance issues related to management of clinical research.

    Duke University was created in 1924 by James Buchanan Duke as a memorial to his father, Washington Duke. The Dukes, a Durham family that built a worldwide financial empire in the manufacture of tobacco products and developed electricity production in the Carolinas, long had been interested in Trinity College.
