The Director of OSPR is responsible for the development and operation of the Office of Sponsored Programs and Research, and in the administrative operation of the Institutional Review Board and Institutional Animal Care and Use Committee. The OSPR consults with a faculty advisory group that includes Human Resources and Financial Services, in the development of strategies and plans to improve and expand research opportunities at GSU, as well as the campus, regional, and national profile of GSU and OSPR. The Director of OSPR is responsible for several key functions that impact OSPR and GSU, such as: education among the GSU faculty and administration about grant opportunities and management; development of relevant training regarding research proposal development, monitoring, and reporting, as well as training concerning IRB proposal development and ethical treatment of human subjects; assist with post award management of grants, assistance with compliance audits, development of manual and automated proposal and report tracking systems; and development of routine and periodic (e.g., annual) reports. Coordinates this work with appropriate other offices. OSPR will scan opportunities, disseminate grant opportunities, provide training on grant topics, and coach faculty and staff on grant submissions.

Minimum Qualifications

• Master’s degree from accredited institution and seven years of experience in higher education grants administration.
• At least three years of supervisory experience.
• Experience using electronic grant submission systems.
• (Certified Research Administrator) required.

Competencies:
• Reporting functions are completed accurately and timely, and in accordance with established policies and federal and state regulations
• Sound fiscal and time management skills through prior work experience
• Strong budgetary management skills
• Attention to detail
• Broad knowledge of policies and regulations governing federal funding and accompanying compliance issues
• Experience submitting proposals using NIH ASSIST, NSF Research.gov, Grants.gov, and ability to learn and use other electronic systems.
• Knowledge of principles of grantsmanship/sub-award management and sponsor proposal and award policies and procedures.
• Ability, especially under pressure, to be professional, courteous, and tactful in dealing with investigators, administrative staff, and funding agency contacts
• Ability to establish clear priorities and multi-task and be responsive to externally generated deadlines.
• Excellent computer skills, particularly Microsoft Word and Excel, and experience using databases and electronic systems. Advanced spreadsheet knowledge will be beneficial.
• Exceptional management expertise with grants and other sponsored projects funding.
• Strong skills in distilling complex compliance issues so that they are understandable to the lay audience.
• Analytical and problem-solving skills are essential.
• Effective verbal and written communication skills needed due to interaction with customers and providing training
• Working knowledge of uniform guidance 2CFR200.
• Working knowledge of Federal Acquisition Regulation (FAR).
