Reporting to the Budget Director, this position will assist in preparing, analyzing and monitoring data for the GSU operating budget including internal and external reporting according to specified deadlines. This position will ensure compliance and understanding of all data related to and used for monitoring and reporting of budget, projections, actuals and ad-hoc analyses. This position serves as the liaison with the University units regarding the day-to-day operations of OBFP (Office of Budget and Financial Planning).

Essential Responsibilities:
•Provide leadership and vision with the use of information, data, and research in
planning and decision making. Work in a collaborative manner with University departments and others to present and interpret financial, HR, and student related data.
•Participate in the University’s annual budget development process. Identify major areas of concern and make recommendations to alleviate any unfavorable outlook. Monitor, review and revise the operating budget working with unit heads and University leadership to align with the strategic plan. Provide timely analyses to support decision making.
•Provide support and respond to inquiries concerning the budget and related activity. Identify and provide closure on financial issues, system and process issues, and reporting needs. Develop standard key performance indicators and prepare comprehensive analyses as needed.
•Perform position control management and related budget process management in coordination with HR, Financial Services and University Units.
•Coordinate with Institutional Research to compile and prepare data for compliance and regulatory reporting. Provide information to the University community based on those submissions and the results from other institutions.

Other Responsibilities:
•Ensure data integrity and compliance including internal controls, internal /external audit requests
•Maintain the Budget & Financial Planning web page and related content on the GSU Portal
•Lead direction and training for University staff on budget process, systems and data management
•Assume responsibilities for special projects as assigned
Base Salary: $60,000.00

Minimum Qualifications

1. Bachelor’s degree with a major in Accountancy, Business Administration, or a field related to the
position.
2. Three (3) years of professional experience in a supervisory or managerial capacity in the fields of
Accountancy, Business Administration, or a related professional field.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs)
1. Knowledge of general accounting, budgetary, and management principles, practices, and
procedures.
2. Knowledge of (or ability to learn) governing board, university or departmental policies, rules, and
regulations affecting budget operations or related areas.
3. Knowledge of economic and accounting principles and practices, and the analysis and reporting of
financial data.
4. Skill in using analytical software tools, data analysis methods, and other computer applications.
5. Skill in collecting, analyzing, and organizing technical data.
6. Ability to analyze and prepare documents, reports, and correspondence.
7. Ability to manage a budget and work within the constraints of that budget.
8. Ability to analyze, organize and prioritize work while meeting multiple deadlines.
9. Ability to manage assigned activities, including the direction of personnel and coordination of
programs.
10. Ability to communicate and work effectively with wide range of constituencies; collaborate and
build strategic relations in a diverse community inside and outside of the organization; strong
interpersonal and communication skills.
11. Ability to communicate effectively in both oral and written form.
12. Ability to identify problems, evaluate alternatives, and implement effective solutions.
13. Ability to exercise sound judgment in making critical decisions.

Preferred Qualifications

•Five years professional experience in one or more of the following areas: budgeting, financial research methodology, accounting, statistics, business or data management
•Five years progressive work experience in higher education or possess a strong enthusiasm to learn about higher education (University, Community College or state agency associated with higher education preferred)
•Master’s degree in business or related concentrations with graduate coursework in financial data, statistics and/or data management
•Knowledge and familiarity with Ellucian ERP systems (Colleague)
