School/Center Overview

The Division of Finance is responsible for an array of centralized financial functions of the University. Our various departments are responsible for administrative services that support financial accounting and disbursement activities, research administration, external and internal investments, cash and debt management, risk management and student registration and financial aid.


Reporting to the Executive Director, Global Support Services, with significant coordination with the University Tax Office and Penn Global networks throughout the University, the Director of Global Operations and Compliance will provide a “one-stop” approach for comprehensive in-country international tax and business advice for ongoing and proposed international activities, operational implementation assistance, as well as facilitation of regulatory compliance and operational risk mitigation. The Director will participate and coordinate with Tax and third party providers in managing the global tax and operations function, including analyzing information to formulate and support policies and strategies and compliance requirements. Monitor federal, state and local laws and regulations as they relate to international activity and lead/perform activities necessary for planning and managing any foreign tax law and regulatory compliance associated with Penn activity abroad.

Specific Duties/ Responsibilities:
Assist with strategic planning and implementation of programs overseas, including contracting for revenue-generating activity and evaluating the financial consequences as well as PE exposure and tax compliance requirements.

Coordinate best practices for budgeting, operations and risk management for global programs, working with School/Center business offices as well as Central administrative offices to ensure overall compliance with US and foreign regulations as well as Penn policy.

Develop and maintain website information, manuals or other communications providing guidance related to tax, legal and compliance policy outside the US. Maintain awareness of international tax and business issues and develop risk management and compliance strategies on a country by country basis.

Manage, track and perform the activities (including oversight) for foreign tax and business filings, registrations or response to inquiries from local governments related to Penn entities and/or Penn activity abroad.

Provide guidance and coordinate with UPHS finance and tax personnel to address international activity issues related to Health System foreign entities or personnel conducting business or engaged in activity outside the US.
Direct and/or coordinate with Penn US Tax and third party providers, activities related to international audits performed by foreign tax jurisdictions or related to foreign activity.

Manage ad hoc operations working groups tasked with specific global business process improvements or development of global operations policy. Manage content and track progress, project manage and coordinate, with ED, GSS and the Global Operations & Support Council initiatives as well as contributing to relevant quarterly meeting content.


Ideal candidate will have demonstrated leadership and supervisory skills including conflict resolution. Excellent planning and organizational skills and communication skills. Attention to detail and accuracy. Ability to multi-task and mange deadlines. Strong analytical and problem-solving skills. Ability to interpret complex research and educational policies and assimilate information from a wide range of resources in order to provide advice and consultation to faculty and staff. Experience with Penn financial systems preferred. Experience in multi-national business operations preferred.
