Monterey Peninsula College is seeking an Dean of Planning, Research and Institutional Effectiveness to lead the District's collaborative work to create a culture that effectively uses planning and assessment to increase student success. This position will play a key leadership role in helping the District meet the ACCJC Standards related to planning and institutional effectiveness and addressing the recommendations.

Job Description

Under the direction of the Superintendent/President, the Dean of Planning, Research and Institutional Effectiveness is an educational administrator and oversees the District's coordination and integration of research, strategic planning, student learning and service area outcomes assessment, program review, and resource allocation to ensure institutional effectiveness.

The Dean provides vision and leadership for the implementation and assessment of continuous quality improvement efforts and accountability measures related to institutional accreditation. The Dean is responsible for integrated planning and implementing strategies that provide direction for educational planning, enrollment management, institutional effectiveness, and institutional outcomes.
EXAMPLE OF DUTIES:
Essential Functions
INTEGRATED PLANNING
• Oversee the District's planning, including the integration of the educational master plan, enrollment planning, technology plan, facilities plan, human resources staffing plan, and other major strategic initiatives at the college to further institutional outcomes and effectiveness.

• Evaluate and implement planning processes and key performance indicators.

• Prepare scorecard reports identifying progress in achieving strategic initiatives, objectives and goals.

• Ensure that fundamental planning information in support of institutional decision making is provided to the appropriate committees, work groups and staff.

• Participate in the development of college enrollment and FTES targets based on financial and enrollment goals.


RESEARCH
• Provide direction and establish priorities for Institutional Research to ensure that data is available to use across the institution to make informed decisions.

• Ensure data analyses and reports required for thoughtful participation and communication are provided to appropriate groups in a timely manner.

• Promote a culture of data literacy and fluency to further institutional effectiveness.


INSTITUTIONAL EFFECTIVENESS
• Identify and collect institutional benchmark data and provide reports that align with state initiatives including performance-based funding.

• Prepare, publish, and present an annual institutional effectiveness report.


PROGRAM REVIEW
• Coordinate the program review process for the District, including the maintenance of an institutional inventory of program review reports and a calendar of program review schedules and statuses.

• Support program review efforts by providing data and training for administrators, faculty and staff.

• Maintain and post all program review information on the District website.

• Communicate process details and deadlines.


STUDENT LEARNING AND SERVICE AREA OUTCOMES ASSESSMENT
• Assist administrators, faculty and staff to develop research questions to analyze Student Learning Outcomes (SLOs), Service Area Outcomes (SAOs) and the determination of their effectiveness in helping students and service areas achieve their desired outcomes.

• Provide leadership for the development of SLOs and SAOs within the areas of responsibility throughout the District.

• Work with appropriate administrators, faculty and staff to provide overall accountability for SLOs and SAOs development and assessment.

• Maintain SLOs and SAOs information on the District website.


OTHER DUTIES AND RESPONSIBILITIES
• Promote technological resources (e.g., software such as TracDat) to facilitate student learning outcomes assessment, program review, planning, resource needs and prioritization.

• Chair and/or serve as a member of various District, state and regional committees and task forces as assigned.

• Develop and administer budgets for areas of responsibility.

• Supervise and evaluate assigned staff; participate in the screening and selection of staff as required; train staff on administrative procedures, services and programs as implemented.

• Perform other related duties as assigned.

MINIMUM QUALIFICATIONS:
Education and Experience
Minimum Qualifications
• Possession of a master's degree from an accredited college or university; and

• One (1) year of formal training, internship, or leadership experience reasonably related to the administrator's administrative assignment; and

• Demonstrate sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

DESIRABLE QUALIFICATIONS
• Previous experience in ACCJC standards and processes.

• Demonstrated ability to lead strategic and/or program planning.

• Understanding of and experience in participatory governance and processes.

• Demonstrated leadership in a campus program, department, division, and/or unit.

• Demonstrated ability to use data to inform decision making and communicate data effectively across campus constituencies.

• Demonstrated ability to provide leadership and accountability for student learning and service area outcome assessment.

• Understanding of institutional research methods and data used in higher education.


KNOWLEDGE AND ABILITIES
Knowledge Of:
Sensitivity to and understanding of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students; advanced theories, principles, and practices associated with integrated planning and resource allocation, strategic and institutional planning, program review and assessment, enrollment management, evaluation, and research; instructional programs and student support services in higher education; accrediting agencies, such as the Accrediting Commission for Community and Junior Colleges, accreditation standards and the process of accreditation; theories of affecting cultural change; the goals of participatory governance; supervising and evaluating the work of others, employee motivation and training; applicable federal, state, local, and District laws, regulations, policies, and procedures; complex business level English usage, spelling, grammar and punctuation; applicable computer software programs; report and presentation writing.

Ability To:
Lead and work collaboratively with administration, faculty and staff to ensure integrated planning of resource allocation, strategic planning, institutional planning, program review, enrollment management, and evaluation; lead and coordinate student learning outcomes assessment, program review, research, and institutional effectiveness; analyze outcomes and prepare clear and concise reports; communicate complex information to a broad audience of stakeholders; mentor others in writing, assessing and analyzing the results of student learning outcomes; develop, train, supervise, evaluate, guide, and direct others; inspire and promote awareness of the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students; meet change with innovation to promote and meet the college mission; prepare and monitor a budget for financial effectiveness; plan and organize work to meet established timelines and department schedules; operate a computer and appropriate software programs.

PHYSICAL EFFORT/WORK ENVIRONMENT
Environment: Busy office environment. Light to moderate physical effort; occasional standing or walking; periodic handling of lightweight parcels up to 15 pounds. Indoor work environment.
Driving a vehicle to conduct work as necessary. Requires evening and weekend responsibility. Required travel to other District locations and occasionally to other locations in the county or state.

LICENSES AND CERTIFICATES
Possess or ability to obtain a valid California driver's license and must have an acceptable driving record and current vehicle insurance meeting State of California requirements. A certification for strategic planning, such as from the Society for Colleges and University Planning (SCUP) is desirable.

WORK SCHEDULE / SUPPLEMENTAL INFORMATION:
COMPENSATION
Salary $9,954­ - $11,340 per month. Placement will be commensurate with background and experience. In addition, a qualified incumbent can earn a doctoral stipend of $247 per month.
