ACCOUNTING TECHNICIAN III
Payroll Office
Full-Time, Non-Exempt, Hourly, Support Staff Appointment

Under the direction of the payroll supervisor, the accounting technician III primarily compiles, enters, computes, posts wages, and reconciles errors for the monthly, bi-weekly, and student payrolls, including the non-resident population of the student payroll. The accounting technician III will be expected to work closely with campus departments in all payroll and other accounting related matters. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
  • Coordinate, compile, and process staff payroll including monthly and bi-weekly as well as student bi-weekly payroll including the non-resident population
  • Utilize ADP or other payroll software to process all payrolls
  • Maintain employee confidence and protect operations by keeping human resources and payroll information confidential
  • Monitor tax compliance systems for students and employees
  • Withhold, report, and pay payroll taxes in accordance with regulations
  • Use Windstar software (Tax Navigator and FNIS) to monitor nonresidents’ tax requirements
  • Ensure nonresident payments are properly taxed in accordance with the IRS and local agencies
  • Assist in the preparation of 941s, W-2s, and 1042s
  • Provide oversight to areas of student employment, ensuring compliance with all federal, state/local laws and regulations
  • Assist with completion of student new hire forms, including I-9, W-4, direct deposit, and immigration history
  • Audit the accuracy of student I-9 records, coordinate correction of forms, and maintain I-9 filing system
  • Track student jobs, wage rates, and hours worked
  • Assist in maintaining software updates and implementations
  • Process various financial documents including, but not limited to, budget transfers, departmental/employee compensation and benefit costs, as well as institutional and work study allocations
  • Work collaboratively with payroll and financial aid to reconcile all student employment records and related assessment and reporting as required
  • Analyze, verify, and correct payroll data, deductions, retirement contributions, position information, and timekeeping records
  • Provide timekeeping instructions and training to campus departments according to College policies
  • Review personnel action forms, process compensation changes, calculate paychecks, process deductions, post payroll, print checks, and payroll reports
  • Calculate disposable income, process garnishments, and submit to appropriate state and government agencies
  • Reconcile and balance payroll general ledger accounts including gross pay, taxes, benefits, deductions, and accruals
  • Verify hours worked; overtime rates; sick, vacation, and/or holiday charges for each pay period according to the Office of Human Resources documentation and authorization
  • Keep current with regulations and best practices, including changes in IRS guidelines, technology modifications in systems/software currently used, or potential future systems/software
  • Apply and interpret IRS, Department of Labor, state, and local regulations related to processing accurate payrolls
  • Identify, research, and resolve payroll problems in a timely manner
  • Respond to inquiries from employees and supervisors regarding payroll related issues
  • Prepare journal entries, reversals, voids, deletions, and payment requests
  • Serve as primary contact person for payroll inquiries; redirect questions to appropriate colleagues
  • Provide a high level of customer service to senior executive staff as needed with the ability to monitor and calculate high income earnings
  • Work closely with the Office of Human Resources, Office of the Provost and the Dean of Faculty, and various campus departments to collect and process new hires, terminations, personnel changes, pay adjustments, benefit elections, and to resolve discrepancies while adhering to departmental procedures
  • Upload flexible spending account and dependent care deductions through Group Dynamic secure portal
  • Report all pledge and donation deductions to the Division of College Advancement
  • Reconcile and submit payment requests for all College benefit programs
  • Update policies and procedures for any changes impacting payroll processing activities
  • Assist payroll manager with fiscal and calendar year-end close including annual audit
  • Perform additional duties as assigned; duties, responsibilities, and activities may change at any time with or without notice
QUALIFICATIONS:
  • High school diploma or equivalent required; professional coursework or post-secondary education preferred
  • Experience working with confidential information and the ability to maintain confidentiality is mandatory
  • 3 or more years of accounting or business experience; education or experience in payroll taxation and/or processing is a plus
  • Proven ability to utilize and develop computerized spreadsheets and word processing applications, and to learn, understand, and use various software products
  • Strong analytical skills including the ability to extract, analyze, and adjust data within multiple computerized systems
  • Talent to work in a high paced environment and manage stress working under pressure, while multitasking to meet deadlines
  • Solid organizational skills with the ability to prioritize multiple assignments, adapt to changing priorities and situations, deliver under the pressure of deadlines, and follow-through on completion of assignments
  • Excellent time management and customer service skills including the ability to establish and maintain effective relationships with other staff members and the College community
  • Ability to consistently look for ways to improve and develop efficiencies and assist with them in the payroll process
  • Proven listening and communication (written and verbal) skills including excellent grammar, spelling, and follow-up with all staffing levels
  • Able to follow directions and be able to accept supervisory input and constructive criticism
  • Motivated self-starter with proven abilities to work independently with minimal supervision
  • Maintain punctual and consistent attendance to guarantee all payroll processes are complete according to the College’s payroll schedule
  • Must be accurate, extremely attentive to detail, prompt, and dependable
  • Exercise good judgment in applying and interpreting policies, procedures, and regulations
  • Ability to make an impact through work as a member of a team and diverse community
KEY RELATIONSHIPS:
This position reports to the payroll manager within the Office of Financial Services and regularly interacts with students, staff, faculty, and outside constituencies.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
General open office and campus environment. Position involves sitting, although frequent movement is necessary. Occasional lifting is required. Computer usage involving repetitive hand/wrist motion is also necessary.
