Job Summary Requisition Number: 29704 Job Title: PROGRAMMER/ANALYST III Working Title: Programmer Analyst III Salary: $5,234 - $10,358 monthly Job Type: Contract Department Name: 5090-REGISTRAR'S OFFICE Department Website URL: http://www.registrar.ucla.edu/ Job Summary Statement: The Programmer Analyst III, under the general supervision of the Business Analyst and Operations Manager, Student Affairs Information Services (SAIT), will conduct various systems operations and functions in support of SAIT's Operational unit to include: (1) Design, code and execute complex reports, queries, stored procedures, SSIS jobs using SQL and other query tools. (2) Complete analysis, design and specifications in support of Corporate Reporting (3) Update and maintain application data dictionaries and systems control tables. (4) Perform production job scheduling and maintain a production calendar. (5) Analyze data requests and user access requests to computer systems and applications for appropriate use and in conformance with all State and Federal regulations. (6) Create appropriate data extracts and execute email campaigns. (7) Act as business resource for production SQL and mainframe jobs, analyzing and resolving complex productions system problems. (8) Provide advanced analytical support and administrative functions for the Operations unit in the Student Affairs Information Technology. (9) Advise users concerning FERPA/privacy rules and student data access and procedures, provide users with cost estimates for data processing services, and provide end-user support services. (10) Perform ad-hoc projects in support of SAIT Operations objectives. (11) Write and maintain precise and grammatically correct technical and systems documentation and status reports. (12) Manage daily operations of IT ticket management system. Required Demonstrated analytical and problem-solving skills. Ability to analyze operational and organizational systems; define the problem or objective; identify relevant concerns or factors or problems; formulate logical and objective conclusions. Recognize alternatives and their implications; propose alternatives; and implement procedural changes to affect desired result. Required Excellent skills in analyzing and projecting workflow trends and changes and recommending operational changes. Required Excellent skills in systems analysis and ability to perform functional analysis that is thorough, accurate, and practical. Required Excellent skills in defining data and specifications and making requests actionable. Required Working knowledge of client/server and mainframe technology Required Excellent writing skills in preparing comprehensive, well-organized, grammatically correct, accurate, detailed written specifications of complex processing requirements; specifying input and outputs; writing and implementing thorough test plans. Required Demonstrated skills in developing technical documentation, reports and proposals for technical staff. Required Excellent analytical skills in preparing reports by collecting, analyzing, and summarizing information. Required Highly effective oral communication skills in order to participate in tasks forces, committees, workgroups, conferences and to interact with management, faculty, students, staff and the public. Required Strong interpersonal skills to establish and maintain diplomatic and cooperative working relationships effectively interacting with a diverse technical staff, managers, operational staff and end-users in both administrative and academic departments with varying levels of technical expertise. Required Demonstrated ability to create and conduct training programs and consulting services to train and support staff with diverse backgrounds and varying levels of IT expertise. Required Ability to effectively ensure IT ticket issue description is accurate and actionable by engaging users for more information where necessary. Required Working knowledge of production job scheduling and maintaining a production calendar. Preferred Detailed knowledge of Federal and State Laws, University of California, and UCLA policies regarding privacy and public disclosure of student data; working knowledge of student record and policies. Preferred Ability to work independently and follow-through on assignments with minimal direction and working as part of a team. Required Ability to maintain quality service by establishing, enforcing and adhering to organization standards. Required Working knowledge of the internet, HTML, Internet Explorer, Firefox Required Working knowledge of PC Software and Microsoft Office Suite. Required Ability to independently set priorities which accurately reflect the importance of job responsibilities.
