Required Qualifications (as evidenced by an attached resume):  

Bachelor's Degree (foreign equivalent or higher). In lieu of a degree, Four (4) years of full time directly related experience, or a combination of higher education and experience totaling four (4) years may be considered.  Four (4) years of full-time directly related progressively responsible operational experience including two (2) years of supervisory experience in public sector emergency service. A graduate of a certified New York State Police Academy or currently a certified DCJS police officer.  Experience in special events planning and community relations.  Must have, keep and maintain the appropriate valid NYS Driver’s License; have a motor vehicle record which is free from major violations or a pattern of repeat violations.  (***Out-of-State Applicants, see "Special Notes”).

Preferred Qualifications:  

Masters Degree (foreign equivalent or higher).  Additional (5+) years of full time directly related, progressively responsible operational experience.  Knowledge and experience in National Incident Management (NIMS) and the Incident Command System (ISC).  Familiarity with the operations of an educational institution.  Knowledge of the provisions of the Jeanne Clery Act.   

Brief Description of Duties

The Inspector will provide consultation to the University Community on special events on campus and will actively plan, coordinate and supervise all campus and surrounding community events where the Police Department services may be requested. Must have the ability to communicate clearly and concisely, both verbally and in writing.  The successful incumbent must have experience working with diverse groups.


Special Events Planning:
- Develop operational plans for all special events on campus and the surrounding community utilizing the four phases of Emergency Management;
1.  Mitigation, which includes planning that will decrease the likelihood an event will occur.
2.  Preparedness, which includes the development of policies and protocols as well as training and exercises.
3.  Response, which includes coordinating actions of emergency responders.
4.  Recovery, which includes actions to restore the University to normal operations.
 

- Coordinate with Chief of Patrol to ensure staffing levels for patrol and special events is sufficient to maintain operations of the department.

- Complete all Operations Plans for Chief of Patrol. 

- Coordinate the usage of Parking Services personnel when necessary, into special event operational plans.

- On-site Supervisor for all events as required by Chief of Patrol.

- Attend all meetings with various University departments and student groups that are planning events that require University Police resources.

- Review and recommend improvements in University Policies and procedures concerning major events.

- Conduct all security checks on suggested entertainment groups prior to signing contract.

- Write and submit contracts for services rendered to other University Departments.

- Coordinate all posted overtime for department members (Lieutenants, Police Officers, Security Guards, for contractual compliance. 

Management Duties:

- Participate as part of the University Police Management Team.

- Supervise performance of administrative tasks associated with job functions.

- Be designated “in command” when highest ranking member on duty.

- Must maintain the ability to carry a firearm.

- Represent department at meetings as necessary.

- Serve on committees as designated by the Chief of Police.

- Coordinate Patrol Overtime.


Supervise Maintenance of Vehicle Fleet:

- Primary contact person with Auto Repair Facility. 

- Research and maintain knowledge of modern equipment and vehicles.

- Assess the condition of vehicles for repairs, surplus, damages, etc.

- Contact person to Confidential License Plate Program.

- Register and annually re-register all unmarked cars per Confidential Plate Program and DMV.

- Order vehicle supplies. 


Oversee UPD Equipment:

- Oversee Department Quartermaster Section

- Primary contact person for UPD equipment, including portable and mobile radios, Laser Unit, Radar Unit, Field Sobriety Test Unit, LiveScan, Soft Body Armor, Battery Recycling, etc.


Other duties or projects as assigned as appropriate to rank and departmental mission.


Special Notes:   

This is a full-time appointment. FLSA Exempt position, not eligible for the overtime provisions of the FLSA. Minimum salary threshold must be met to maintain FLSA exemption. Night and weekend work may be required.
