Job Description
Occupational Summary

Advise and assist management and staff on employee issues and concerns through communicating, interpreting and recommending appropriate use of human resource policies and procedures, and services and programs offered by Duke University/Duke University Health System. Serve as a lead, resource capacity for other HR staff and in initiating new programs.

Use skills in data collection and analysis, negotiation and policy-making, along with knowledge of labor law and collective bargaining procedures to maintain the positive relationship with our employees
 

Work Performed

  •  Advise and assist management and staff to respond to employee issues and concerns by interpreting applicable HR policies and procedures and making responsible recommendations in these areas as necessary and appropriate; initiate recommendations for appropriate measures to address underlying systemic problems or issues represented  by the expressed concern, including but not limited to, suggestions on policy clarification or development, appropriate training or other development interventions.

  • Serve in a specialist, liaison capacity for Staff & Labor Relations and respective entities; evaluate and research professional trends and issues in specialty areas relevant to HR; educate other HR staff about specialty to ensure consistent and equitable application of HR policies and procedures; collect, research and disseminate appropriate internal and external material on HR issues and trends, and provide in-service training support as well as the development of Duke-wide programs to enhance understanding of this material as needed; identify and recommend new policy or program initiatives in specialty areas designed to enhance delivery and quality of service.

  • Apprise the Director and Associate Vice President of Staff & Labor Relations of organizational issues, problems or trends; prepare reports, analyses and other written communication setting forth progress, adverse trends and appropriate recommendations or conclusions as necessary or requested.

  • Implement and coordinate HR programs supporting organizational strategic objectives for creating and maintaining   a model work place, including but not limited to, promotional career advancement programs, employee    participation and input vehicles, and management development and training. Provide staff support on implementing major organization-wide projects, including but not limited to, employee opinion surveys, multi-cultural awareness and sensitivity programs and employee advocacy/conflict resolution procedures. Identify problem employee relations areas that impede organizational progress; recommend appropriate interventions and/or other corrective actions as needed.

  • Determines the appropriateness of proposed disciplinary action to address employee misconduct, and oversees the disciplinary process to ensure compliance with University, Health System, Federal, State, and local laws and/or regulations. Will work with administrators and managers to ensure compliance with collective bargaining agreements.

  • Investigates labor relations problems and assists with the coordination of appropriate responses to effectuate satisfactory resolution, serves as a representative at hearings, grievances, and meetings regarding labor relations matters.

  • Will participate in the interactive process to identify and assess options for providing reasonable accommodations and access to eligible employees in accordance with the ADA and other disability laws. Provides guidance and assistance to supervisors/managers regarding interpretation, compliance, and enforcement for FMLA.

  • Perform other related duties incidental to the work described herein.

    Qualifications:   

  • Experience working in a University/Health System is desirable

  • Project management and leadership sills, including ability to work as a team member.

  • Demonstrated ability to coordinate a high volume of diverse assignments, effectively handling competing priorities, maintaining a high level of confidentially, and maintaining attention to detail.

  • Experience with presenting and conducting training sessions.  Knowledge of research, analysis, and consulting techniques, federal, state and local government laws and regulations.

  • Excellent verbal and written communication skills, interpersonal skills involving the ability to establish trust, maintain confidence and understand social behavior and interactions.

  • Ability to work with all organizational levels, to influence actions and negotiate outcomes

  • Ability to work tactically and strategically with client partners on labor issues.

    Minimum Qualifications
    Education:Work requires organizational, analytical and communication skills acquired through the completion of a bachelor's degree program.
     Experience:Work requires three years of progressive business, administrative and/or supervisory experience, at least one year of which is directly related to employee and/or labor relations to acquire competence in applying human resource policies and practices related to employee and/or labor relations. A master's degree in a related field may be substituted for 2 years of general experience. At least 3 years of employee relations/labor relations experience is highly preferred.  Previous employee relations experience within a hospital or healthcare setting strongly preferred.

    Duke University was created in 1924 by James Buchanan Duke as a memorial to his father, Washington Duke. The Dukes, a Durham family that built a worldwide financial empire in the manufacture of tobacco products and developed electricity production in the Carolinas, long had been interested in Trinity College. Trinity traced its roots to 1838 in nearby Randolph County when local Methodist and Quaker communities opened Union Institute. The school, then named Trinity College, moved to Durham in 1892, where Benjamin Newton Duke served as a primary benefactor and link with the Duke family until his death in 1929.
