Job Description:

The Assistant Vice President (AVP) for Human Resources is a member of campus administration responsible for the leadership and administration of personnel services including but not limited to: operations, recruitment, budget, employment, classification/compensation, benefits, employee labor relations, policy implementation, staff training and development. The AVP for Human Resources reports directly to the Executive Vice President for Administration.

The AVP for Human Resources will provide oversight of the staff, budget and operations of the Office of Human Resources, which includes four (4) professionals and three (3) support staff. The incumbent will work closely with the College President, Vice Presidents, Deans, Directors, and Chairs on all aspects of the college's activities to provide subject matter expertise and guidance in all areas of human resources and will contribute to the institution's organizational strategic planning goals.

The position includes responsibilities as the college's Affirmative Action and Ethics Officer. In this role, the incumbent encourages and supports an atmosphere conducive to high faculty and staff morale; provides fair and objective reviews of all questions of concern to the faculty and staff, and evaluates the results of such endeavors. The incumbent will provide leadership in fostering a climate of diversity, inclusiveness and respect.

The Assistant Vice President is responsible for:

  • Labor relations and administration of contracts with employee bargaining units.
  • Advising college staff in matters relating to effective personnel management.
  • Overseeing all areas of human resources in risk management and compliance with federal, state, and local laws related to employment and employment activity and compliance with State University of New York (SUNY) and ESC policies.
  • Representing the College at SUNY-wide human resource and affirmative action meetings.

The successful candidate will need to demonstrate the ability to:

  • Develop a Human Capital Plan (HCP) to assess, plan, and deliver a strategy for human capital challenges and needs.  The HCP ensures an end-to-end strategy that includes: recruitment, onboarding, training, retention efforts, diversity management, affirmative-action, quality-of-life matters, benefits delivery, customer service, separations and retirements.
  • Maintain effective communication with faculty and staff in regards to human resource issues such as training, development and performance management.
  • Articulate and operationalize a strategic vision for the Office of Human Resources.

 Requirements:

Required Qualifications:

  • Bachelor's Degree from an accredited institution.
  • 8+ years of progressively responsible experience in human resources leadership.
  • Proven leadership, management and decision making abilities.
  • Excellent customer service and problem solving skills.
  • Demonstrated experience in a culturally diverse environment and a high level of ethics, integrity and confidentiality.

Preferred Qualifications:

  • Master's Degree from an accredited institution.
  • Higher education or New York State human resource experience in a senior leadership or supervisory role.
  • Experience with New York State Department of Civil Service (classification, staffing, recruitment).
  • Strong knowledge of SUNY policies and union agreements (language and the administration of) and/or experience working in a union environment.
  • Experience within SUNY and Research Foundation, including experience with HR systems such as SUNY HR, PayServ, NYSTEP, and NYBEAS.

This position is located in Saratoga Springs, NY. Some travel is required. VISA sponsorship is not available for this position.

 Rank/Salary:  Commensurate with experience.
