The UGA College of Agricultural and Environmental Sciences (CAES) is among the best and most established U.S. colleges of agriculture. In its classrooms, its Agricultural Experiment Stations and its statewide network of UGA Cooperative Extension offices, the faculty and staff of CAES are dedicated to discovering, teaching, and delivering the science required for healthy living to flourish in Georgia. Preferred Qualifications

Graduation from an accredited college/university with a Bachelor’s degree plus five (5) years of experience in the field of Human Resources. Candidate’s degree should be in a field related to personnel management such as business administration, industrial relations, psychology, or equivalent. Employee Relations background a must. PHR Certification preferred.

Position Summary

This new role will serve as the primary employee relations and human resources support for UGA Cooperative Extension, and will be responsible for assisting the College of Agricultural & Environmental Sciences (CAES). It will advise and counsel management and staff on UGA policy and practices in the areas of performance management, FMLA/ADA, and benefits support. The position may be primarily based out of the CAES Business Office in Athens and report to the College’s Human Resources Director. This position will work closely with the Director of Extension County Operations, Cooperative Extension’s District Extension Directors, County Extension Coordinators, supervisors, and employees across the College.

Knowledge, Skills, Abilities and/or Competencies

Supervisory, communication & negotiating skills, the ability to work with all levels of employees/management. Previous experience and responsibility for the employee relations function, especially progressive disciplinary reviews and documentation, conflict resolution/facilitation, mediation and coaching. Must have the ability to work comfortably with conflicting priorities and demands. Must have considerable and demonstrated knowledge of MS Office suite and have experience working with HRIS. Strong analytical/problem solving skills, superior verbal/written skills a must. Ability to exercise independent judgment, use of discretion, and to manage and impart confidential information. Demonstrated ability to establish and maintain effective working relationships with peers, staff and supervisors. Ability to coordinate multiple projects.

Final candidate should possess strong organizational, interpersonal, leadership, and decision-making skills. In addition, a demonstrated working knowledge of employment law, administrative policies, and procedures is required. Candidate should have excellent oral and written communications skills and a proven ability in developing effective working relationships with administrators and staff.

Physical Demands

3. Communicate effectively via telephone, email, and in person to varied stakeholders.
4. Utilize computer technology for all applications in a manner that meets performance expectations.

Employee Relations in support of UGA Extension County Operations activities:
1. Provides effective consultation to County Extension leadership in the development, investigation, and implementation of coaching and performance management discussions. Develops effective and legally appropriate performance memos/documentation/performance improvement plans. Participate as appropriate in disciplinary proceedings including final warning discussions and/or separation discussions.
2. Provides leadership on issues pertaining to employee relations and dispute resolution, serving as a knowledgeable consultant for Extension supervisors and others in conducting difficult conversations. Ensures that where problems/issues become disciplinary actions or grievances, that employees and supervisors are aware of the procedures to be followed
3. Manage personnel issues within Extension, and coordinate with the College’s Human Resources Director and/or University Human Resources department, UGA EOO office, or UGA Office of Legal Affairs.
4. Becomes proficient and remains up-to-date on UGA policies and procedures, federal and state laws in order to provide effective consultation to management, supervisors, and employees. Effectively communicates new policies or changes to existing policy or practice.
5. Develops internal processes to support effective onboarding, information regarding UGA policies and benefits, exit interviews, etc.
6. Facilitates conflict resolution conversations between Extension employees to improve effective communication and team dynamics.
7. Develops and facilitates training including performance management, non-discrimination and anti-harassment, benefits information, etc.
8. Consults with employees and supervisors regarding FMLA, ADA, Worker’s Compensation, Short and long-term disability, and shared leave. Provides direction about documentation, processes, return-to-work, benefits and compensation during leave. Facilitates communication between employees and supervisors as necessary.
9. Provides information to Extension supervisors and College administrators on exit interviews and separation notices upon employee terminations and retirement
10. Consults with/provides training to employees on issues related to the work environment

Human Resources Administration:
1. Conduct internal reviews; support AA (Affirmative Action) Audits as required by USDA Compliance Review procedures.
2. Prepare for Federal audits and aid in implementation strategies.

4. Assist College efforts in establishing and maintain a Limited English Proficiency (LEP) program
5. Coordinate opportunities for on-line training opportunities for faculty and staff
6. Work in cooperation with College and University resources to provide professional development opportunities
7. Assist CAES Human Resources Director as needed
