Job Summary: The Staff Engineer II provides technical assistance in engineering matters, reviews outsourced construction documents, provides construction documents for in-house projects, reviews and comments on construction work, and maintains University Design Standards for the university community.

Additional Department Summary: The Commissioning Engineer will design, manage, and oversee all aspects of the commissioning / retro-commissioning process of technically complex buildings at The University of Alabama Campus. The Commissioning Engineer is responsible for developing and implementing commissioning / retro-recommissioning plans for campus buildings based on information set forth in the original building design requirements, engineering design and construction documents, building modifications, as well as information gathered from users, field surveys, and code research. The Commissioning Engineer provides oversight, technical assistance, functional direction, and/or supervision to engineers, maintenance managers, technicians, maintenance trades, and others in support of the commissioning / retro-commissioning process. Serves as the Project Team Leader for all Retro-Commissioning projects. Provides engineering support and assistance for other campus events. Under limited direction, this position is responsible for performing a full range of engineering functions requiring an extensive knowledge of building commissioning and retro-commission processes. These functions include, but are not limited to: • Develop campus wide recommissioning / retro-commissioning plans standards, design criteria, equipment specifications, and scopes of work. Implement management systems to maintain those standards and specifications. • Provide technical expertise, direction, oversight, and coordination of all activities required to implement building commissioning / retro-commissioning processes and strategies in campus buildings. • Supervise, direct, and/or coordinate the work of other engineers, skilled tradesmen, and designers. Provide technical assistance. • Evaluate, access, and analyze the current state of the building’s mechanical, electrical, and plumbing components and systems on campus. Identify and implement opportunities to improve maintenance and reliability of the campus systems. • Provide engineering support during construction and renovation projects, including reviewing design specifications and drawings, and responding to request for information from contractors. Inspect construction and renovation projects to ensure adherence to University Design Standards, specifications, and quality workmanship. • Assist with the development of long-term campus growth requirements, strategies, and campus master plans.

Required Department Minimum Qualifications: A Bachelor’s degree in mechanical or electrical engineering, or engineering discipline from an accredited program. Must have a minimum of five (5) years of work experience in the design, commissioning, maintenance, and/or testing of chillers, boilers, HVAC systems, and/or Building Automation/Management Systems; and must have a minimum of three (3) years of work experience leading a commissioning / retro-commissioning team, where responsibilities included developing and delivering the final commissioning product at a University, industrial facility, research institution, or similar organization that has a large number of varying types of facilities related HVAC equipment.

Must be a Certified Commissioning Professional, or have a Commissioning certification from NEBB, or similar organization; or have the ability to become certified within one year of hire. Certification in Commissioning will be accepted in lieu of PE license.

Must be willing to work long and/or unusual hours to include nights and weekends depending on the schedule of campus events. Valid U.S. driver’s license. Must be at least 21 years of age at time of hire and have an acceptable motor vehicle report as determined by the insurance carrier. Final candidates who are not current University of Alabama employees must submit to and successfully pass a post-offer drug screen.

Skills and Knowledge: Must have a high level of understanding of building systems across disciplines; including electrical, mechanical, plumbing/piping, and HVAC system controls. Must have a comprehensive understanding of Facilities related maintenance processes including a wide-ranging knowledge of the means and methods, tools, materials, and equipment used by HVAC maintenance. Must have a comprehensive understanding of Direct Digital Control (DDC) and be proficient in programming DDC systems and Building Automation Control Systems. Must have the ability to implement advanced HVAC system control strategies. Must have a comprehensive understanding of HVAC testing and balancing concepts and strategies.
Must have a strong knowledge of ASHRAE and other appropriate codes pertaining to HVAC mechanical system design, operation, and maintenance. Must have the ability to interpret all codes, guidelines and standards related to commissioning, design and construction, and sequences of operation.

Requires initiative, great attention to detail, accuracy, and ability to prioritize and multi-task. Must have excellent interpersonal and customer services skills, and maintain a positive attitude while dealing professionally with co-workers, clients, vendors, etc. Must be able to work independently with limited supervision while still being a team player. Must have good communication skills, both written and verbal. Must have the ability to read, analyze and interpret mechanical, electrical, and plumbing drawings/specifications, blueprints, schematics and Operation and Maintenance manuals, and do material takeoffs. Must have a thorough knowledge of Microsoft Office and other computer management systems, and the ability to effectively use these for purposes of efficiently managing projects, personnel, inventory, purchasing, communication, and reporting. Must have basic accounting skills. Must have ability to organize work and time in an efficient manner and the ability to initiate and support continuous improvement methodologies. Must have the ability to perform on-site inspections. Must be able to lift, handle and maneuver the tools, materials and supplies of the job.

Preferred Qualifications: Proficiency in AutoCAD and Tridium’s Niagara software a plus.
