Foundations Accounting and Investments (FAI), under the direction of the University Treasurer, is responsible for providing investment, financial reporting, budgeting, accounting, & corporate governance oversight for eight (8) University-related foundations, the NC State Investment Fund, Inc. now including the NC State Intermediate Term Fund under its umbrella, the Endowment Fund of NC State University, the Alumni Association, the NC State Partnership Corp. and its seven (7) active LLCs, and an Executive Education, LLC subsidiary for one of the foundations. Each of these entities provides substantial resources in support of the University through its various colleges. As of June 30, 2018, these responsibilities included oversight for approximately 10,000 funds with a combined market value in excess of $1.7 Billion.

Essential Job Duties

The Director of Accounting and Information Services position is a high profile position interacting with numerous persons both inside and outside of the department, as well as outside of the University, including state auditors, external auditors, foundation and University Endowment Fund board members, and outside consultants. One of the primary responsibilities for the position includes oversight of the accounting and information systems services provided to the FAI office, and provided from the FAI office to external customers. Due to the variety of types of entities overseen by FAI (fundraising entities, investment company, membership association, the Endowment Fund, golf course, etc.), there are significant challenges in utilizing existing systems in a way that meets the systems requirements and business needs of each entity. This requires a thorough understanding of the unique accounting needs of each type of entity, (some entities are on GASB basis and some on FASB basis of accounting) and of the systems capabilities available to also meet those needs. The primary areas of responsibilities include systems services for systems currently in use as well as new systems, software, or upgrades utilized by the office in the future. Current systems used by FAI include PeopleSoft Financials (including WRS and the Chartfield Request System module), OnBase, and Fundriver. Additionally, there is extensive overlap and daily feed and interface with the ADVANCE system (maintained by Advancement Services, but with a very heavy interface with the Financials system which is maintained by FAI). There will be an extensive Advance System upgrade within the next 2-3 years.
The position will serve as the Data Steward for all FAI financial systems, and will serve as a voting member of the Financials Steering Team (chaired by the Controller’s Office, with heavy input from the Enterprise Applications Systems unit). As data steward, the position is responsible for insuring 1) that adequate systems controls exist, 2) that changes needed by FAI are brought forward to the Steering Team and that changes are appropriately considered, 3) provide input to the Steering Team on how EAS resources are utilized among all of the financial central offices, and 4) that FAI’s systems needs are met.
As budgetary constraints put pressure on all departments, one of the primary ways to deal with the constraints is to focus on process improvements to insure that processes are operating as efficiently and effectively as possible. This position will be responsible for leading the department in identifying, evaluating, developing, and implementing changes focused on improving efficiencies. Such changes may be process or procedural changes, systems implementations/enhancements/modifications, or a combination of both. This will require working with the different units within FAI to identify where process improvements are needed and can be made, and then working with the appropriate persons/units within FAI, within the division, or other external units such as Enterprise Applications Systems (EAS), Advancement Services, the Controller’s Office, Foundation Business Officers, or other units as needed, to develop solutions.
Another primary responsibility of the position includes high-level oversight of the Endowment Fund board meeting process for materials identified for, and prepared on behalf of the University Treasurer. This function involves a high degree of visibility and interaction with the University Treasurer. The Senior Director of FAI is an Officer of the Endowment Fund, and due to the high profile of this board (includes Chancellor and Trustees), this position ensures the EF Board’s financial materials are accurate.
This position is also responsible for supervision of two Business System Analysts whose responsibilities include not only systems oversight but also the Foundations and LLC budgets, establishing of new funds processes through the chartfield request system, review of new endowment legal agreements, internal audits and F&A dashboard materials. This position will coach employees within the department to help enhance overall employee competencies.
Other areas of responsibility overseen by this position include special presentations or projects requested by the Treasurer/Assistant Treasurer or Senior Director – FAI, and other special projects including participation in University-wide system initiatives that may impact FAI, evaluation of new system resources (software, hardware, etc.), problem solving by identifying creative solutions utilizing a combination of accounting and systems skills, and serving as a liaison between FAI and the other financial central offices, as well as serving as a liaison between FAI and campus customers in the systems area.

Other Work/Responsibilities

Special Projects – the FAI office is almost always involved in one or more special projects at any given point in time. These projects may be at the request of the Chancellor, the University Treasurer, Board members, or the Senior Director – FAI. In addition to handling various special projects, this position will be responsible for training FAI staff or how to handle special projects including coordinating, and utilizing resources as necessary in order to complete the project.

Minimum Experience/Education

Bachelor’s Degree in Accounting, Business, Finance or Other Discipline related to the area of assignment with 12 Credit Hours of accounting coursework and three years of professional accounting experience, of which at least one is supervisory; or equivalent combination of training and experience.
Some positions may require additional credit hours of accounting coursework. All degrees must be received from appropriately accredited institutions.

Departmental Required Skills

Considerable knowledge of accounting, internal controls, auditing and analytical principles and practices; knowledge of non-profit accounting procedures and principles, and the ability to work effectively under pressure with minimal direction is essential. Must demonstrate proficiency, or ability to achieve proficiency and develop new applications, in spreadsheet, database and graphics software. Excellent written and verbal communication skills are necessary as successful candidates will be expected to explain standard accounting practices and procedures for programmers as applicable to the foundations’, the LLC’s, and Endowment Fund’s customers. Must be able to establish and maintain effective working relationships with departmental staff, campus customers, College Business Officers, Deans, University and foundation management, trustees, board members and external consultants.

Preferred Experience, Skills, Training/Education

Experience with PeopleSoft FINANCIALS System, unitization systems, Quickbooks and expert level Microsoft Office skills.
A concentration in accounting, business administration or other curriculum that would provide a core curriculum in financial management coursework and four years of accounting experience. Prior experience with system implementations or upgrades, and ability to work with a variety of systems with accounting, financial and/or compliance inputs is strongly preferred.
