School/Center Overview

The Business Services Division (BSD) supports the individual and collective needs of the Penn community by promoting a hospitable, customer-friendly campus environment through the provision of mission-critical services and essential operations. BSD’s mission is to provide high-quality service in a fiscally responsible manner. The Division is currently focused on three major initiatives: Revenue growth/retention through improved marketing efforts, extended services, and development of new distribution channels; driving productivity for the Division and its customers through the better use of technology, and enhancing service offerings through upgrades and expansions of facilities.


This position serves to manage all aspects of Mail Carrier operations. Responsibilities include daily supervision of mail carriers and oversight of mail service on all routes (US mail, packages, and intramural mail). Carriers are the largest group of the mail operations staff and the Route Supervisor will prepare and ensure quality control over time cards and payroll submissions to ensure strict compliance with the Collective Bargaining Agreement (CBA). All carrier operated and maintained equipment is managed by this position; vehicles, metering machines, phones and arrival tracking hardware. This includes equipment and uniform leases, maintenance, replacement and equipment support. Further, this management includes vehicle user training and overall performance accountability. Incumbent provides front line contact with both USPS and postal customers, with primary responsibility for resolving service support and customer service issues. Duties will be performed at the University mailroom, along routes, at all designated mail stops, and at USPS offices. Operational coordination with support vendors rests with this position to ensure that coordination of support, timely and accurate billing/accounting, and overall quality service levels are maintained. While not responsible for the [email protected] service program, a full and complete understanding of the system will be required, because this is a Mail Services Department responsibility and aligned with the incumbent’s daily interaction with customers.

In the absence of the Office Coordinator and/or Associate Director, this position assumes additional supervisory responsibility over part-time clerks and student interns.

This position reports to the Associate Director of Penn Mail Services.


An Associate’s Degree or two year college equivalent and 3 years to 5 years of experience or equivalent combination of education and experience is required. Minimum 2 years of experience in mail, shipping and/or logistics management. Previous supervisory experience, preferably in a unionized environment. Demonstrated experience managing a customer service operation in a profit & loss environment. Must have demonstrated ability to establish & manage relationships with vendor partners, customers and preferably, USPS. Proficiency in use of IT systems, including Microsoft Office. Ability to lift up to 25lbs; occasionally up to 50lbs. Demonstrated ability to communicate both verbally and in writing required. A valid Drivers License is required.
