Under direct supervision of the Dean of Student Services in accordance with provisions of the education code, the rules and regulations of the Board of Governors of the California Community Colleges and the policies of the district, the Director of Disabled Students Programs & Services (DSP&S) will be responsible for the following:

  • Plans, develops, directs, supervises, implements and evaluates all aspects of the DSP&S program at Clovis Community College;
  • Ensures compliance with the requirements of Title 5, the Americans with Disabilities Act and Section 504 of the Rehabilitation Act of 1973 and all other applicable Federal and State regulations regarding student access to facilities and instructional programs;
  • Serve as the College 508 Compliance Officer;
  • Acts as a resource to identify and address architectural and accessibility related barriers on the college campus and its satellite site;
  • Shares responsibility to advocate for the DSP&S program in collaboration with the dean of student services and vice president of student services;
  • Creates, plans and implements college recruiting activities and materials designed to facilitate the enrollment of students with disabilities;
  • Coordinates with other student services departments to ensure that students with disabilities have equal access to enrollment services, financial aid and other student success initiatives; recommends system improvements that better supports students with disabilities;
  • Initiates, compiles and maintains all DSP&S related records and data required by the California Community College Chancellors Office and other official regulatory agencies;
  • Develops and updates ongoing functional mission and strategic planning (including goals, objectives and learning outcomes) to facilitate and increase accommodation services in order to increase student success;
  • Creates and maintains an assessment plan to measure program learning outcomes and Developmental Service course student learning outcomes to ensure the effectiveness, relevance of accommodation efforts, and to improve student learning;
  • Assists in the development of DSP&S Developmental Services course curriculum and direct scheduling of all section offerings for each college location;
  • Monitors faculty loads for Developmental Services course offerings at each college location;
  • Maintains and ensures appropriate use of district-wide student-tracking databases through Colleague and other systems as appropriate;
  • Supervises and provides support to DSP&S staff in the evaluation and interpretation of disability documentation to establish service eligibility;
  • Supervises and provides support to DSP&S staff in the determination of accommodations and auxiliary aids appropriate to specific disabilities and consistent with disability law and standards of practice in higher education;
  • Coordinates with other district DSP&S Directors the development, design and implementation of procedures, forms and materials required for efficient DSP&S operations;
  • Coordinates the delivery of support services such as learning disabilities assessment, readers, note takers, tutors, interpreters, real time captioning, test proctors, etc.;
  • Ensures that appropriate alternative formats of printed material are available;
  • Researches and implements new technologies for the delivery of DSP&S services;
  • Serves as DSP&S program liaison to community agencies and educational institutions;
  • Responds to requests for information from students, staff and the public regarding DSP&S programs;
  • Develops and maintains resources and referrals to support student accommodations;
  • Responds to inquiries regarding established policies and procedures pertaining to disability services;
  • Acts as a resource for faculty and staff on complex issues related to the provision of services for students with disabilities;
  • Educates faculty and staff on compliance with Federal and State regulations;
  • Develops and presents training activities on best practices for supporting students with disabilities;
  • Provides guidance and advice on reasonable accommodations related to functional limitations and educational challenges of students with disabilities;
  • Works with staff and/or students and external advocates to effectively resolve issues related to accommodations;
  • Represents the college and its centers in regional and state-wide professional organizations and activities, professional conferences, workshops and webinars;
  • Anticipates the unique disabilities requirements of veterans of military service and develops an appropriate service response in collaboration with psychological services, veterans services and community based service providers;
  • Participates and provides support in the hiring and training of all faculty, classified staff and student aides assigned to DSP&S;
  • Provides supervision and oversees evaluation of all faculty, classified staff and student aides assigned to DSP&S;
  • Compiles data and generates reports related to DSP&S operations;
  • Maintains and monitors budget records and expenditures for the DSP&S program in compliance with local, state and federal guidelines;
  • Initiates and develops plans and activities for external funding to enhance programs and services in coordination with appropriate campus departments;
  • Develops recommendations for the allocation of fiscal and staff resources;
  • Participates in and provides leadership for committees as assigned, department meetings, and district-level activities when appropriate;
  • Assists in the advancement of the institution’s vitality and growth; and
  • Collaborates closely with the appropriate staff at each college location.
  • Assignment may include coordination with the District on the implementation of DSP&S centralized services.
Minimum Qualifications
  • An earned master’s degree from an accredited college or university AND one year of formal training, internship, or leadership experience reasonably related to the administrator’s administrative assignment;


  • Possession of a valid California Community College Supervisory Credential.

In addition, all candidates must have two years full-time experience or the equivalent within the last four years in one or more of the following fields:

  • Instruction or counseling or both in a higher education program for students with disabilities;
  • Administration of a program for students with disabilities in an institution of higher education;
  • Teaching, counseling, or administration in secondary education, working predominantly or exclusively in programs for students with disabilities; or
  • Administrative or supervisory experience in industry, government, public agencies, the military, or private social welfare organizations, in which the responsibilities of the position were predominantly or exclusively related to persons with disabilities.

All applicants must have demonstrated sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students, as these factors relate to the need for equity-minded practice.

Desirable Qualifications
  • Direct or related experience in managing and supporting staff teams serving students in higher education or similar settings;
  • Knowledge of Title 5 regulations and implementation, policies and practices related to DSP&S programs and services;
  • Teaching and/or training experience;
  • Experience counseling this population of students;
  • Understanding of, and experience with, assistive technology;
  • Demonstrated successful experience in the development and management of grants;
  • Demonstrated ability to engage in the active and successful pursuit of desired resources from individuals, corporations, government agencies and foundations;
  • Recent experience working with African American, Latinx, Native American, and other racially minoritized students and an understanding of how historical patterns of exclusion of these groups in higher education shape patterns of participation and outcomes;
  • Willingness to examine and remediate one’s relational practices to more effectively engage and support racially minoritized students;
  • Experience and skill with addressing issues of equity;
  • Potential for contribution to institutional vitality and growth; and
  • Knowledge of the community college and its mission and goals.
Conditions of Employment 223 duty days and 22 vacation days for a total of 245 days. Salary and Benefits

The current annual salary range for this position is $108,727 – $137,010. A doctoral stipend of $2,082 is available. In addition, the District offers an attractive fringe benefit package including medical, dental, and vision coverage for the employee and dependents, and life insurance. Employees are also members of the California State Teachers’ Retirement System (CalSTRS).

NOTE: The District is currently conducting a compensation study for all academic administrator positions. Once completed, this assignment’s salary may change.

Selection Procedure

The selection committee will rate responses to the interview questions, teaching demonstration, and writing prompt (if applicable). Based on this rating, a small number of applicants will be selected as the “recommended candidates”. These candidates will be forwarded to the Vice President of Student Services and College President for final interviews.

A hiring recommendation will be made by the College President and forwarded to the Board of Trustees of State Center Community College District for final approval.

This is an academic management position, exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for formulation and implementation of district policies, regulations, budget decisions, and supervision of personnel including assignment of work, evaluation of performance, adjusting grievances, recommending hiring, transfer, suspension, layoff, recall, promotion and termination.
